Rf Cuter of Good Lir,. 2-1S-11 � I=a C CE ).‘ O Florida a MEMORANDUM Meeting Date: February 15, 2011 Item # Reviewed By: Contact Name: Russ Wagner Department Director: Contact Number: 407 - 905 -3157 City Manager: Subject: Florida Central Railroad System Upgrade Background /Discussion Summary: Over the past several years, the Lake - Sumter MPO and its member cities have been promoting upgraded passenger and freight rail facilities extending from the Umatilla /Eustis area south to downtown Orlando. This project is popularly known as the Orange Blossom Express due to its parallel location relative to the Orange Blossom Trail (see attached map). Recently, the group has identified a potential Strategic Intermodal System Project grant from FDOT which will pay 75% of the estimated $18.4 million cost of the system upgrade. The Florida Central Railroad (FCR), which controls the tracks, has pledged $1.2 million of its funds toward the upgrade, with the remaining $3.4 million to be shared by the various cities and counties along the route. This would include the existing spur that extends from the main line beginning at Toronto and extending through Pine Hills and Ocoee where it ends in downtown Winter Garden. In order to secure and reserve these funds, the group working on this project, which now includes Orange County and the cities of Orlando, Ocoee, Apopka and Winter Garden, have determined that a commitment by each local government to fund a fair -share portion of the cost needs to be completed by March to ensure that these funds are not redistributed to other projects. Negotiations are underway to finalize fair share allocations, but, as currently structured, the City of Ocoee will be asked to commit to a funding amount of approximately $35,000 - $40,000 to be paid out over two budget years (FY 2011 -2012 and FY 2012 -13) as the project is completed. A memorandum of understanding with the FCR and FDOT will ensure that the City can be served by passenger rail in the future due to its investment, and that FCR cannot sell of its facilities to another entity which could change the agreement. The Commitment to help fund the upgrade to the City's existing rail facilities offers a unique window of opportunity to affect the long -term multi - mobility needs of the community. This small investment now, sets the stage for further short term economic development within the City's industrial areas, but more importantly, opens up other short and long term passenger service for our residents. This includes the potential for excursion train service (Dinner /Magic/Thomas /Polar Express /Parties) leaving from our historic downtown area to connect with future commuter rail service to downtown Orlando including Sunrail. Improved freight and passenger rail service is a top priority for the State of Florida due to its resurgence as an efficient means of moving goods and people. Numerous areas around the country where rail has been upgraded have seen significant spin -off growth and economic development as a direct result. As energy costs increase in the future, it is expected that rail service will replace many road - building efforts which will be a boon for close -in urban areas, promoting higher density residential, commercial, industrial and mixed- use developments. Locally, our two County Commissioners as well as our State Representatives are all interested in promoting expanded rail service in the area, and our participation is critical to ensure their continued support. Additionally, the City is seeking to be included in an Alternatives Analysis relating to commuter rail service. This would allow the Ocoee/Winter Garden spur to ultimately tie into the Sunrail commuter system currently being implemented. Funding levels for the City's fair share have not been finalized, but we expect it to be less than $45,000, to be funded in the 2011 -2012 budget year. Issue: Should the Mayor and City Commissioners resolve to commit fair -share funding for the Florida Central Railroad Strategic Intermodal System Upgrade Project and Alternatives Analysis Study? Recommendations Staff respectfully requests that the Mayor and City Commissioners commit to a future fair -share allocation, not to exceed $75,000, toward the Florida Central Rail System Upgrade Project and Alternatives Analysis Study to be funded in the 2011 -2012 and 2012 -13 Budget Years.
