Ocoee Youth Council
Minutes
June 09, 2021
CALL TO ORDER
The meeting was called to order by Member Bellamy at 6:19 pm in the Commission Chambers of City
Hall located at 150 North Lakeshore Drive, Ocoee. Member Ashley Clarke led the Pledge of Allegiance
to the Flag. Recording Clerk Landry performed a roll call and announced that the Board failed to make a
quorum.
PRESENT: Member Bellamy and Member Ashley Clarke
ABSENT: Chairperson Nathan Clarke,Vice-Chairperson Sia, and Member Garber.
Also Present:Commissioner Oliver,City Clerk Sibbitt,OYC Coordinator Dillard,and Recording Clerk Landry
APPROVAL OF THE MINUTES
Due to a lack of quorum, Member Bellamy postponed the approval of the March 10, 2021, minutes.
SPEED DETERRENT SIGNS
Member Bellamy turned the Board's attention to the Speed Deterrent Sign Program.
OYC Coordinator Dillard announced that she received two separate emails from citizens requesting Speed
Deterrent signs for their front yards. Member Bellamy agreed to deliver and set up a sign on Johio Shores
Road. Member Ashley Clarke agreed to deliver and set up a sign in Butterfly Creek.
OYC Coordinator Dillard inquired about the number of signs remaining. City Clerk Sibbitt shared that
Commissioner Oliver and Commission Wilsen each picked up five signs. She explained that she provided
the required paperwork to each Commissioner; however, she has not received either form back.
Recording Clerk Landry confirmed that the Clerk's office currently had 21 signs on hand.OYC Coordinator
Dillard requested two additional signs.
OYC Coordinator Dillard announced that the sign program had been promoted on the Ocoee Police
Department's Social Media website and her page. She then asked for recommendations on how-to
distribute the remaining signs. Member Ashley Clarke suggested placing more signs in Arden Park. City
Clerk Sibbitt reminded the Council of the rules and regulations for the placement of the signs.
OCOEE SKATE PARK
Member Bellamy opened the discussion on creating an Ocoee Skate Park.
City Clerk Sibbitt shared Parks and Recreation Director Johnsons' email listing several items that would
help with the•skatepark discussion. After a brief conversation, OYC Coordinator Dillard stated that she
would visit local skate parks for pictures and ideas. She also explained that Barber Park in East Orlando is
a park she found to be accommodating for multiple skating purposes.

RECRUITMENT
Member Bellamy opened the discussion on recruitment. OYC Board Mentor Szrom offered multiple ideas
and asked for feedback on what the Council felt was the best direction to start. Member Ashley Clarke
recommended targeting 8th-grade middle school students. Member Bellamy agreed and noted that it
would be a great way to transition from middle school into high school. OYC Coordinator Dillard
suggested setting up a table during Open House.
OYC Board Mentor Szrom shared the best way to bring on new members is through word of mouth, and
highly encouraged members to invite friends. He also noted that it is very important to share the benefits
of being on the Council, and inquired if those benefits were being highlighted.
OYC Coordinator Dillard explained that community service hours and senior scholarships are the primary
benefits of being on the Council, but worried about using the scholarships as a selling point until they had
secured a recurring commitment. OYC Board Mentor Szrom inquired how that could be done.
Commissioner Oliver explained that the City's current commitment is provided through discretionary
funds, and shared he will request a budgeted line item during the upcoming budget meetings for an
ongoing Annual Ocoee Scholarship Program. He then announced he is presently working with Duke
Energy to provide matching scholarships for the 2021 Ocoee Scholarship recipients.
Member Ashley Clarke expressed the importance of community involvement and the impact it can make
on college applications.OYC Board Mentor Szrom agreed,offered to track each student's board activities,
and provide personal letters of recommendation outlining those accomplishments when needed. He also
suggested the possibility of being able to obtain letters of recommendation from the City's Elected
Officials.
ANNUAL YOUTH COUNCIL
Member Bellamy shared this year's Annual Youth Council Program has been canceled.
CO-GENERATE
Member Bellamy announced that the Co-Generate,Innovation Summit will be held on Tuesday,June 22"d,
from 12:00 pm to 3:15 pm.OYC Coordinator Dillard shared the importance of staying engaged during the
Summer, reminded the Council that an email was sent out on May 25th, and inquired if anyone had
enrolled.
Member Ashley Clarke said she would look into it and follow up with OYC Coordinator Dillard.
FAREWELL SENIORS
Pleasant words were exchanged and everyone wished the Seniors much success in their new endeavors.
OYC Coordinator Dillard shared that the two seniors, Member Bellamy and Member Garber,were invited
to the June 15, 2021, City Commission meeting to receive their Senior Scholarships.

PUBLIC COMMENTS
Commissioner Oliver announced that the CareerSource of Central Florida's Summer Jobs program is
ramping up and encouraged high school students to apply.
Commissioner Oliver noted an upcoming event with Senator Bracy,and encouraged the Council to attend
and promote youth involvement.
SET NEXT AGENDA
Member Bellamy shared the next meeting will be held on July 14, 2021, and set the agenda.
