Background Summary:
Members of the Board of Adjustment serve three-year terms. The purpose of the Board of Adjustment is to
hear and decide appeals for administrative code review and to hear and recommend to City Commission
variances to the zoning ordinance. The Board of Adjustment is to have five (5) regular members and two (2)
alternate members, all three years.
The Board currently has five (5) regular members and no alternate members. Therefore, there are currently
two (2) alternate member positions available.
One application has been submitted for a position on the board by Christopher Warren.
Issue:
Should the City Commission appoint Christopher Warren to the Board of Adjustment as an alternate member
with a term ending May 201 O?
Recommendations
Staff recommends that the Honorable Mayor and City Commissioners consider appointing Christopher Warren
as an alternate member to the Board of Adjustment.

Florida's Turnpike Enterprise, Florida Department of
Transportation
Directs the daily operations of Florida's statewide Turnpike System,
which serves over 2.0 million customers per day. Florida's
Turnpike System is the largest user-financed transportation system
in Florida and the fourth largest in the nation. Spanning 449 miles
and serving over one-half of Florida's population, Florida's Turnpike
Enterprise generates revenues in excess of 500 million dollars
annually. Daily operations include the delivery of the Statewide
five-year work program currently in excess of $4 billion dollars,
operations and maintenance, toll collection operations for the
Turnpike system as well as toll collection responsibilities for all toll
roads and bridges operated by the Florida Department of
Transportation and the development of alternate revenue streams
through business development activities and concession
management. Manages a team of over 4,000 staff including 5
general consultants with the mission to help meet Florida's
transportation needs, serve its customers, and protect its
bondholders while utilizing private sector methods to run a
government entity in a business like manner. Frequent moderator,
panelist and speaker at industry, professional and community
meetings.
Maintenance Engineer
Florida's Turnpike Enterprise, Florida Department of

Directed the daily operations for maintenance work for all roads and
bridges for the entire 449 miles of Florida's Turnpike system. Daily
operations included all routine maintenance activities, periodic
maintenance activities, environmental mitigation work and all bridge
maintenance work utilizing a $30 million annual maintenance
budget. Managed a total of 60 staff including a general consultant
retained as the Maintenance Engineering and Management
Consultant. Performed numerous special projects for the Executive
Director. Served as the Enterprise's Emergency Officer with duties
to command and direct the entire resources of the Turnpike
Enterprise in the event of an emergency. Frequent moderator,

MAJOR ACCOMPLISHMENTS:
>- Asset Management Development in Florida - In 1994, developed and
managed the Department's first large scale maintenance contract in Jacksonville,
Florida. The contract lumped together 13 routine maintenance items along with
the requirement the contractor manage, schedule, perform and then certify to the
Department all completed work. This was the precursor to large scale asset
management in Florida. Also led the procurement of two additional large scale

maintenance contracts in the Jacksonville area. In 1999, developed and
procured the Department's first Asset Management Contract. This contract was
for 253 centerline miles stretching through five of the Department's districts. The
contract included all aspects of routine maintenance work contracted to one firm
which would manage and perform all items to performance based standards.
This was the first performance based contract let by the Florida Department of
Transportation.
~ Veterans Expressway Bridge Emergency - On December 28, 2001, a tanker
truck loaded with 8700 gallons of unleaded gasoline turned over underneath an
Enterprise bridge in Tampa. Burning out of control for hours, at temperatures up
to 1800oF, the bridge was completely destroyed. The bridge was responsible for
carrying 40,000 vehicles per day from west Tampa to Downtown and would need
to be rebuilt. Because this bridge was also the southernmost bridge on the
Veterans Expressway, there was no way to divert traffic around the bridge. The
incident completely bottlenecked all of west Tampa bringing congestion effects to
nearly the entire city. Bringing together a team of experts, a maintenance of
traffic (MOT) diversion was designed and built in 8 days allowing traffic to
completely circumnavigate the damaged area. While the team was working on
the MOT diversion, a team of bridge engineers and contractors began bridge
demolition and reconstruction. Within 42 days the entire bridge was re-opened
for traffic.
~ Beeline Bridge Emergency - In August of 2002, a tanker truck loaded with
gasoline overturned on the overpass of the Beeline Expressway and Interstate 4
in Orlando. The gasoline truck burned for hours before the fire was extinguished,
destroying two spans of decking and a majority of the barrier walls on the
elevated structure. This bridge structure was responsible for carrying nearly
60,000 vehicles per day. Due to the location of the incident, a maintenance of
traffic diversion was not feasible requiring a full closure of the bridge. Working
quickly with a team of bridge engineers and a contractor, the two spans of
decking and the barrier walls were demolished, reconstructed and opened to
traffic in 11 days.
~ Enterprise Flight School - Enterprise Flight School will long be remembered as
one of the most successful initiatives resulting from the creation of Florida's
Turnpike Enterprise. Bringing together 100 of the top managers in the Enterprise
in December 2002, a course was presented to provide basic training in the new
business model. The vision, mission, values, goals, objectives and initiatives
were constantly reinforced throughout a rigorous weeklong education session
that constantly challenged five teams of 20 (squadrons) to compete with each
other on curriculum learning. The squadrons were forced to compete to
normalize the team in a quick manner and to force them to analyze each others
strengths and weaknesses. Feedback from Flight School participants
commented that the experience was a tremendous learning tool for the new
"corporate structure" the Enterprise represents.
