Subject: Pine Street Stormwater Pond and Park Master Plan
Background Summary:
On January 25,2001, the City ofOcoee and the St. Johns River Water Management District (WMD) entered
into a written Participation Agreement regarding the purchase of a 13-acre tract located between Pine Street
and SR 429 (Western Expressway) along the northwest ditch that drains portions of Ocoee from Franklin
Street north to Lake Apopka. All the required property was not assembled until the end of 2006; however,
the schedule for project's de1iverab1es from the City was not extended. The Agreement includes conditions
and restrictions upon the use of the property that require the City to complete certain actions by specified
milestone dates. If the City fails to meet any of these milestones, the property immediately reverts to the
WMD.
The first task is to complete a Master Plan for the facility by July 1, 2007. The City retained the services of
PBS&J in March, 2007 to do the work at a cost of $82,250 with 100% funding from the WMD. The Master
Plan has been completed and recommended for approval by the Parks & Recreation Board. In accordance
with that Plan, the Pine Street Stormwater Pond and Park is envisioned to be a passive park that takes
advantage of existing environmental features, such as an extensive oak tree canopy and wetland. The site's
facilities will be constructed in phases. The stormwater portion of the facility will treat the water in the creek
that runs along the site to the northwest prior to its discharge into Lake Apopka. The creek will be redirected
into a treatment pond within the site, the water cleaned, and then released back into the wetland. The park
amenities focus on nature education while providing open space to relax and enjoy the natural surroundings.
Park features include:
. Meandering trail system consisting of paved multi-use trails, nature trails and boardwalk; including a
pier in the pond.
. Possible future connection to the West Orange Trail.
. Small and large pavilions connected by the trail system to provide plClllC areas and
interpretive/educational opportunities.
. Parking and main entrance for vehicles and pedestrians that includes an improved access drive,
vehicle turn-around, signage and a park welcome center.
. Treatment pond that meets WMD's requirement of a 100' width while adding additional areas for
littoral plantings, extending the educational facets of the park.
. Dry detention area connected to the main pond by a dry creek bed.
. Buffers from adjacent residences and highway by use of extensive native plantings.
. Clean up and removal of invasive species such as ear trees and air potato vine.
. Playground area for both 2-5 and 5-12 year old children situated near open green space.
. A fenced in dog park nestled amongst the tree canopy.
. Park security provided by decorative fence and gate.
Both the Pine Street Stormwater Pond and Park and the Pioneer Key Regional Pond and Park will be
connected by a pathway that will run along the northwest ditch. This is in accordance with the City's
Comprehensive Plan to develop trails for biking, walking, and passive recreation opportunities.
The Memorandum of Agreement also requires that the City complete detailed design of the proposed
stormwater management and water quality improvement facilities by the end of the 2007 and commence
construction of the improvements in Accordance with the Master Plan by July 1, 2009. The SJR WMD
provided $668,266 toward the purchase of the property, the Master Plan, and detailed design. The purchase
of the property from the OOCEA, including survey and Phase 1 Site Assessment used approximately
$425,000.00 of the funding. The Master Plan has been prepared at a cost $82,250. This leaves approximately
$160,766 to fund the detailed design, with the City supplementing that amount from its own funds, if
necessary. The staff plans to seek future funds from WMD and, possibly, FDEP (which funded the Pioneer
Key Regional Pond project) to assist in the construction of the improvement.
The stormwater improvements and park will be much like the Pioneer Key Regional Pond and Park project,
which has been awarded for construction. The stormwater pond will be an off-line system that will treat low
flows that will directed through the pond system. Heavy rainfall and runoff events will bypass the pond
system by an overflow. There will be passive park amenities surrounding the pond system. The Pine Street
Stormwater Pond and Park and the Pioneer Key Regional Pond and Park will be connected by a pathway that
will run along the northwest ditch. The City has been obtaining drainage and maintenance easements along
the ditch as development projects are submitted to the City for review and approval. The future pathway will
be inside the easements and buffer setbacks. This is in accordance with the City's Comprehensive Plan to
develop trails for biking, walking, and passive recreation.
Issue:
The Engineering Department requests that the City Commission approve the Master Plan for the Pine Street
Stormwater Pond and Park facility.
Recommendations
The Engineering Department recommends that the City Commission accept the proposed Master Plan from
PBSJ, Inc. and authorize staff to so notify the WMD.

Financial Impact:
Approval of the Master Plan does not have a financial impact on the City. The City plans to seek additional
grant funds from the WMD, FDEP (which funded the Pioneer Key Regional Pond), and/or FRDAP for park
amenities.
