Subject: Approval to Apply for a Florida Firefighter Cancer Decontamination Equipment Grant
for the Purchase of a Vehicle Exhaust Capture System
Background Summary:
The Florida Firefighter Cancer Decontamination Equipment Grant was created within the Division of
the State Fire Marshal to help protect the health and safety of firefighters in the State of Florida. The
program will provide financial assistance to help fire departments procure equipment, supplies, and
educational training designed to mitigate exposure to hazardous, cancer-causing chemicals.
The objective of this program is to award matching grants to eligible fire departments on a financial-
need basis, for the purchase of the equipment, supplies, and training designed to mitigate exposure to
those chemicals. This grant program will only be implemented when funds have been allocated by the
legislature to the Division for the grant period. The current grant period (FY 21/22) has been funded at
$500,000. Applications are due on August 6th, 2021.
The fire department would like to submit a matching (75%/25%) application through the Florida
Firefighter Cancer Decontamination Equipment Grant for the purchase of a vehicle exhaust capture
system for one of its reserve fire engines. The goal with this funding is to provide an immediate
solution from exposure to potential carcinogens from diesel exhaust fumes and to provide all
employees and patients a safe environment, while at the same time protecting their long-term health.
On the fire ground, firefighters, patients, and citizens can be exposed to diesel exhaust fumes from fire
department apparatus, especially those in close proximity to vehicle crashes, etc. This is also true for
Apparatus Operators stationed at the apparatus while pumping at fires. Having a vehicle exhaust
capture system will provide on-scene protection for our firefighters and citizens by significantly
reducing chances of contact with any vehicle exhaust.
Issue:
Should the Honorable Mayor and City Commission approve submittal of the grant application to acquire
a vehicle exhaust capture system?
Recommendations:
Staff recommends approval to submit the grant application.

Financial Impact:
The total cost of vehicle exhaust capture system is $10,790.56. The Florida Firefighter Cancer
Decontamination Equipment Grant would provide 75% ($8,092.92) of the total cost. If successful, the
financial impact on the city would be the remaining 25% ($2,697.64).
