I.Roll Call and Determination of Quorum
Chair June called the Community Redevelopment Agency Board to order at 5:00 PM in the
Commission Chambers of City Hall. City Clerk Sibbitt called roll and declared a quorum present.

Also Present: City Manager Frank, Assistant City Manager Shadrix, City Attorney Cookson,
Deputy Development Services Director/CRA Administrator Corless, and City Clerk Sibbitt

III.Approval of Minutes of March 2, 2021, CRA Regular Meeting
Member Wilsen, seconded by Member Johnson, moved to approve the CRA
Regular Meeting Minutes of March 2, 2021, as presented. Motion carried 6-0 with
Member Marsh absent.
Deputy Development Services Director/CRA Administrator Corless announced the official
resignation of CRA Member Marsh. She advised he is no longer with Orlando Health and has
moved out of state. Deputy Development Services Director/CRA Administrator Corless
advised that the vacant position is a City Commission appointed position; therefore, a staff report
with recommended individuals will be presented before the City Commission at a future meeting.

IV.City Center Construction Update (John Amm, Chief Engineering & Construction
Officer/Senior VP, CCWO)
John Amm, Chief Engineering & Construction Officer with City Center, updated the Board on
the current construction status of the City Center. He shared information on the permits that have
been submitted and are under review by the Building Department. The project should be completed
within 24-36 months from today.
Member Wilsen inquired about the opening of Maine Street. Mr. Amm addressed her question
and advised it is not feasible to open Maine Street until the construction is completed.

Member Oliver commended Mr. Amm for the development of the infrastructurebefore the
vertical construction.
Member Johnson thanked Mr. Amm for his continued partnership with the City.
V.CRA Audit, Tammy Campbell with McDirmit Davis
Finance Director Roberts introduced Tammy Campbell with McDirmit Davis. Ms. Campbell
presented the Board with the highlights of their audit report dated April 19, 2021, which details
the audited financial statements for the year ending September 30, 2020, and included a statement
that the Ocoee CRA followed the financial requirements as set forth for Community
Redevelopment Agencies in the Florida State Statutes.
VI.Wellness Park Funding (Deputy Development Services Director/CRA
Administrator Corless)
Deputy Development Services Director/CRA Administrator Corless shared an unofficial
update of funding for the Wellness Park and Multi-Purpose Path. CRA staff is working with the
Healthcare District to finalize paperwork that will come back before the City, and CRA Board, to
receive up to $3 million in funding to assist with those projects.
Member Wilsen thanked Deputy Development Services Director/CRA Administrator Corless and
shared she is excited about the accomplishments of the CRA.
VII.Confirm Next Budget CRA Board Meeting
Deputy Development Services Director/CRA Administrator Corless announced and
confirmed the next meeting is scheduled for September 7, 2021, at 5:00 PM. She advised this will
be the budget meeting in which they will approve the CRA budget so it can be incorporated into
the City’s overall budget.

VIII.Board Comments
Member Oliver commented that he is very pleased with the work of the CRA, and has received
many compliments from the residentsabout the landscape and streetscape projects completed.

SOLUTION OF THE OCOEE COMMUNITY
A RE
REDEVELOPMENT AGENCY ADOPTING A BUDGET FOR
FISCAL YEAR 2021-2022; PROVIDING FOR BUDGET
ADJUSTMENTS AND THE APPROPRIATION OF FUNDS;
PROVIDING FOR SEVERABILITY; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Ocoee Community Redevelopment Agency (the “CRA”) was
created pursuant to Part III, Chapter 163, Florida Statutes, and Ordinance No. 2006-007 of the City
of Ocoee, Florida; and
WHEREAS, the CRA is a dependent special district under Chapter 189, Florida
Statutes, known as the Uniform Special District Accountability Act (the “Special District Act”);
and
WHEREAS, the Special District Act requires all special districts, including
dependent special districts, such as the CRA, to adopt a budget for each fiscal year by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE OCOEE COMMUNITY
REDEVELOPMENT AGENCY, AS FOLLOWS:
. The CRA has the authority to adopt this Resolution
SECTION 1. Authority
pursuant to the Special District Act.
SECTION 2. Adoption of Budget. The governing body of the CRA does hereby
approve and adopt a budget for the CRA for Fiscal Year 2021-2022. A copy of the budget is
attached hereto as Exhibit “A” and incorporated herein by reference.

SECTION 3. Budget Adjustments. As of the date of adoption of the Budget for
Fiscal Year 2021-2022, the governing body of the CRA may not have received the final
calculations regarding tax increment revenues and/or carried forward monies to be deposited into
the Community Redevelopment Trust Fund for the Community Redevelopment Area which will
be available for use by the CRA for Fiscal Year 2021-2022. Accordingly, the governing body of
the CRA does hereby direct that tax increment revenues received in excess of the projected
budgeted revenues be allocated to the 4900 Reserve for Contingency line item as set forth in
Exhibit “A” and that any shortfalls in the projected budgeted tax increment revenues and/or monies
carried forward be deducted from the 4900 Reserve for Contingency line item as set forth in
Exhibit “A”. In accordance with Subsection 163.387(7), F.S., the governing body of the CRA does
hereby direct that monies carried forward in excess of the budgeted amount be allocated to the
6302 Capital Improvements line item, as set forth in Exhibit “A”, to fund projects identified in the
CRA Capital Improvement Plan and Community Redevelopment Plan or be deposited into an
escrow account for the purpose of later reducing any indebtedness to which increment revenues
are pledged.The Executive Director of the CRA is hereby authorized to administratively make
any adjustments to the budget which may be required to implement the provisions of this section.
SECTION 4. Appropriations. There are hereby expressly appropriated out of
anticipated revenues all funds and monies necessary to meet the appropriations stipulated by and
in the attached budget.
SECTION 5. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision
and such holding shall not affect the validity of the remaining portion hereto.

SECTION 6. Effective Date.This Resolution shall become effective immediately
upon passage and adoption, and the budget adopted and approved by this Resolution shall be
effective as of October 1, 2021.

CRA Projects
A Year in Review
Over the past fiscal year (FY2020-2021), CRA staff have been very busy in
initiating, implementing and monitoring projects throughout the Fifty West
Redevelopment District. The following provides an update on these projects, as
well as, a glimpse to the activities moving forward for next fiscal year.
SR 50 Median Landscaping & Street Lighting
The installation of the plant materials was finalized late last year and the
contractor transitioned their activities to maintenancefor the one-year warranty
period. The warranty period ends on September 15, 2021. The Contractor is
currently in the process of replacing dead and/or dying plant materials failed by
the CRA Administrator.

SR 50 Streetlighting – The City finalized the required forms in order for Duke Energy
to commence installing streetlights on SR 50 beginning east of SR 429 and ending
west of Good Homes Road. We are waiting on the installation schedule from
Duke Energy.
Healthy West Orange Wellness Park
Designing Parks that Embrace Healthy Community Initiatives
Building Partnerships with WOHD
Staff was able to secure a $2,250,000 grant
from the West Orange Healthcare District to
construct the new park.
The project will be advertised shortly and the
construction will be a primary focus for staff in
2021-2022.
The park includesfour (4) outdoor exercise
areas. Each of the exercise areas will be
located underneath a sunshade. The park will
also include a wellness-walking loop and a
ceremonial plaza.
S.Bluford Avenue Complete Street Project
S
.Bluford Avenue is a critical local connector road for the City, as well as, for Fifty
West in that it connects SR 50 to City Center and Downtown. The City has enlisted
the services of a consultant to engineer the project and prepare the construction
documents. Design is expected to take approximately 1 year.
The project will include a 10’ shared pathway from Old Winter Garden Road north
to the CRA’s northern limits at Geneva Street. Other improvements include
addition of medians, landscaping, expansion of utilities, roundabouts at Geneva
and Maine, and street lighting. Undergrounding will be included north of SR 50.
The CRA is partnering with the City, in that, the City is funding the project north of
Geneva Street to where it will terminate at Delaware Street.
Dueto the magnitude of the project it isanticipated that theproject will need to
be implemented in three (3) phases and alternative funding will need to be
secured to leverage CRA and City funds. Based on receiving funding from the
West Orange Healthcare District for the Wellness Park, staff recommends the
CRA’s dollars identified for Wellness Park be shifted to the CRA’s portion of the S.
Bluford Avenue Complete Street Project. The City did acquire a $750,000 grant
from the West Orange Health Care District for the installation of the planned 10’
shared pathway from Geneva Street north to Delaware Street where the
Downtown shared pathway terminates.
N.Blackwood Avenue will be the primary access to City Center from SR 50.
Recognizing the importance of this connection, staff is working with an
engineering and landscape architecture consultant to design a new streetscape.
Improvements include a roundabout at Montgomery Avenue, landscaped
medians, and new streetlights. Based on the change in direction to incorporate
a roundabout, this project has been delayed due a few issues with FDOT and a
delay in City Center construction. Construction of the N. Blackwood Avenue
improvements will occur as City Center construction is winding down, being that
N.Blackwood Avenue is the designated access for construction access to City
Center.
The estimated construction cost is currently $1,900,000 and anticipated to start in
late FY 2022 and wrap up in 2024.
Healthy West Orange Trails Initiative
Last year staff assisted the West Orange Healthcare District (WOHD) in drafting the
Healthy West Orange Trails Initiative for West Orange County. The year-long
process included a massive amount of research and data collection, the
facilitation of over 30 participants in providing input through virtual meetings and
correspondence, and the development of maps and a report that display
existing and future trails for Oakland, Winter Garden, Windermere, Gotha, Orange
County and Ocoee. We believe that our participation in this effort positioned the
City and CRA to receive the recent $3,000,000 grant from the WOHD for the
construction of Wellness Park and a portion of the S. Bluford Avenue Shared
Pathway.
