ORDINANCE NO. 97- 17
AN ORDINANCE OF THE CITY OF OCOEE, FLORIDA
RELATING TO GEOGRAPHICAL BOUNDARIES FOR
SINGLE-MEMBER CITY COMMISSION DISTRICTS;
AMENDING SECTION 5-21 OF ARTICLE II OF CHAPTER
5 OF THE CODE OF ORDINANCES OF THE CITY OF
OCOEE IN ORDER TO CHANGE THE GEOGRAPHIC
BOUNDARIES OF THE SINGLE-MEMBER CITY
COMMISSION DISTRICTS; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING AN EFFECTIVE DATE.
WHEREAS,
the city commission has established a
Districting Commission pursuant to the provisions of Article XI of
the Charter of the City of Ocoee; and
WHEREAS, the provisions of section C-66.C(3) of Article
XI of the Charter of the City of Ocoee requires that the
Districting Commission review the geographic boundaries of the
single-member districts and prepare a report to the City commission
containing recommendations, if any, for adjustments of the district
boundaries; and
WHEREAS, on July 21, 1997 the Districting Commission
adopted a report containing recommendations for the adjustment of
the geographic boundaries of Districts 1, 2, 3 and 4 and
recommended to the City commission that the geographic boundaries
of said Districts be changed as set forth in said report; and
WHEREAS, on August 5, 1997, the city Commission received
and accepted the recommendations of the Districting Commission
contained in said report; and
WHEREAS, for the purposes of carrying out the provisions
of Article XI of the Charter of the city of Ocoee, the City
commission of the city of Ocoee desires to change the geographic
boundaries of the single-member city commission Districts as
recommended by the Districting Commission.
NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION ONE.
The City commission of the City of Ocoee
has the authority to adopt this Ordinance pursuant to Article VIII
of the Constitution of the state of Florida, and Chapter 166,
Florida statutes, and Article XI of the Charter of the City of
Ocoee.
SECTION TWO.
section 5-21 of Article II of Chapter 5 of
the Code of Ordinances of the City of Ocoee, Florida, is hereby
amended by deleting in its entirety the current provisions thereof
and substituting the following in lieu thereof:
S5-21.
Establishment of geographical boundaries for single-
member City commission districts.
For the purposes of carrying out the provisions of Article XI
of the City Charter, the City of Ocoee is hereby divided into four
(4) single-member districts, each district being defined by
reference to the Public Records of Orange County, Florida on file
on September 1, 1997. The four (4) single-member districts are as
follows:
A. District No.1.
District No. 1 shall consist of that part of the City of
Ocoee located within the following geographical areas:
See Exhibit "A" attached hereto and by this reference
made a part hereof.
B. District No.2.
District No. 2 shall consist of that part of the City of
Ocoee located within the following geographical areas:
See Exhibit "B" attached hereto and by this reference
made a part hereof.

C. District No.3.
District No. 3 shall consist of that part of the City of
Ocoee located within the following geographical areas:
See Exhibit "c" attached hereto and by this reference
made a part hereof.
D. District No.4.
District No. 4 shall consist of that part of the City of
Ocoee located within the following geographical areas:
See Exhibit "D" attached hereto and by this reference
made a part hereof.
The geographical areas described in this section include lands
outside of the corporate limits of the city in order to address
future annexations. Any lands which may hereafter be annexed into
the City shall be included within the applicable district at the
time of annexation.
SECTION THREE. The geographical boundaries of District
Nos. 1, 2, 3 and 4 as described in Exhibits "A", "B", "c" and "D"
hereto, respectively, are depicted on the Map of the Ocoee
Municipal Election Districts attached hereto as Exhibit "E" and by
this reference made a part hereof. Reference shall be made to the
Map of the Ocoee Municipal Election Districts whenever it becomes
necessary to interpret this Ordinance or resolve any ambiguities
regarding the description of the single-member district boundaries
established in section 5-21 of Article II of Chapter 5 of the City
Code.
The City Clerk is hereby designated as the person
responsible for making any such clarifications regarding district
boundaries.
SECTION FOUR. The City Clerk is hereby directed to
provide the Orange County Supervisor of Elections a certified copy
of this Ordinance within ten (10) days from the date of adoption.

SECTION FIVE. Severabilitv. If any section, subsection,
sentence, clause, phrase or portion of this Ordinance is for any
reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the
validity of the remaining portion hereto.
SECTION SIX. Codification. It is the intention of the
City commission of the City that the provisions of section Two of
this Ordinance shall become and be made a part of the Code of
Ordinances of the city; and that sections of this Ordinance may be
renumbered or relettered and the word "ordinance" may be changed to
"chapter", "section", "article", or such other appropriate word or
phrase in order to accomplish such intentions; and regardless of
whether such inclusion in the code is accomplished, sections of
this Ordinance may be renumbered or relettered and the correction
of typographical errors which do not affect the intent may be
authorized by the City Manager, without need of public hearing, by
filing a corrected or recodified copy of same with the city Clerk.
SECTION SEVEN. Effective Date. This Ordinance shall
become effective immediately upon passage and adoption.

EXHIBIT A:
Commence at the intersection of East Crown Point Road and Fullers Cross Road
located in Section 27, Township 22 South, Range 27 East. Head Northeast along the
center line of Fullers Cross Road and then head due East along said center line until the
intersection of Ocoee-Clarcona Road. Then head South along the center line of Ocoee-
Clarcona Road (a.k.a. Lakewood Avenue) until the intersection of Rewis and Ocoee-
Clarcona Road. Then head Northeast along the center line of Rewis as it turns into
Flewelling and into the CSX Railroad right-of-way (between Kimball Drive and Malcolm
Road) until such point as it intersects with A. D. MimslWurst Road. Then head Northeast
along the center line of A. D. Mims Road until its intersection with the Western boundary
of the existing Wastewater Treatment Plant property (tax parcel number 09-22-28-0000-
00-003). Then head due North along said Western boundary until its intersection with
the existing Spring Lake Elementary School property (tax parcel number 09-22-28-
0000-00-019). Continue to head due North along the Eastern boundary of said School
property. Then follow said School boundary West until its intersection with the Eastern
boundary of Nancy Ann Woods Subdivision (located in Section 9, Township 22 South,
Range 28 East). Head due North along said Eastern Subdivision boundary until its
intersection with Michele Woods Subdivision. Continue due North along the Eastern
Subdivision boundary of Michele Woods Subdivision until its intersection with Jordana
Hills Subdivision. Continue due North along the Eastern boundary of Jordana Hills
Subdivision until its intersection with the Northern section line of Section 9-22-28
(located just North of Nicole Boulevard). Then follow said Section Line due West until its
intersection with Lauren Beth Avenue. Then head due North along the center line of
Lauren Beth Avenue as it turns into Ocoee-Clarcona Road until its intersection with
Ingram Road. Then head Northwest along the center line of Ingram Road and continue
North until its intersection with McCormick Road. The aforementioned line being the
Southern and Eastern boundaries of District 1.

EXHIBIT B:
Commence at the intersection of North Apopka-Vineland Road and Silver Star Road
located in Section 15, Township 22 South, Range 28 East. Head due West along the
center line of Silver Star Road until its intersection with the Western property line of the
Silver Glen Subdivision (located in Section 16, Township 22 South, Range 28 East).
Then head due North along said Western Subdivision boundary turning West and North
again along said Subdivision boundary until its intersection with the Western property
line of the tax parcel number 09-22-28-0000-00-009. Continue due North along said
property line turning East along its Northern property line until the Northeastern corner
of said property (following the existing City Limits line as of 8/97). Then head due North
along the Eastern property lines of the following parcels 09-22-28-0000-00-029,
09-22-28-0000-00-010, 09-22-28-0000-00-008, 09-22-28-0000-00-004, and
09-22-28-0000-00-021 (along said City Limits and around an Orange County enclave).
Follow said City Limits line until its intersection with A. D. Mims Road. Then head
Southwest along the center line of A. D. Mims Road until its intersection with the CSX
Railroad right-of-way. Then head Southwest along said CSX Railroad right-of-way
center line until its intersection with Flewelling Drive. Then head Southwest along the
center line of Flewelling Drive until Flewelling turns into Rewis. Then head Southwest
along said center line until its intersection with Bluford Avenue. Then head due South
along the center line of Bluford Avenue until its intersection with Orlando Avenue. Then
head due East along the center line of Orlando Avenue until its intersection with Chicago
Avenue. Then head due South along the center line of Chicago Avenue until its
intersection with the Southern boundary of Shoal Creek Subdivision (Conservation
Easement - located in Section 20, Township 22 South, Range 28 East). Then follow
said Southern Subdivision boundary East then South then Southeast until its
intersection with California Avenue. Then head due South along the center line of
California Avenue until its intersection with West Colonial Drive (a.k.a. State Road 50).
Then head due East along the center line of West Colonial Drive until its intersection
with the existing East-West Expressway Ramp. Then head Southeast along the center
line of the existing East-West Expressway Ramp up to the existing East-West
Expressway and head East along the existing East-West Expressway center line past
Good Homes Road. The aforementioned line being the Northern and Western
boundaries of District 2.

Commence at the intersection of Fullers Cross Road and East Crown Point Road
located in Section 27, Township 22 South, Range 27 East. Head Northeast along the
center line of Fullers Cross Road. Then head due East along said center line until the
intersection of Ocoee-Clarcona Road. Then head South along the center line of Ocoee-
Clarcona Road (a.k.a. Lakewood Avenue) until its intersection with Rewis. Then head
Southwest along the center line of Rewis until its intersection with Bluford Avenue. Then
head due South along the center line of Bluford Avenue until its intersection with

Commence at the intersection of McCormick Road and Ingram Road located in Section
32, Township 21 South, Range 28 East. Head due South and then Southeast along the
center line of Ingram Road until its intersection with Ocoee-Clarcona Road. Then
continue South along the center line of Ocoee-Clarcona Road until it turns into Lauren
Beth Avenue. Continue South along the center line of Lauren Beth Avenue until its
intersection with the Northern Section Line of Section 9, Township 22 South, Range 28
East. Head due East along said Section Line until its intersection with the Western
boundary of the existing City of Ocoee Waste Water Treatment Plant property (tax
parcel number 09-22-28-0000-00-002). Then head due South along said boundary until
its intersection with the Northern property line of the existing Spring Lake Elementary
School property (tax parcel number 09-22-28-0000-00-019). Then head due East and
then due South along said School property line until its intersection with the Southern
property line of said parcel. Then head due South along the Western boundary of the

center line of Silver Star Road past its intersection with Apopka-Vineland Road. The
aforementioned line being the Southern and Western boundaries of District 4.
