Code Enforcement Board
August 24, 2021
I. CALL TO ORDER
Chair Odom called the Code Enforcement Board regular meeting to order at 7:00 p.m. in the Commission Chambers of
City Hall located at 150 North Lakeshore Drive, Ocoee, Florida.
A. INVOCATION: Member Mann initiated the moment of silence.
B. PLEDGE OF ALLEGIANCE: Member Johnson led the Board in the Pledge of Allegiance to the U.S. flag.
C. ROLL CALL AND DETERMINATION OF QUORUM: Code Enforcement Clerk Mieras performed roll call and declared
a quorum (4) present.
PRESENT: Chair Odom & Members: Lewis, Mann, Bandur, Brennan, &Johnson.
Also present: Board Attorney Skip Fowler, Assistant Support Services Director Doug Gaines, Code
Enforcement Clerk Justin Mieras, and Code Enforcement Officers Siegrist, & Loeffler.
ABSENT: Members Mirza and Shropa are excused absences.
D. SWEARING OF OFFICERS / WITNESSES: Code Enforcement Clerk Mieras administered the oath to the Code
Enforcement Officers and to anyone intending to speak regarding a case.
II. CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS
DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK
TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.
A. MINUTES:July 27, 2021, Code Enforcement Board Meeting.
B. DISMISSAL OR COMPLIANCE: Assistant Support Services Director Doug Gaines presented the dismissals and
compliances.

Member Bandur, seconded by Member Lewis, moved that the supplemental consent agenda be accepted as presented.
Motion carried unanimously.
Member Bandur, seconded by Member Mann, moved that Case#2021-00454 be moved to the beginning of the agenda
and then revert to the original agenda with Case#2021-00452 and all subsequent cases. Motion carried unanimously.
III. HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS
CASE NO 2021-00454
OFFICER SIEGRIST 2415 KALCH CT LOPEZ VILLEDA MIGUEL

Violation Cited: §51-13.
Summary:
§51-13.—It shall be a violation to do work related to construction without first obtaining a permit.
Observation:
§51-13. — Work without permit. New gazebo (14' X 16') in back yard. City Permit #1240-2021 was rejected. Gazebo
remains.
Officer Siegrist presented the case and gave its history. Officer Siegrist further explained that as of August 24, 2021, the
property is still in non-compliance. The City asked for an Order of Compliance of 30 days, September 23, 2021, or
thereafter to be fined$50.00 per day until found in compliance.
Respondent Keyly Lopez explained a permit was applied for, but rejected because they did not have a site plan. She
explained they are currently trying to hire an engineer to create this document.
Member Bandur, moved that Case#2021-00454 be continued October 26, 2021, Code Enforcement Board Meeting. The
motion failed to receive a second.
Member Lewis,seconded by Member Johnson, moved that in Case#2021-00454, the respondent be found in violation as
cited as of July 23, 2021, and be given until October 23, 2021, to come into compliance or be fined$50.00 per day until
found in compliance. Motion carried with Member Bandur opposing.
CASE NO 2021-00452
OFFICER LOEFFLER 1613 LADY AVE PERSAUD, SEEGOBIND
Violation Cited: §54-3.A. &§165-3.A.
Summary:
§54-3.A.—All buildings shall have the assigned building number properly displayed,whether or not mail is delivered to
the building.
§165-3.A.—No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation:
§54-3.A.—Missing/Not Visible Address Numbers
§165-3.A.—Wrecked/Inoperable/Expired Tag/No Tag/ Flat Tire Vehicles (2)
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of August 24, 2021, the
property is still in non-compliance.The City asked for an Order of Compliance by September 08, 2021, or thereafter to be
fined $25.00 per day, per violation, until found in compliance.
Member Bandur, seconded by Member Mann, moved that in Case#2021-00452, the respondent be found in violation as
cited as of July 29, 2021, and be given until September 08, 2021, to come into compliance or be fined$25.00 per day,per
violation, until found in compliance. Motion carried unanimously.

Summary:

Observation:
§51-13.—Observed Expired Paver Permit& No Gravel Drive Permit
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of August 24, 2021, the
property is still in non-compliance.The City asked for an Order of Compliance by September 08, 2021, or thereafter to be
fined $50.00 per day until found in compliance.
Member Mann, seconded by Member Bandur, moved that in Case#2021-00487, the respondent be found in violation as
cited as of July 28,2021, and be given until September 08, 2021, to come into compliance or be fined$50.00 per day until
found in compliance. Motion carried unanimously.
IV. CASE RESOLUTION
CASE NO 2021-00330
OFFICER SIEGRIST 2576 TWISTING SWEETGUM WAY ESTHER JEAN JOSINVIL
Violation Cited: §51-13.
Summary:
§51-13.—It shall be a violation to do work related to construction without first obtaining a permit.
Observation:
§51-13.—Two (2)Sections of Six (6) Foot Vinyl Fence Erected Without Permit.
Officer Siegrist explained that as of August 24, 2021, the property is still in non-compliance.The City asked for an Order
imposing Fine.
Member Bandur, seconded by Member Johnson, moved that in Case#2021-00330, the Board impose fines as of August
07, 2021, as previously set by this Board. Motion carried unanimously.
CASE NO 2021-00406

Officer Loeffler explained that as of August 24, 2021, the property is still in non-compliance.The City asked for an Order
imposing Fine.
Member Lewis,seconded by Member Johnson, moved that in Case#2021-00406, the Board impose fines as of August 12,
2021, as previously set by this Board. Motion carried unanimously.
CASE NO 2021-00412

Violation Cited: §115-3.A(3)
Summary:
§115-3.A(3)—No person shall allow or allow to remain any Junk or Debris classified as nuisance and menace to public
health, safety and welfare.
Observation:
§ 115-3.A.(3)—Trash/debris
Officer Assistant Support Services Director Doug Gaines explained that as of August 24, 2021, the property is still in non-
compliance.The City asked for an Order imposing Fine.
Member Lewis,seconded by Member Johnson, moved that in Case#2021-00412, the Board impose fines as of August 07,
2021, as previously set by this Board. Motion carried unanimously.
CASE NO 2021-00478
OFFICER LOEFFLER 1500 LADY AVE DUANE L& DEA M HARRIS
Violation Cited: §108-24.D, §147-27.A, &§165-3.A.
Summary:
§108-24.D.—It shall be unlawful to use a residential property for the storage of any abandoned motor vehicle, ice box,
refrigerator, stove,glass, building material, building rubbish or similar items. It shall be the duty every such owner and
occupant to keep the premises of residential properties clean and to remove all such abandoned items.
§143-27.A.—At non-pickup times, garbage carts shall be placed in side yards or rear yards and screened from view to
the extent practicable. Except as provided herein, garbage carts shall at no time be placed in the front yard of the
premises.
§165-3.A.—No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation:
§108-24.D.—Misc.Junk,Trash, Debris, Rubbish, Materials, Parts, Supplies Littering Front, Side And Rear Of Property
§143-27.A.—City Waste Cans for Solid Waste and Recycle Materials Stored in A Highly Visible Prohibited Location
§165-3.A.—Junk-Or- No Tag-Or- Non-Operational Vehicles
Officer Loeffler explained that as of August 24, 2021,the property was found in compliance. No further action requested.
V.COMMENTS
Member Brennan asked questions about Code Enforcement procedures related to the enforcement of permits and the
collections of the fines issued by the Board. Discussion Ensued.
Chair Odom asked if the City would foreclose on a property. Assistant Support Services Director Doug Gaines explained
the foreclosure process is generally available to the City, but foreclosures are a lengthy and costly legal pursuit so it is
rarely pursued by the City.
Code Enforcement Clerk Mieras informed the Board that the November meeting would be during the week of
Thanksgiving. He asked the Board to be prepared to discuss next meeting if they would have the November meeting.
