Background Summary:
The Ocoee Village project is located on Franklin Street/SR 438, east of SR 429. The parcel number for the project
is 18-22-28-0000-00-025. This project proposes to construct two (2) mixed -use retail/office buildings on
approximately 5.77 acres. The site is currently undeveloped. A Preliminary Large -Scale site plan was approved
on June 6, 2017. The plan proposed mixed -use commercial and office buildings consisting of four (4) buildings
totaling over 88,000 sq. ft.
The subject site is currently zoned "Community Commercial" (C-2). The Future Land Use designation for the
subject site is "Commercial. The table below references the future land uses, jurisdiction, zoning classifications,
and existing land uses of the surrounding parcels:

The property lies within the SR 429 Overlay area and will be included in the Gateway District once the SR 429
Overlay is adopted. City Staff has worked with the applicant and the SR 429 Overlay consultant (GAI) to
provide a plan that meets the intent of the SR 429 Overlay's goals and objectives.
Issue:
Should the Honorable Mayor and City Commission approve the "Revised" Preliminary Site Plan for Ocoee
Village?
Discussion:
The owner is requesting a revision to the previously approved Ocoee Village Preliminary Large -Scale Site Plan
(PSP). The revised site plan provides two (2) Two -Story Buildings with 72,712 SF for office/retail. The buildings
will be constructed as tilt -wall structures with paring on all four sides. The entrances to Franklin Street will remain
the same.
Urban Design:
The property lies within the SR 429 Overlay area. The site plan meets the intention of the SR 429 Overlay and
has been reviewed by the City's Consultant that is drafting the criteria. The site plan, building layout, and
elevations are provided in the plans.
DEVELOPMENT REVIEW COMMITTEE (DRC) RECOMMENDATION:
The Development Review Committee (DRC) met on August 31, 2021, and reviewed the Revised Preliminary Site
Plan for Ocoee Village. The DRC voted to recommend approval of the Preliminary Large -Scale Site Plan for the
Ocoee Village project.
PLANNING AND ZONING COMMISSION RECOMMENDATION:
The Planning and Zoning Commission reviewed the proposed Preliminary Site Plan on September 14, 2021.
Two adjacent property owners asked questions on the Silver Star Road Corridor project that will take place near
these properties. After deliberations, the Planning and Zoning Commission voted unanimously to recommend
approval of the "Revised" Preliminary Site Plan.
STAFF RECOMMENDATION:
Staff recommends that the Honorable Mayor and City Commission approve the "Revised" Preliminary Site Plan
for Ocoee Village.

NOTICE Is E m REBX GIVEN, pursuant to Article IV, Section 4 L(3)(b), of the
City of Ocoee.Land Development Code, that on TUESDAY, OCTOBER 5, 2021,
AT 6.15 P.M. or as soon thereafter as practical, the OCOEE CrrY COBUMBSION
will hold a PUBLIC EIEAWNG at the City of Ocoee Commission Chembeiw too
North Lakeshore Drive, Ocoee, Florida, to consider the Revised Preliminary Site
Plan for Ocoee Village. The subject property is assigned parcel number 18-22-28-
000"0-025. The property is approximately 5.77 acres in size and is located on the
north side of Mauldin Street/SR 438, east of SR 429. The proposed development is
two (2) tivo-Story buildings totaling 72,712 "aP of of space.
Interested parties may appear at the public hearing and be heard with respect to
the proposed actions. The complete case file, including a complete legal descrip-
tion by metes and bounds, may be inspected at the Ocoee Development Services
Departruent, 150-North Lakeshore Drive, Ocoee, Florida, between the hours of
B:00 am: and 5:00 pm. . Monday through Friday, except legal holidays. The City
Commission may continue the public hearing to other dates and times, as it deems
neeessW. Any interested party shall be advised that the dates, times, and places of
any continuation of these or continued public hearings shall be announced during
the hearings and that no further notices regarding these matters will be published.
You are advised that any person who desires to appeal any decision made during
the public hearings will need a record ofthe proceedings and, for this purpose, may
