Code Enforcement Board
September 28, 2021
I. CALL TO ORDER
Chair Odom called the Code Enforcement Board regular meeting to order at 7:01 p.m. in the Commission Chambers of
City Hall located at 150 North Lakeshore Drive, Ocoee, Florida.
A. INVOCATION: Member Bandur initiated the moment of silence.
B. PLEDGE OF ALLEGIANCE: Member Johnson led the Board in the Pledge of Allegiance to the U.S. flag.
C. ROLL CALL AND DETERMINATION OF QUORUM: Code Enforcement Clerk Mieras performed roll call and declared
a quorum (4) present.
PRESENT: Chair Odom & Members: Bandur, Lewis, Mirza, Brennan, &Johnson.
Also present: Board Attorney Skip Fowler, Assistant Support Services Director Doug Gaines, Code
Enforcement Clerk Justin Mieras, and Code Enforcement Officers Diaz & Loeffler.
ABSENT: Member Mann is an excused absence. Member Shropa is an unexcused absence.
D. SWEARING OF OFFICERS / WITNESSES: Code Enforcement Clerk Mieras administered the oath to the Code
Enforcement Officers and to anyone intending to speak regarding a case.
II. CONSENT AGENDA
ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CODE ENFORCEMENT
BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS
DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN WHICH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK
TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY.
A. MINUTES: August 24, 2021, Code Enforcement Board Meeting.
B. DISMISSAL OR COMPLIANCE: Assistant Support Services Director Doug Gaines presented the dismissals and
compliances.

Member Bandur,seconded by Member Johnson, moved that the supplemental consent agenda be accepted as presented.

III. HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS
CASE NO 2021-00579
OFFICER DIAZ 612 BANDERAS AVE STAPLER MILDRED ESTATE
Violation Cited: §115-3.B.
Summary:
§115-3.B.— No person shall allow or permit excessive growth, ten inches or more on property owned, of weeds, grass,
undergrowth or other dead or living plant life.
Observation:
§115-3.B.—Tall overgrown grass/weeds front and back of property.
Officer Diaz presented the case and gave its history. Officer Diaz further explained that as of September 28, 2021, the
property is still in non-compliance. The City asked for an Order of Compliance by October 05, 2021, or thereafter to be
fined $25.00 per day until found in compliance.
Member Bandur, seconded by Member Johnson, moved that in Case#2021-00579, the respondent be found in violation
as cited as of August 18, 2021, and be qiven until October 05, 2021, to come into compliance or be fined$25.00 per day
until found in compliance. Motion carried unanimously.
CASE NO 2021-00643
OFFICER DIAZ 612 BANDERAS AVE STAPLER MILDRED ESTATE
Violation Cited: §115-3.A.(3)
Summary:
§115-3.A.(3) — No person shall allow or allow to remain any Junk or Debris classified as nuisance and menace to public
health, safety and welfare.
Observation:
§115-3.A.(3) — Miscellaneous Trash/Debris Throughout The Property Including Refrigerator, Cat Tower And Other Trash.
Officer Diaz presented the case and gave its history. Officer Diaz further explained that as of September 28, 2021, the
property is still in non-compliance. The City asked for an Order of Compliance by October 05, 2021, or thereafter to be
fined $25.00 per day until found in compliance.
Member Bandur, seconded by Member Johnson, moved that in Case#2021-00643, the respondent be found in violation
as cited as of August 31, 2021, and be given until October 05, 2021, to come into compliance or be fined$25.00 per day
until found in compliance. Motion carried unanimously.

Violation Cited: §54-3.A. &§115-3.B.
Summary:
§54-3.A. —All buildings shall have the assigned building number properly displayed, whether or not mail is delivered to
the building.
§115-3.B.—No person shall allow or permit excessive growth, ten inches or more on property owned, of weeds, grass,
undergrowth or other dead or living plant life.
Observation:
§54-3.A.—No Visible Contrasting Address Numbers
§115-3.B.—Tall Weeds And Grass (Extreme)
Officer Loeffler presented the case and gave its history. Officer Loeffler further explained that as of September 28, 2021,
the property is still in non-compliance for§54-3.A. only.The City asked for an Order of Compliance by October 13, 2021,
or thereafter to be fined$15.00 per day for§54-3.A.until found in compliance,and for the property to be found in violation
for code §115-3.B. as of September 10, 2021, with no fines assessed.
Member Bandur, seconded by Member Johnson, moved that in Case#2021-00689, the respondent be found in violation
as cited as of September 10, 2021, that the respondent be found in compliance with no fines assessed for code§115-3.B.
as of September 28,2021,and be qiven until October 13,2021, to come into compliance of code§54-3.A. or be fined$15.00
per day, until found in compliance. Motion carried unanimously.
IV. CASE RESOLUTION
CASE NO 2021-00452
OFFICER LOEFFLER 1613 LADY AVE PERSAUD, SEEGOBIND
Violation Cited: §54-3.A. &§165-3.A.
Summary:
§54-3.A.—All buildings shall have the assigned building number properly displayed,whether or not mail is delivered to
the building.
§165-3.A.—No person shall keep any abandoned or junk vehicle on any public property or any private property.
Observation:
§54-3.A.—Missing/ Not Visible Address Numbers
§165-3.A.—Wrecked/ Inoperable/Expired Tag/ No Tag/ Flat Tire Vehicles (2)
Officer Loeffler explained that as of September 28, 2021, the property is still in non-compliance for§165-3.A. only. The
property is in compliance for§54-3.A..The City asked for an Order Imposing Fine for the remaining violation.
Member Bandur,seconded by Member Johnson, moved that in Case #2021-00452, the Board impose fines as of
September 09, 2021,for§165-3.A. only. Motion carried unanimously.

Violation Cited: §51-13.
Summary:
§51-13.—It shall be a violation to do work related to construction without first obtaining a permit.
Observation:
§51-13.—Observed Expired Paver Permit& No Gravel Drive Permit
Officer Loeffler explained that as of September 28, 2021, the property was found in compliance. No further action
requested.
V. DISCUSS NOVEMBER MEETING
Clerk Mieras explained the November 23`d Code Board Meeting is the week of Thanksgiving. The Clerk asked the Board
for confirmation on which Board members plan to be in attendance, and/or if the Board wishes to not have a November
meeting.There is no meeting scheduled for December.Assistant Support Services Director Doug Gaines noted the Board
Attorney will not be able to be present for a November meeting.
Member Bondur, seconded by Member Johnson, moved that the November 23, 2021, meeting is cancelled. Motion
carried unanimously.
VI. COMMENTS
Assistant Support Services Director Doug Gaines introduced the new Code Enforcement Officer, Christopher Rey. He will
take over for Officer Siegrist who is retiring.
