Minutes of the Human Relations Diversity Board
Regular Meeting Held October 7,2021
I:CALL TO ORDER
The meeting was called to order by Chair Anderson-Robinson at 6:21 p.m.in the Commission Chambers of City Hall located
at 150 North Lakeshore Drive, Ocoee.
Chair Anderson-Robinson led the Board in the Pledge of Allegiance to the Flag, followed by a moment of personal
reflection. Recording Clerk Sibbitt performed roll call and declared quorum present.
Present: Chair Anderson-Robinson, and Members: Lori Hart (arrived at 6:29 PM), Dawkins, Fontanez, Carr, Moyer, Ages
Hart, and Middleton
Absent: Member(s) Foster, Maxwell, and Brown
Also Present: Commissioner Oliver(via telephone), Assistant Support Services Director Doug Gaines, and Recording Clerk
Sibbitt

II: BUSINESS FOR DISCUSSION
A. Approval of Minutes for the HRDB meetings held September 2, 2021:
Motion:Move to Approve the September 2,2021,Minutes; Moved by Member Dawkins,seconded by Member
Ages Hart. Motion carried unanimously.
B. Fiesta de Colores: Member Dawkins shared that she met with the Hispanic Chamber and Commissioner Oliver.
The Hispanic Chamber are excited about partnering with the City, and have volunteered to do the legwork as it
has many resources to contribute. Commissioner Oliver shared he will reach out to the Hispanic Chamber early
next week to find out when they should start the planning phase for the Fiesta de Colores event scheduled for
May.
C. Update on Sculptures: Recording Clerk Sibbitt shared a rendering and provided an invoice of the sculpture that
Commissioner Oliver asked her to provide to the Board.Commissioner Oliver explained that he wanted to be sure
the Board had seen the sculpture to decide if it was something they wanted to move forward on. He further
shared, a recommendation from the Board would need to be made before the City Commission to purchase this
type of sculpture and determine placement. If the Board chooses not to proceed with the sculpture, they should
discuss other options to keep with the goals of the HRDB. Assistant Support Services Director Doug Gaines
advised$10,000 was placed in the budget for a sculpture. It was also shared that the information for the sculpture
proposed by Member Maxwell had not been received. Member Ages Hart inquired what location options are
available for placement. Discussion ensued about the proposed sculptures, sculpture placement, and the
budgeted funds.The discussion concluded with a request to bring this item back to the next meeting so that staff
could obtain information from Member Maxwell on the sculpture he presented at a previous meeting.
D. Discussion of Ocoee 1920 Election Day Massacre Remembrance Event—November 6th: Member Carr updated the
Board on the Honor Ride scheduled for November 6th at 11AM and to conclude at Bill Breeze Park. He provided a
map of the ride route and shared he will get the number of participants to City staff. He further shared permits
are not needed for Oakland and Winter Garden since the Buffalo Soldiers are only riding through those cities.
Assistant Support Services Director Doug Gaines asked for information for the press release, and inquired if any
other activities were planned for after the ride. Member Carr shared that the organization is open to partner with
the City on any activities planned afterwards.

Member Middleton updated the Board on the program details he was tasked to work on with High Point Church.
He shared the Ocoee Lakeshore Center is reserved for November 6th and 7th. He provided a tentative event
schedule, and explained the proposed program details in depth for the evening of Sunday, November 7th
Discussion ensued regarding the November 7th program details, contacting the descendants, and descendant
scholarships.
Member Dawkins inquired if an event program is being proposed for November 6th for after the Honor Ride.
Member Carr shared that the assumption was that the event details shared by Member Middleton were going to
occur on Saturday, November 6th, but if they are not,the riders will understand. Member Middleton shared there
is a dinner planned by invitation only for the descendants on November 6th.Discussion ensued about the reception
dinner, and who would be invited beyond the descendants. Member Moyer shared that a few of the riders from
the Buffalo Soldiers are riding a long distance to get to Ocoee, and suggested some type of event be planned for
Saturday to recognize the efforts of the riders. Member Carr recommended inviting the leadership of the Buffalo
Soldiers to the reception dinner since it is unknown how many riders will participate. Further discussion ensued
on hosting a program event for the Buffalo Soldiers for Saturday to include food.
Motion: Move to Approve the Program Details for the November 6th and 7th Event as Presented; Moved by
Member Ages Hart,seconded by Member Fontanez.
Discussion ensued about the HRDB members assisting in the reading of names, and food catering for the Buffalo
Soldiers. Member Carr and Member Middleton both received thanks from the Board for the time and effort they
provided to put the program together. Member Middleton shared, if the Board does not object, he would like to
continue to provide leadership for this event each year, and continue to work with the Board and City to bring
hope and healing in the community. Discussion ensued about the possible need for a Special Meeting.Consensus
was to hold a Special Meeting on October 21st at 6:15 PM, if needed. Member Carr asked if an invitation can be
extended to the historian of the Buffalo Soldiers, Pastor Hinson, to be a part of the Sunday event. Member
Middleton shared he would reach out to him.
After the discussion. Motion carried unanimously.
III: Board and Staff Comments:
Member Moyer shared that at the last City Commission Meeting he spoke about the 80th Anniversary of Pearl
Harbor and a comment was made to have the HRDB initiate this event, but wanted to clarify that he is working
with several veteran organizations, and he has received approval from the Mayor to initiate the event and to
partner with the organizations contacted.
Member Dawkins inquired if the board is hosting the MLK Parade next year. Chair Anderson-Robinson asked for
this item to be placed on the next meeting agenda.
