HomeMy WebLinkAboutResolution 98-01 RESOLUTION NO. 98-01 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, RELATING TO JOB DESCRIPTIONS AND TITLES; ADOPTING A JOB DESCRIPTION AND TITLE FOR CONSTRUCTION ADMINISTRATOR; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Ocoee has previously approved and adopted job descriptions for all of the employment positions in the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee desires to adopt and approve an additional job description and title for the duties of Construction Administrator. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, as follows: Section 1. Authority. The City Commission of the City of Ocoee, Florida has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Adoption of Job Description for Construction Administrator. The City Commission hereby adopts and approves the job description for Construction Administrator as set forth in Exhibit "A" attached hereto and by this reference made a part hereof. Section 3. Conflicts. All Resolutions or parts thereof in conflict with this Resolution are hereby repealed to the extent of any conflict. 1 Section 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. FOL~& LARD~R iI)) By: U?~ City Attorney Approved by the Ocoee City Commission at a meeting held on the above date, under Agenda Item No.EK1 2 CONSTRUCTION ADMINISTRATOR 1 MAJOR FUNCTION This is highly technical and administrative work in the field of construction inspection. Work in this class includes responsibili ty for inspection of a variety of City construction projects for conformance with engineering plans and specifications, and other regulations. Work is performed independently on field inspections, involving decisions requiring the use of personal initiative, technical judgment, discretion and human relations skills; however, consultations are held with a supervisor on the more difficult or unusual cases. Work is reviewed through periodic inspections, conferences, and analysis of reports. ILLUSTRATIVE DUTIES Reviews, oversees, and inspects the work performed by contractors during construction of complex public works, building, and other related proj ects to insure that all proj ects are constructed in accordance with the approved plans and specifications. Assures that corrections are made. Reviews plans and specifications of projects prior to construction and attends pre-construction meetings. Performs tests, and reviews, evaluates and interprets test data as it pertains to construction and maintenance projects. Prepares and maintains notes, diaries, field logs and proj ect files pertaining to the testing and construction of all projects assigned. Checks pay requests for mathematical accuracy and to insure that work was accomplished. Reviews change orders for fair pricing by contractors. Responds to citizen complaints involving construction proj ects. Prepares cost estimates on small construction proj ects. Reviews utili ties, roadway and building plans and specifications for accuracy and conformance to standard construction practices. Participates with supervisor in the selection, planning, evaluation, and implementation of various construction and inspection programs. Prepares technical reports on various construction and quality control subjects. Assists in obtaining state and local permits. Performs other assigned duties as required. MINIMUM QUALIFICATIONS Knowledge, Abilities, and Skills Thorough knowledge of the practices, methods, and materials of underground utility construction. Thorough knowledge of modern construction inspection procedures. Thorough knowledge of applicable plans and specifications and construction codes. Considerable knowledge of mathematics through trigonometry and Adopted 2-03-98 CONSTRUCTION ADMINISTRATOR Knowledge, Abilities, and Skills - Continued plane geometry. Thorough knowledge of the Department of Transportation regulations. Knowledge of City and County environmental ordinances. Abili ty to read and interpret engineering and architectural blueprints, plans and specifications. Ability to use independent judgment without detailed instructions from supervisor. Ability to work from oral and written instructions . Ability to communicate clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships as necessitated by the work. Ability to operate surveying, computer, and testing equipment. Minimum Training and Experience Bachelor's Degree and six years of progressively responsible experience in construction inspection or testing on construction of public works projects involving construction of streets, bridges, stormwater facilities, water mains, and sanitary sewers. Necessary Special Requirements Possession of an acceptable Florida Drivers License.
