RESOLUTION NO. 97 - 09
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
RELATING TO JOB DESCRIPTIONS AND TITLES; ADOPTING
CERTAIN ADDITIONAL JOB DESCRIPTIONS AND TITLES;
AMENDING CERTAIN EXISTING JOB DESCRIPTIONS AND
TITLES; PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee has
previously approved and adopted job descriptions and titles for
employment positions in the City of Ocoeei and
WHEREAS, the city Commission of the City of Ocoee desires to
approve and adopt additional job descriptions and titles and to amend
certain existing job descriptions and titles previously approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION 1.
The City commission of the City of Ocoee,
Florida has the authority to adopt this Resolution pursuant to Article
VIII of the Constitution of the state of Florida and Chapter 166,
Florida statutes.
SECTION 2.
AdoDtion of Additional Job DescriDtions and
Titles. The City commission hereby adopts and approves the additional
job descriptions and titles set forth in Exhibit "A" attached hereto and
by this reference made a part hereof.
SECTION 3.
Amendment of certain Existinq Job DescriDtions
and Titles.
The City commission hereby amends certain existing job
descriptions and titles previously approved by the City Commission, the
amended job descriptions and titles being as set forth in Exhibit "B"
attached hereto and by this reference made a part hereof.
SECTION 4.
Conflicts. All Resolutions or parts thereof in
conflict with this Resolution are hereby repealed to the extent of any
conflict.
SECTION 5.
severability.
If any section, subsection,
sentence, clause, phrase or portion of this Resolution is for any reason
held invalid or unconstitutional by any court of competent jurisdiction,
such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the
remaining portion hereto.
SECTION 6.
Effective Date. This Resolution shall become
effective immediately upon passage and adoption.

MAJOR FUNCTION
This is administrative and supervisory work assisting the Building
and Zoning Official in directing and coordinating the operations
of the Protective Inspections Department. Responsible for the
review of specifications of buildings and structures for
compliance with building and fire codes and accepted engineering
practices. The work is performed with supervision from the
Building and Zoning Official within the framework provided by the
approved codes, ordinances, and departmental policies.
ILLUSTRATIVE DUTIES
Exercises all the powers of the Building and Zoning Official
during the absence of the building and Zoning Official. Reviews
building plans, architectural plans, and blueprints to ensure
compliance with applicable codes. Confers with contractors,
architects, engineers, owners, and others regarding compliance and
interpretation of building, zoning, fire, handicap, and other
codes and ordinances being enforced by the City. Confers with
supervisor on questions of technical interpretation of codes.
Reviews and passes on plans for building construction and
alterations after verifying contractor's licenses and issuance of
building permits. Calculates fees required for new construction
including impact fees. Prepares and maintains technical records
and reports. Provides advice and assistance to other department
personnel on technical and administrative problems related to code
enforcement and interpretation. Provides assistance to the
general public on requirements for making applications for
construction or alterations. Prepares reports to supervisor on
any matters in dispute and number of plans received. Coordinates
the work of other Plans Examiners within the department.

MINIMUM QUALIFICATIONS
Knowledge, Abilities, and Skills
Knowledge of the practices, methods, and materials as applied to
building construction. Thorough knowledge of the building codes,
fire codes, mechanical codes, electrical codes, zoning codes, and
other codes and ordinances being enforced by the City. Ability to
read and interpret construction drawings and to recognize
deviations from such plans in building construction and
installation processes. Ability to assist in the work of staff
engaged in the enforcement of codes and ordinances. Ability to
establish and maintain effecti ve working relationships as
necessi tated by the work. Abili ty to communicate effectively,

a degree in engineering technology and seven years of experience
as a Construction Engineer, Inspector, Contractor, or
Superintendent of construction or any combination of these for
which five years shall have been in a responsible supervisory
position; or an equivalent combination of training and experience.
Necessary Special Requirements
Certified as a Building Code Administrator or Building Official
and Plans Examiner by the State of Florida Department of Business
and Professional Regulation or shall become certified within one
year after date of hire. Possession of an acceptable Florida
Driver's License.

CODE ENFORCEMENT SUPERVISOR
MAJOR FUNCTION
This is advanced technical investigative inspecting of existing
buildings and structures, as well as property inspections to
ascertain compliance with, and enforcement of, City codes and
other related codes and ordinances. Work is performed in both the
field and office; however, employee is expected to exercise
independent judgement and initiative in the performance of daily
duties. Work is reviewed through inspections, reinspections,
observation, conferences, and by results obtained.
ILLUSTRATIVE DUTIES
Inspects existing buildings and structures for compliance with
municipal codes, ordinances, and regulations. Inspects all types
of buildings, dwellings, and property for conditions relating to
health, safety, and aesthetic concerns. Investigates alleged
violations of municipal housing codes and related municipal
ordinances and regulations. Investigates complaints of dwelling
hazards, and orders the correction of defects discovered. Prepares
written reports to record conditions of all inspections. Attends
Code Enforcement Board meetings. Is the lead inspector in
directing the work of other inspectors. Assists in preparing
evidence for prosecution of violators of the municipal housing
code and related municipal ordinances and regulations. Presents
cases to the Municipal Code Board, and testifies in Code Board
proceedings when necessary, Researches property ownership on all
cases investigated if property is found to be in violation.
Maintains records, and prepares all necessary inspection forms for
case processing. If necessary, may video tape cases to be
presented to Code Board. Recommends hiring, transfer, lay-off,
recall, promotion, and discharge. Conducts performance
evaluations for approval or disapproval of merit increases.

Thorough knowledge of municipal housing codes, laws, rules, and
regulations. Thorough knowledge of all phases of building
construction including a working knowledge of plumbing and
electricity. Considerable knowledge of the techniques and methods
of developing work write-ups and cost estimates for housing
rehabilitation programs. Ability to recognize and define safety,
health, fire, and other living hazards in permanent and temporary
dwellings. Ability to understand and effectively carry out oral

BUDGET SPECIALIST
MAJOR FUNCTION
This is professional level financial and analytical work in the
development and implementation of the City's budget by department
and appropriation. The incumbent performs detailed work in the
analysis of the operations of City departments as they relate to
the formulation and administration of the budget. Work is
reviewed by the Supervisor through conferences, observation, and
analysis of prepared material.
ILLUSTRATIVE DUTIES
Receives and analyzes budget data prepared by City departments for
completeness, accuracy, and conformance with prevailing policies
and procedures. Secures details of operations of City departments
for budget purposes. Assists departmental personnel in the
maintenance of proper appropriations and allotment accounts.
Performs research and provides statistical assistance regarding
budgets, finance economic/revenue forecasting, annexation, and
other City matters. Participates in conferences and hearings
regarding budgetary requirements of the City. Participates in the
analysis of department operations to determine conformance with
approved budgets. Posts and maintains journals, ledgers, and
other record books. Prepares periodic financial and statistical
statements, reports, and tabulations. Compiles reports of taxes
and insurance records. Compiles periodical reports for the
enterprise funds, tracking capacity sales and usage of purchased
water and sewer connections as well as assisting with the budget,
CIP and quarterly reports and serves as reserve for the utility
counter. Responsible for tracking the finances of any water and
sewer proj ects, coordinating the collection of delinquent
balances, posting journal entries and assisting with any special
proj ect assigned to the department. Works with developers on
agreements for purchase of water and sewer, and coordinate with
City Attorney on same.

CUSTOMER SERVICE SUPERVISOR
MAJOR FUNCTION
This is highly skilled supervisory work directing the activities
of the Utility Credit unit and requiring the ability to make
accurate, independent judgments which will be in the best interest
of the citizens and which will maintain the integrity of the
utility billing and collection system. The incumbent handles a
variety of specialized functions associated with delinquent bills,
installment payments and counseling for citizens. Work is
performed in accordance with established ordinances, policies, and
procedures under the general direction of the Supervisor. The
incumbent is expected to exercise considerable independent
judgment and initiative in the performance of work tasks. Work is
reviewed through observation and inspection for accuracy through
internal controls and by results obtained.
ILLUSTRATIVE DUTIES
Supervises and trains representatives who are involved in
maintaining the integrity of the utility billing and collection
system. Acts as liaison between City appointed officials and
customers in resolving utility-related problems. Assists
customers having problems with payments, payment extensions, and
high bills. Decides when payment arrangements can be approved for
payment of utili ties, or deposits, or when accounts should be
turned over to the attorney for collection. Investigates problems
through records research. Ensures proper controls are maintained
in conformance wi th the Ci ty' s practices and procedures.
Responsible for periodic review of payment plans, and approves
payment plans that are outside standard policies. Approves
payment plans for customers requesting connection of new services
owing delinquent bills that have not been turned over to bad debt.
Reviews and recommends new programs related to billing and
collections for elderly, handicapped, and hardship/low income
customers. Recommends the hiring, transfer, lay-off, recall,
promotion, discipline, or discharge of employees. Conducts
performance evaluations and recommends approval or denial of merit
increases.

CITY CLERK
MAJOR FUNCTION
Performs responsible administrative and supervisory work managing
the City Clerk's Office. As Corporate Secretary of the City,
responsible for all public documents, legal advertising
requirements, as well as indexing/recording City Commission
actions. Administers City's Records Information Management
Program; Municipal Reference Service; serves as Municipal
Elections Supervisor; and supports Nominating Board functions.
Work is performed under the direction of the City Manager.

procedures. Supervises complex indexing of all items contained in
Ci ty Commission minutes; record documents in public records as
mandated by law. Supervises and/or reviews all City legal
advertising, assisting in development of legally required notices
on hearings for Ordinances, lien assessments, zoning, annexations,
assuring notice afforded property owners/interested parties as
required by law. Plans and directs the development and
administration of City's Records Information Management Program,
including planning and implementation, microfilming operation,
developing various schedules required by the program (e.g.,
inventory, retention, destruction). Drafts operational guidelines
for implementation of program, expanding upon dictates of
applicable laws; assure continued efficiency and effectiveness of
program. Plans and directs the development and administration of
City's Municipal Reference Service, providing officials and staff
with information research and assistance from internal/external
resources in a timely and cost-effective manner. Maintains up-to-
date master copy of City Code; maintains compilation of policies
adopted by the City Commission. Exercises independent authority
in conduct of regular and special City elections; administers oath
of qualification to candidates; receives all certificates on
election results; maintain official election book on all City
elections. Serves as consultant on City Code, requiring thorough
knowledge of ordinances, polices and procedures, principles of
public administration. Plans, develops and prepares annual budget;
monitors internal activities, coordinating achievements to ensure

candidates are aware of legal requirements including the
submission of petitions, and reports on contributions and
expenditures. Maintains the official City files of all contracts,
easements and deeds to real property owned by the City. Certifies
copies of legal documents. Prepares and publishes legal notices
in accordance with requirements and maintains proof of publication
files. Insures compliance with Florida Public Records Law.

Notary Public Seal. Possession of an acceptable Florida Driver's
License. Must be a certified Municipal Clerk within 36 months of
employment.

DEPUTY CITY CLERK
MAJOR FUNCTION
Performs responsible administrative and supervisory work assisting
in management of the City Clerk's office. An employee assigned to
this classification performs a variety of administrative duties
relating to the advertisement of legal notices, maintenance of all
official documents and records, indexing and recording of all City
Commission actions, and the receipt and distribution of claims
filed against the City. Work is performed under the direction of
the City Clerk and performance is reviewed through conferences,
evaluation of minutes and results obtained.

Supervises the receipt and initial processing of official

related items of public concern to ensure compliance with the
Florida Sunshine Law. Supervises and reviews the work of clerical
and secretarial support personnel; trains employees in proper
procedures and evaluates their performance. Researches and
participates in the development and/or revision of systems to
index and record City Commission actions. Conducts research as
requested by Commissioners, Department Directors and citizens
regarding official documents and Commission actions. Notarizes
various legal documents and signs such items as contracts,
ordinances, develops agreements as official representative of the
City; ensures appropriate documents are recorded at Orange County
Courthouse; may testify in court to validity of City Officials'
signatures. Takes and transcribes dictation using any method of
speed writing or shorthand; types correspondence, reports and
other technical data from dictation or rough draft. Composes
correspondence and memos independently or from general
instructions. Establish and maintain office files and records.
Screens and routes telephone calls and visitors. Maintains office
calendar for appointments and meetings. Secures competitive
prices for purchases within the department. Prepares time sheets
for payroll and prepares and processes purchase requisitions as
required. Operates customary office machines and equipment.

COMMUNICATIONS SUPERVISOR
MAJOR FUNCTION
Operates and oversees the operation of radio equipment to dispatch
police and fire/rescue units . Receives messages, relays
complaints and other messages to appropriate units or persons, and
maintains records of calls for police and fire/rescue units in and
out of service. Maintains awareness of the location and
availability of police and fire/rescue units, notifies wrecker and
ambulance units to be dispatched to emergency and other crime or
accident scenes as requested. Performs routine inquiry checks and
sends and receives public safety information using the FCIC and
NCIC teletype network. Prepares, monitors, reviews and approves
various logs, journals and other reports originating in the
communications center. Trains new employees and conducts in-
service training sessions for existing employees. Assists with
the coordination of the department's 911 program. Supervises and
evaluates communication operators. Work is performed under the
general direction of the communications coordinator of the Police
Department. This position must exercise sound judgement in both
employee relations and the development of policies for the
emergency operations of the communications center. Work is
reviewed while in progress and through evaluation by the Police
Department coordinator.
ILLUSTRATIVE DUTIES
Supervises the central communications center. Trains, evaluates
and disciplines employees. Maintains time sheets and schedules
employees. Checks work of subordinates and investigates any
complaints against Communications Operators. Also serves as a
Communications Operator. Counsels with Police, Fire and other
City departments concerning communications matters. Consults with
communications operators regarding the improvements of the
communications system.

transmitting equipment. Knowledge of the geography of the City.

operate computers. Ability to transmit information effectively by
way of radio communication system or telephone . Ability to
establish and maintain effective working relationships with other
employees and the general public . Ability to lead, supervise,

Graduation from High School. Associate's Degree in related field
is desirable. A minimum of three (3) years in a supervisory
position of an emergency communications center with a call volume
equal to or greater than the City of Ocoee, Florida . Extensive
experience in both Law Enforcement and Fire-Rescue communications

operation of the complete sprinkler and irrigation systems in City
parks and golf courses. The work includes maintaining and

performed by the Maintenance Worker I approaches the level of that
done by Maintenance Worker II in that it covers as wide a variety
of maintenance and installation work but is usually below that
level in that it is not done as fine or finish as basis and does
not require as high a degree of skill. Employees are frequently
called upon to perform rough maintenance and repair work covering

judgment. Plans, organizes, coordinates, and directs the

new officers to enable them to work job assignments in a safe,
skillful, productive, and professional manner. The field training
officer has two primary roles to fulfill: that of a police officer
assuming full beat responsibilities and that of a trainer of
recruit personnel. In his/her role as a trainer, he/she provides
ongoing instruction in the traditional sense, utilizing innovative
and practical techniques. The field training officer must have

EVIDENCE AND PROPERTY SPECIALIST
MAJOR FUNCTION
This is technical work in the maintenance, preservation, and
disposal of police evidence and abandoned property and maintaining
and replenishing a comprehensive inventory of equipment and
supplies for the Police Department. An employee in this class
assists in the control of all physical evidence or found property
collected and received and is responsible for its protection and
safekeeping. The individual assists in the maintenance and
inventory of uniforms, equipment, property control items, arsenal
items, and materials and supplies. Work is performed under
general supervision and is reviewed through periodic consultation
and through the inspection of records and reports.
ILLUSTRATIVE DUTIES
Receives, stores, maintains, and disposes of physical evidence and
abandoned property according to applicable Florida law and local
ordinances insuring that the chain of custody is not violated.
Maintains records of all evidence and property taken into custody
and cross-references same. Notifies owner of recovered property.
Assists in instructing police recruits on departmental policy and
procedures related to handling evidence. Testifies in court in
reference to procedures pertaining to all physical evidence or

Prepares list of bicycles and other articles to be auctioned.

PARKING ENFORCEMENT TECHNICIAN
MAJOR FUNCTION
This is technical work in law enforcement relating to the
enforcement of parking regulations, traffic laws, ordinances, and
the completion of motor vehicle accident reports as prescribed by
state law. Work is performed under the supervision of the
uniformed division command personnel in accordance with
established administrative regulations. Work requires contact
with the general public, especially the motoring public. Area of
competency must be shown in tactful, impartial, and courteous
treatment of the public and in the ability to write concise and
accurate reports and citations for court presentation. The
employee must be able to exercise independent judgment with a
minimum of supervision. Work is reviewed through analysis of
reports turned in, through discussion, and through the analysis of
criticism or praise from the public regarding the work performed.
ILLUSTRATIVE DUTIES
Conducts investigations into motor vehicle accidents and reports
the finding on a uniform motor vehicle accident report form.
Issues traffic citations to violators of the motor vehicle laws of
the State of Florida and/or the ordinances of the City of Ocoee.

MAJOR FUNCTION
This is responsible police work in the protection of life and
property through the enforcement of laws and ordinances,
particularly on the school campus. Responsible for the
prevention, detection, and investigation of crimes occurring on
the campus; patrols campus grounds; provides a visible presence at
campus activities and special events; limited teaching and
counseling responsibilities. Work may be performed either in
uniform or plain clothes. Assignments are received from superior
officers and school officials and are carried out under
established policies and procedures. Officers assigned to this
class must exercise considerable judgement, discretion, and
initiative in carrying out their assigned responsibilities. Work
is reviewed through conferences, written reports, inspections, and

Conducts criminal investigations of violations of law occurring on
School Board property; provides special truancy investigations and

with other police agencies. Appears at State Attorney

Directs the overall operation of the criminal investigative
division which includes the following sections: crimes against
property; crimes against persons; robbery task forces; sex crimes;
career criminal units. Responsible for conducting thorough and

evidence, recovery of stolen property, and prepares cases for
court presentation. Directs and supervises the uniform patrol
division which includes all patrol shifts; designs geographical

for the patrol division. Responsible for the overall operation of
the patrol division for crime prevention, preliminary

This is skilled technical police work at the full performance
level in collecting and identifying physical evidence and
fingerprints and performing technical photographic work. Work is
performed under supervision of the Supervisor of Police
Identification.
ILLUSTRATIVE DUTIES
Collects and preserves physical evidence from crime scenes.
Analyzes and processes evidence for latent prints and serial
number restoration. Photographs crime scene and develops and
prints crime scene photography, including latent fingerprint
evidence for comparison reasons. Prepares crime scene sketch and
measurements for reconstructing crime scene. Attends autopsies to
document and/or impound evidence and fingerprint the deceased.
Prepares and files reports stating results of examination;
presents expert testimony in criminal cases for identification and
physical evidence comparison. Prepares court exhibits and
preserves significant material for court presentation. Maintains
written and computer logs of all investigations. Attends
specialized schools and short courses pertaining to new or
improved methods that have been developed. Participates in class

WATER TREATMENT PLANT OPERATOR, C, B AND A
MAJOR FUNCTION
This is specialized manual and mechanical work in operating the
water treatment plants and facilities assigned. Al though the
operator has some maintenance responsibilities, those
responsibilities are secondary to the theoretical operational
control of the plant. Duties are performed on an assigned shift.
Although the Chief Water Plant Operator is responsible for
establishing operational guidelines, the operator is responsible
for gathering and recording the information upon which operational
procedures are based. Once procedures are established, the
operator performs the operational duties. Work is reviewed
through inspection and by observing the effectiveness of plant
operations through the review of shift reports and chemical

C, B, AND A / LABORATORY TECHNICIAN
MAJOR FUNCTION
This is specialized manual and mechanical work in operating the
wastewater treatment plants and facilities assigned. Although the
operator has some maintenance responsibilities, those
responsibilities are secondary to the theoretical operational
control of the plant. Duties are performed on an assigned shift.
Although the Chief Wastewater Plant Operator is responsible for
establishing operational guidelines, the operator is responsible
for gathering and recording the information upon which operational
procedures are based. Once procedures are established, the
operator performs the operational duties. Work is reviewed
through inspection and by observing the effectiveness of plant
operations through shift reports and chemical laboratory tests.
Laboratory duties are performed in strict adherence to EPA and/or
Standard Methods procedures. Exercises considerable independent
judgment in reviewing own analyses for correctness and QA/QC
acceptability. Maintains records including control charts,
standard curves, statistical data, equipment calibrations,
sampling procedures, and chemical reagent logs to satisfy
certification requirements. Responsible for maintaining and
updating the on-site QC/QA plan. Work is performed under the
supervision of the Chief Wastewater Treatment Plant Operator.
ILLUSTRATIVE DUTIES
Monitors flow rates, dissolved oxygen, chlorine residual, pH,
turbidi ty, temperatures, mixed liquor suspended solids (MLSS),
etc., and keeps accurate records of these and other operational
parameters. Removes sludge, alters flow rates, and adjusts
aeration volume, chemical feed rates, scum removal rates, etc.,
according to established routines and as necessary to achieve
optimum treatment efficiency. Performs minor and emergency
maintenance and repairs such as, but not limited to, backflushing
clogged lines, removing stoppages from pumps, resetting tripped
electrical circuits, repairing chlorine leaks, cleaning bar
screen, etc. Collects samples for laboratory analysis and
performs simple chemical analyses for plant process control.
Responsible for all chemical reagent preparation and inventory.
Responsible for daily/weekly supply expenditures in the lab.
Operates analytical balance, spectrophotometer, pH and ISE meters,
and other lab instruments. May coordinate the work of trainees.

WASTEWATER TREATMENT PLANT OPERATOR TRAINEE
MAJOR FUNCTION
This is work in learning the fundamentals of wastewater treatment
plant operations. After instruction and orientation, the employee
will be expected to carry out routine duties as performed by a
Wastewater Plant Operator. The purpose of this position is to
help prepare the employee for certification as a Wastewater Plant
Operator "C". Work is performed under the supervision of the
Chief Wastewater Treatment Plant Operator.
ILLUSTRATIVE DUTIES
Under the direction of a Certified Treatment Plant Operator or the
Chief Operator, the trainee services pumps, motors, controls, and
related equipment. The job entails the reading of a variety of
charts and meters, keeping log sheets, and preparing reports. The
trainee must become proficient in monitoring flow rates, dissolved
oxygen, chlorine residual, pH, turbidity, temperature, mixed
liquor suspended solids (MLSS), and other plant conditions. While
closely observing the flow under treatment, the trainee will learn
to adjust pumps, aerators, valves, and other equipment so as to
maintain the highest degree of treatment. Other duties include
adjusting chlorinators, changing meter charts, collecting sewage
samples for chemical analysis, performing simple chemical
analysis, and other related work. Trainee is expected to attend
training courses when available during off-duty hours. May be
required to work varying shifts, hours, and locations in order to
become trained in all aspects of plant operations.

MAJOR FUNCTIONS
This is technical work in civil engineering, drafting, or traffic
control performed in the field or office. Assignments are
performed with independence and under general supervision; subject
to review by the Director of Utilities/Engineering during progress
and upon completion through oral and written reports and by
observation.
ILLUSTRATIVE DUTIES
Reduces survey notes and plots; checks cross sections, center
lines, and grade. Computes excavation and fill, percentage of
grade, and elevations. Transfers proposed grades to cross section
sheets and plots proposed templates. Makes and corrects
topographic maps and transfers parts or entire topographic
drawings to the same or different scale. Prepares sketches and
finished drawings in connection with the construction of new
buildings and the repair and alteration of existing structures.

This is responsible supervisory and specialized work in planning,
coordinating, and directing the construction and maintenance of
water distribution and wastewater collection systems. Work is
performed under the general administrative direction of the
Utili ties Superintendent. Considerable latitude is afforded for
the use of independent judgment and selection of work methods and
procedures. Work is reviewed through results, inspections, and
conferences. Performs outdoor labor tasks along with crews.
ILLUSTRATIVE DUTIES
Plans water mains, location of valves, and hydrants; logs
locations and records for future reference. Reviews construction
plans for water/sewer lines and reports recommendations to City
Utilities Director. Plans, coordinates, and directs maintenance
and repair of water distribution and wastewater collection
systems. Supervises field and shop operations. Coordinates field
work of Wastewater Collection Section with other City departments.
Prepares comprehensive progress, work, time, and costs reports as
required. Consul ts with subordinates on matters of work load,

for meters and sees that meters are set. Becomes aware of
existing problems and is able to recognize potential problems to

a level that meets or exceeds applicable state and local

MAJOR FUNCTION
This is highly responsible technical work in organizing the
Backflow Prevention Program to meet the objectives of the Cross-
Connection Control Program to protect the City's water quality and
potabili ty. The work includes research and other studies to
protect the water system; to eliminate existing hazards and to
prevent future cross connections. The employee is expected to
exercise independent judgment and ini tiati ve in accordance with
federal, state, and local government acts, laws, ordinances,
policies, and practices. Work is performed under the direction of
the Collection/Distribution Supervisor.
ILLUSTRATIVE DUTIES
Plans, organizes, and administers the Cross-Connection Control
Program. Maintains copies of written reports and summaries of
communications relating to Cross-Connection Control Program
conducted in house, by private contractor, or by any local, state,
or federal agency. Maintains records on variances or exceptions
granted by the Director of the Utili ties Department. Interprets
state and local laws, ordinances, regulations, and gives technical
advice and assistance to associates. Performs statistical and
research studies and prepares charts, graphs, and reports on
effectiveness of the program. May offer expert testimony in a

This individual performs general duties in the prevention of fire
and protection of life and property. Work is performed as a
member of a team and a superior officer is usually available to
assign definite duties. Work is reviewed by observation of
results obtained and methods used. Employees in this class carry
the Fire Department grade and rank established by the Fire Chief.
ILLUSTRATIVE DUTIES
Responds to fire alarms with a fire company. Prepares to fight
fire by connecting hose to hydrants or pumps and joining hose
sections and nozzles to hose. Enters burning building and
operates nozzle to direct stream of water on fires. Operates hand
fire extinguishers and similar equipment to extinguish fires.
Raises, lowers, and climbs ladders. Ventilates burning buildings
to carry off smoke and gases. Rescues individuals and provides
appropriate emergency medical assistance. Performs salvage
operations such as placing salvage covers, sweeping water, and
removing debris. May drive ladder trucks, pumper trucks, and
emergency trucks in responding to fire alarms and in returning to
the station. Operates pumps to maintain an adequate water volume
and pressure. Attends instruction sessions concerning
fire fighting methods, equipment operations, emergency medical

Possession of a current, State of Florida, Emergency Medical
Technician license. Possession of a current CPR card. Possession
of an acceptable Florida CDL license.
In addition, any individual who is to be employed as a Firefighter
must possess a State of Florida Certificate of Compliance issued
by the Division of State Fire Marshal Bureau of Fire Standards and
Training in accordance with Section 633.34, Florida State
Statutes.

FIRE ENGINEER
MAJOR FUNCTION
This is specialized work in driving and operating heavy duty
and/or special motorized vehicles assigned to fire-combat
operations. An employee in this class is responsible for safely
dri ving emergency firefighting apparatus and for the efficient
operation of pumps at the scene of fires. Although the operation
of equipment is the most difficult and responsible part of the
work, a large part of the time is spent in study, inspection, and
maintenance of apparatus. Work is performed in accordance with
instructions and well-defined routine and supervision is received
from a superior officer.
ILLUSTRATIVE DUTIES
Employee is responsible for safely driving emergency fire
apparatus and for the safe efficient operation of pumps, elevated
ladders or booms, and all other equipment assigned or relative to
the apparatus. Lays hose lines and makes pumper hook-ups as
necessary. Maintains proper pressures on hose lines and
continuously checks condition of motors and the operating unit
during operations; makes necessary adjustments or changes. Checks
engine and inspects all equipment, ignition, batteries, brakes,
warning devices, and other equipment daily to see that the
apparatus is in good working condition and notifies his/her
immediate superior of any item in need of maintenance work,
inoperation, or of missing parts from the vehicle inventory.
Operates pumps to maintain adequate water volume and pressure.
Assures that all equipment, tools, and other items assigned to the
apparatus used during emergencies or other work is returned to its
proper place. Cleans apparatus, all tools, and equipment after
use and assures everything is in proper working condition.
Performs firefighting duties and basic emergency medical treatment
as required. Keeps fully informed of assigned first-run
territory, hydrants, mains, buildings, sprinkler and standpipe
connections, and any other pertinent information necessary to
respond to alarms safely, quickly, and to perform effectively upon
arrival at the fire scene. Assists in service inspections in
assigned area or response as a member of the unit. Participates
in schools, drills, and other activities to maintain proficiency
and increase of skills and knowledge.

Knowledge of basic emergency treatment. Knowledge of City

calmly in emergency conditions. Ability to operate heavy fire
apparatus safely and efficiently. Ability to make mental
calculations of engine pressures required for necessary hook-ups
and to perform prolonged and arduous work under adverse
conditions.

Graduation from High School and two years of full-time
firefighting experience, one year of which must have been in the
Ocoee Fire Department.
Necessary Special Requirements

FIRE INSPECTOR
MAJOR FUNCTION
This is responsible technical work involving fire prevention
inspection, public education, and investigation. Work is of
moderate difficulty and requires the application of specialized
and previously acquired knowledge, abilities, and skills. Work is
performed under the general supervision of the Support Division
Chief and is reviewed through reports, observations, and results
obtained.
ILLUSTRATIVE DUTIES
Makes regular inspections of businesses and all public buildings
in the City. Serves notices to businesses for the purpose of
correcting fire code violations. Makes re-inspections to
determine progress on corrections as well as completion of
corrections. Maintains record file of all inspections. Makes
inspections of all new commercial construction and single-family
attached housing and related blueprints for compliance with 101
Life Safety Code and Standard Fire Prevention Code. Makes
investigations of suspected arson cases. Conducts investigations
to establish causes for all structural fires in the City; prepares
reports for court appearances. Develops fire evacuation plans on
request. Develops and presents educational classes on fire
prevention and safety. Meets with many groups for the purpose of
giving fire extinguisher demonstrations and instructional classes.
Conducts fire flow tests for engineering firms for calculating
sprinkler systems. Approves or denies burn permits in the city
limits of Ocoee.
Performs other assigned duties as required.

construction and in storage of flammable liquids and materials.
Thorough knowledge of accepted practices of fire safety and
inspection techniques. Thorough knowledge of the cause and origin
of fire and investigative methods of suspected arson fires.
Thorough knowledge of the Fire Department and its operations.
Considerable working knowledge of fire codes. Ability to
communicate effectively both orally and in writing. Abili ty to
read blueprints, maintain appropriate records, and prepare
reports.

FIRE LIEUTENANT
MAJOR FUNCTION
This is supervisory work in the direction of the activities of a
fire company. Work is performed under the direction of a superior
officer and the work is reviewed through reports, observation, and
results obtained.
ILLUSTRATIVE DUTIES
Responds to fire alarms in an assigned district; directs the route
to be taken to the fire and upon arrival, determines what
apparatus and equipment are needed. Makes decisions as to the
best methods of extinguishing fires and directs operations until
relieved by a superior officer. Supervises laying of hose lines,
directing and varying the pressure of water streams, placing of
ladders, ventilation of buildings, rescue operations,
administering of first aid, and placement of salvage covers.
Ensures all station equipment is returned to proper place after a
fire has been extinguished and that all equipment is in working
order at all times. Prepares incident reports. Makes charts,
maps, diagrams, etc., during familiarization inspections to learn
the location of fire hydrants, sprinkler systems, standpipe
connections, and the physical layout of buildings in district.
Supervises cleaning of quarters, equipment, and apparatus of fire
station of assigned shift. Transmits orders and information to
subordinates. Participates in training acti vi ties and studies
modern firefighting methods and techniques. Keeps records and
evaluates performance of subordinates. Requests supplies for
personnel and station. May train personnel on firefighting
techniques.
