A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
AMENDING EXHffiIT "A" OF RESOLUTION NO. 91-13
ADOPTING AND APPROVING JOB DESCRIPTIONS
SETTING FORTH THE DUTIES AND RESPONSffiILITIES
OF EMPLOYMENT POSITIONS IN THE OCOEE POLICE
DEPARTMENT BY ADDING A JOB DESCRIPTION
SETTING FORTH THE DUTIES AND RESPONSIBILITIES
OF EMPLOYMENT POSITION FOR A YOUTH SERVICES
OFFICER; PROVIDING FOR SEVERABILITY; PROVIDING
AN EFFECTIVE DATE.
WHEREAS, on July 16, 1991, in Resolution 91-13, the City Commission of the
City of Ocoee approved and adopted job descriptions for all of the employment positions in the
the Police Department of the City of Ocoee; and
WHEREAS, the City Commission of the City of Ocoee desires to adopt and
approve an additional job description for the duties of a Youth Services Officer; and
WHEREAS, a job description setting forth the duties and responsibilities for a
Youth Services Officer has been reviewed and approved by the City Commission;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OCOEE, FLORIDA, as follows:
Section 1. Authority. The City Commission of the City of Ocoee, Florida
has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State
of Florida and Chapter 166, Florida Statutes.
Section 2. Adoption of Job Description for Youth Services Officer. The
City Commission hereby adopts and approves the job description for Youth Services Officer as
set forth in Exhibit "A" attached hereto and by this reference made a part hereof, and except
as set forth herein or previously amended, Resolution No. 91-13 shall remain unchanged and in
full force and effect.
Section 4. Severability. Ifany section, subsection, sentence, clause, phrase
or portion of this Resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
Section 5. Effective Date.
immediately upon passage and adoption.

CITY OF OCOEE
POLICE DEPARTMENT JOB DESCRIPTION
for
YOUTH SERVICES OFFICER
YOUTH SERVICES OFFICER
MAJOR FUNCTION
This is responsible supervisory and investigative police work in
the protection of life and property through the enforcement of laws
and ordinances specifically dealing with juveniles. The work
includes responsibility for the discipline and performance of
police and civilian personnel under his/her command. An employee
in this class is responsible for the application of standard police
investigative methods, procedures, and techniques to apprehend,
indite, and prosecute juveniles suspected of crimes against
property or persons and those adults who commit crimes against
juveniles. Duties are performed on an assigned shift but the
employee may frequently be called upon to continue investigations
on other shifts or while in an on-call status. Assignments are
carried out with independence, but work performed is subject to
review by the Administrative Commander by observation, for
adherence to procedures and for results obtained. Employees in
this position attempt to provide comprehensive assistance toward
mitigating the physical, emotional and financial impacts of crimes
against juveniles.
ILLUSTRATIVE DUTIES
Interviews witnesses at the crime scene and develops information
regarding other witnesses. Locates, interviews and interrogates
suspects. Arrests persons suspected of crimes. Completes the
booking process, prepares advisories, fingerprints and photographs
the arrested suspect. Transports or arranges for transportation of
the suspect to the appropriate detention facility. Prepares the
case paperwork for the State Attorney's Office; makes and attends
the State Attorney investigation concerning the case; notifies and
coordinates attendance of witnesses. Interviews juvenile crime
victims, makes referrals to counseling or to social service
agencies with appropriate follow-up. Handles initial complaints of
both telephone and walk-in complaints on cases that require
extensive initial follow-up such as homicides, robberies,
burglaries, frauds, grand thefts, sexual battery involving either
juveniles as the victims or suspects. Collects, preserves and
marks evidence. Sketches and photographs crime scenes; processes
crime scenes for latent fingerprints and develops same.
Coordinates technical crime scene processing by Mobile Crime Labs
of other agencies when the seriousness of the case warrants
additional technical assistance. Submits evidence to the
appropriate lab for technical assistance in the comparison and
evaluation of such evidence. Maintains case files and records of
investigations, prepares reports of work progress and testifies in
court on evidence obtained. Maintains a working liaison with
detectives of other agencies in order to gather further information
concerning active cases in the City of Ocoee. Maintains a working

relationship with members of the patrol division to further enhance
case solvability. Maintains a working relationship with the social
service agencies in our area to better provide services for
juvenile victims. Assists in the planning and development of
educational and informational material regarding crimes against
children and makes public presentations on same. Plans,
coordinates and supervises police officers and civilians assigned
to the Youth Services Division. Assigns employees under his/her
supervision to posts and instructs them regarding their duties.
Evaluates, trains, counsels and disciplines assigned subordinates.
Reviews work and reports submitted by subordinates and makes
reports to superior officers. Ensures that all laws and ordinances
are enforced and that life and property are protected.
Participates as a member of the City's Management Team.
Performs other assigned duties as required.
MINIMUM QUALIFICATIONS
Knowledqe, Abilities, and Skills
Considerable knowledge of the principles, practices and techniques
of modern police work and supervision. Considerable knowledge of
departmental rules and regulations, ordinances and laws especially
pertaining to juveniles. Considerable knowledge of the rules and
methods of preserving evidence. Considerable knowledge of the
geography of the City and surrounding areas. Considerable
knowledge of the practices and techniques of criminal
investigation. Ability to obtain information through interviewing,
interrogation and observation. Ability to act quickly and
correctly in emergencies. Ability to enforce the law firmly,
tactfully and impartially. Ability to deal courteously with the
general public. Knowledge of proper crime scene investigation
including, but not limited to crime scene processing, gathering,
handling and properly marking and preserving evidence seized.
Ability to utilize proper interviewing techniques when dealing with
victims, witnesses and suspects in criminal investigations.
Display patience and understanding when dealing with the public,
especially victims and/or complainants of crimes. Ability to deal
effectively with juveniles. Ability to present a positive image
and symbol of the entire police department. Communication skills
of a high caliber to all groups related to this position. Ability
to provide high quality educational services in the area of crimes
against children. Ability to properly organize, prioritize and
complete assignments in a timely fashion. Ability to practice
accurate report writing techniques so that they contain all
pertinent information and are clearly understood. Ability to
perform assigned tasks in the absence of supervision. Knowledge of
community resources, crisis counseling techniques and the principles

of law enforcement administration, victimology and crime
prevention. Ability to establish effective relationships with
crime victims, agency resource persons and Departmental personnel.
Demonstrated ability to speak publicly and to express ideas
effectively orally and in writing. Ability to maintain discipline
and to coordinate work of subordinates. Ability to deal with
emergency situations calmly, firmly, courteously, tactfully,
impartially and with respect for the rights of others. Ability to
express ideas clearly and concisely, orally and in writing. All
knowledge, skills and abilities required of a police officer in
standard position description.
Minimum Traininq and Experience
Graduation from an accredited college or university with an AA or
AS degree in a related field. Minimum of five years experience in
law enforcement as a certified police officer.
Necessarv Special Requirements
Possession of an acceptable Florida Driver's License.
Note: Experience will not substitute for the required education.
