HomeMy WebLinkAboutResolution 96-24 RESOLUTION NO. 96-24 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, REVISING JOB DESCRIPTIONS SET FORTH IN RESOLUTION NUMBERS 91-03, 91-12, 93-09, 94-11, AND 95-17; ADOPTING AND APPROVING REVISED JOB DESCRIPTIONS SETTING FORTH THE DUTIES AND RESPONSffiILITIES OF EMPLOYMENT POSITIONS FOR THE FOLLOWING POSITIONS: ACCOUNTING CLERK I, ASSIST ANT CITY ENGINEER, CAPIT AL PROJECTS/CONCURRENCY ANALYST, FINANCE SUPERVISOR, MAPPING AND GRAPHICS ANALYST, PLANNING DIRECTOR, AND UTILITIES EQUIPMENT OPERATOR, ADOPTING AND APPROVING JOB DESCRIPTIONS SETTING FORTH THE DUTIES AND RESPONSIBILITIES OF NEW EMPLOYMENT POSITIONS FOR THE FOLLOWING POSITIONS: ACCOUNTING CLERK II, BUDGET TECHNICIAN, CREW LEADER, ELECTRICIAN I, EQUIPMENT OPERATOR II, FINANCE DIRECTOR, INFORMATION SYSTEMS MANAGER, PUBLIC WORKS SUPERINTENDENT, SENIOR PLANS EXAMINER, SITE PLANS EXAMINER, AND TRAFFIC TECHNICIAN; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS, PROVIDING AN EFFECTIVE DATE. WHEREAS, on February 5, 1991, in Resolution 91-03, the City Commission of the City of Ocoee approved and adopted job descriptions for all of the employment positions in the Utilities Department of the City of Ocoee; and WHEREAS, on July 2, 1991, in Resolution 91-12, the City Commission of the City of Ocoee approved and adopted job descriptions for all of the employment positions in the Finance Department and the Planning Department of the City of Ocoee; and WHEREAS, on September 7, 1993 in Resolution 93-09, the City Commission of the City of Ocoee approved and adopted the job description for the position of Capital Projects/Concurrency Analyst of the City of Ocoee; and WHEREAS, on June 7, 1994 in Resolution 94-11, the City Commission of the City of Ocoee approved and adopted the job description for the position of Mapping and Graphics Analyst of the City of Ocoee; and WHEREAS, on September 19, 1995 in Resolution 95-17, the City Commission of the City of Ocoee approved and adopted the job description for the position of Accounting Clerk of the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee desires to adopt and approve revised job descriptions for the employment positions of Accounting Clerk -1-, Assistant City Engineer/Utilities Direetor, Projeet CooFdiRstor, Capital Projects/Concurrency Analyst, Finance Supervisor, Mapping and Graphics Analyst, Planning Director, and Utilities Equipment Operator/LshoFeF, and additional job descriptions for the duties of Accounting Clerk II, Budget Technician, Crew Leader, Electrician I, Equipment Operator II, Finance Director, Information Systems Manager, Public Works Superintendent, Senior Plans Examiner, Site Plans Examiner, and Traffic Technician; and WHEREAS, revised job descriptions setting forth the duties and responsibilities of each employment position for Accounting Clerk -L, Assistant City Engineer/Utilities Director, Project CoordiRatoF, Capital Projects/Concurrency Analyst, Finance Supervisor, Mapping and Graphics Analyst, Planning Director, and Utilities Equipment Operator/LahoFeF, and job descriptions setting forth the duties and responsibilities of each employment position for Accounting Clerk II, Budget Technician, Crew Leader, Electrician I, Equipment Operator II, Finance Director, Information Systems Manager, Public Works 2 Superintendent, Senior Plans Examiner, Site Plans Examiner, and Traffic Technician have been reviewed and approved by the City Commission; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, as follows: Section 1. Authority. The City Commission of the City of Ocoee, Florida has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. Section 2. Adoption of Revised Job Description for Accountinl: Clerk I. The job description for ACCOUNTING CLERK as set forth in Exhibit" A" of Resolution No. 95-17 is hereby revised to be titled ACCOUNTING CLERK I and to read as set forth in Exhibit "A" attached hereto and by this reference made a part hereof, and except as set forth herein, Exhibit "A" of Resolution No. 95-17 shall remain unchanged and in full force and effect. Section 3. Adoption of Revised Job Description for Finance Supervisor. The job description for FINANCE SUPERVISOR is hereby revised as set forth in Exhibit "A" attached hereto and by this reference made a part hereof, and except as set forth herein, Exhibit "C" of Resolution No. 91-12 shall remain unchanged and in full force and effect. Section 4. Adoption of Revised Job Description for Assistant City Enl:ineer/Utilitv Director. PFojeet CooFfliBator. The job description and title for Assistant City Engineer/Utility Director, Project Coordinator as set forth in Exhibit "A" of Resolution No. 91-03 are hereby revised to read as set forth in Exhibit "B" attached hereto and by this reference made a part hereof, and henceforth the position of Assistant City Engineer/Utility 3 Director, Project Coordinator will be entitled Assistant City Engineer; also, the job description and title for Utilities Equipment Operator/Laborer as set forth in Exhibit "A" of Resolution No. 91-03 are hereby revised to read as set forth in Exhibit "B" attached hereto and by this reference made a part hereof, and henceforth the position of Utilities Equipment Operator/Laborer will be entitled Utilities Equipment Operator, and except as set forth herein, Exhibit "A" of Resolution No. 91-03 shall remain unchanged and in full force and effect. Section 6. Adoption of Revised Job Description for Capital Projects /Concurrency Analyst. The job description for CAPITAL PROJECTS/CONCURRENCY ANALYST as set forth in Exhibit "A" of Resolution No. 93-09 is hereby revised to read as set forth in Exhibit "D" attached hereto and by this reference made a part hereof, and except as set forth herein, Exhibit "A" of Resolution No. 93-09 shall remain unchanged and in full force and effect. Section 7. AdoDtion of Revised Job DescriDtion for Plannin~ Director. The job description for PLANNING DIRECTOR as set forth in Exhibit "B" of Resolution No. 91-12 is hereby revised to read as set forth in Exhibit "E" attached hereto and by this 4 reference made a part hereof, and except as set forth herein, Exhibit "B" of Resolution No. 91- 12 shall remain unchanged and in full force and effect. Section 9. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Section 10. Conflicts. All Resolutions or parts thereof in conflict with this Resolution are hereby repealed to the extent of any such conflict. Section 11. Adopted 2-5-91 Revised EXHIBIT "C" TO RESOLUTION NO.96-24 CITY OF OCOEE REVISED JOB DESCRIPTION for MAPPING AND GRAPHICS ANALYST MAPPING AND GRAPHICS ANALYST MAJOR FUNCTIONS Performs specialized technical and professional work in the design and development of specifications and software for computerized graphics and mapping applications to support automation of the City's base map, zoning, utility and/or other maps. An employee in a position allocated to this classification designs, develops, analyzes and/or implements software used in graphics and mapping. Responsibilities include establishing operating procedures and coordinating program applications with user system coordinators. Work requires independent judgement and the ability to work alone or as a team. Work is performed under general supervision and is reviewed for effective performance of assigned duties and achievement of desired results through meetings, reports submitted, and/or client feedback.
