Geneva Street. The Rules and Regulations of the Cemetery have been provided to lot/plot or niche owners since the City took ownership of the Cemetery in the early-1960's, and are also visibly posted within the entrance of the Cemetery. Discussions regarding the conditions of the Ocoee Cemetery have occurred at many past Budget and Regular Commission Meetings. Therefore, City staff is proposing an Ocoee Cemetery Beautification Project which will be completed in phases and will require the support of the City Commission. Phase I of the project would incorporate sending a letter to all individuals listed as owning a lot/plot or niche within the cemetery, placing a display ad in the West Orange Times, and posting a notice at the Ocoee Cemetery which will allow owners a time frame of 90-days to bring their lot/plot or niche into compliance. Parks staff will also proceed with tree trimming and tree removal during this phase. Phase II of the project will consist with finalizing compliance of lot/plot or niche clean-up, and proceeding with the installation of sod and irrigation to provide a manicured aesthetics to the Cemetery; and further, allow for easier maintenance of the cemetery grounds. Phase III of the project would be to proceed with the expansion of the Cemetery after surveying is completed and options for the site are approved by the City Commission. Phase II and Phase III will need to be budgeted in FY 22-23. To be prepared for Phase III, City staff is requesting to close the Capital Improvement Project for $50,000 for installation of Cemetery decorative fence; and further, rename and reallocate the $50,000 to Cemetery Expansion Project to assist with any anticipated cost that may be incurred with tree trimming and tree removal, and all associated surveying of the City-owned adjacent property for future Cemetery expansion. Issue: Should the Honorable Mayor and City Commission approve to proceed with the Ocoee Cemetery Beautification Project, and close the Capital Improvement Project for $50,000 for installation of Cemetery decorative fence; and further, rename and reallocate the $50,000 to Cemetery Expansion Project to assist with any anticipated cost that may be incurred with tree trimming and tree removal, and all associated surveying of the City-owned adjacent property for future Cemetery expansion? Recommendations: Staff recommends approval to proceed with the Ocoee Cemetery Beautification Project, and close the Capital Improvement Project for $50,000 for installation of Cemetery decorative fence; and further, rename and reallocate the $50,000 to Cemetery Expansion Project to assist with any anticipated cost that may be incurred with tree trimming and tree removal, and all associated surveying of the adjacent property for future Cemetery expansion. Geneva Street, or may otherwise have an interest in a lot/plot or niche in the Cemetery. The City has established certain Rules and Regulations with respect to the uniform upkeep of lots/plots or niches within the Cemetery. Enclosed please find a copy of the Rules and Regulations. The City will allow until {insert date) for each lot/plot or niche to come into compliance with the Rules and Regulations. A large trash container will be provided within the Cemetery during this clean-up period. If your lot/plot or niche is already in compliance or comes into compliance with the Rules and Regulations by {insert date),the City thanks you for helping to keep the Cemetery as beautiful memorial for all. For any lot/plot or niche that is not in compliance by {insert date), the City may make necessary corrections, which may include the removal and disposal of unauthorized items from such lot/plot or niche. Key requirements include, but are not limited to: 1. Cemetery is open to the public during daylight hours every day of the year. Any person found on the grounds after hours without City authorization will be considered a trespasser. 2. Dumping, littering, consumption of alcoholic beverages, use of any form of advertisement, and use of candles (except as permitted during services) are strictly prohibited. 3. Pets are strictly prohibited in the Cemetery. 4. No person shall in any way damage or deface the grounds or any structure located within the Cemetery. 5. Visitors must only use the established avenues, walkways, and roads; visitors may not trespass on graves. 6. Children under 16 years of age must be accompanied by an adult. 7. Boxes, shells, toys, glassware, sprinkling cans, receptacles, landscape lighting, trinkets, mementos, or similar articles are prohibited on any grave, lot, or tree. 8. Decorative rocks, mulch, landscape edging or items other than permitted monuments are prohibited within, on top of, or around the grave space. The City reserves the right to remove decorative landscaping items that are not permitted. 9. Flowers and other symbols of tribute may be temporarily placed upon graves but will be removed by the City when they become wilted, faded, or unsightly. 10. No tree or shrub may be planted on any plot. The only permitted permanent vegetation is sod. 11. All markers, headstones, and monuments must be bronze, marble, or granite, and approved by the City through the permit process prior to installation. Please contact the City Clerk's Office, which is located in City Hall. 12. Only the City and/or its authorized agent may perform internment, inurnment, and other services related to the cemetery. 13. Permission to inter or inurn the remains of a decease person in a grave space or niche must be secured from the City at least 24 hours in advance of the event. Geneva Street is underway. A letter has been sent to those individuals who have their address on file with the City as owning a lot/plot or niche within the Cemetery. The City will allow until {insert date), for lot or niche owners to bring their space(s) into compliance with the Rules and Regulations. A large trash container will be provided within the Cemetery during this clean-up period. Should those space(s) not be compliant by {insert date), City staff shall make necessary corrections, which may include the removal and disposal of unauthorized items from such lot/plot or niche, to have the space(s) conform to the Rules and Regulations.
