Minutes of the Citizens Advisory Council forthe Ocoee Fire Department
Regular Meeting Held May 13,2021
I: CALL TO ORDER
CACOFD meeting was called to order by Chair Vaughn at 6:05 pm in Station 25 Training Room, located
at 563 S.Bluford Avenue.
•
A.Pledge of Allegiance:was performed by Member.Richardson.
B. Roll Call and Determination of Quorum: Recording Clerk Peiffer,performed roll call, and declared a
quorum.
Members in Attendance: Chair Vaughn, Channell, Richardson, Orme
Also Present: Deputy Chief Smothers, Commissioner Firstner,
Commissioner Oliver,Dr. Jim Moyer, Annette Brown PD, Gregory Meeks,Recording Clerk Peiffer, and
New Recording Clerk Ramos
Members Absent: Lawrie, Christian,Lovejoy,West
C.Review of Agenda: by Chair Vaughn
D.Approval of Minutes for February 13,2020:Motion made by Member Richardson, seconded by Member
Orme,and unanimously passed to approve the minutes.
II: BUSINESS FOR DISCUSSION
A. Old Business:
Chair Vaughn discussed the 2020 CACOFD budget; at the present time the full budget is available.
Recognize retirees and present them with a token from our department as part of CACOFD budget.
B. New Business:
Chair Vaugh concerned about committee and asking members to visit with HOA's and give a brief
overview of department and offer them an opportunity to petition at City Hall to become members.
Deputy Chief Smothers discussed starting promotional and new hire ceremonies once again in the near
future.
Deputy Chief Smothers started working on budget with Chief Miller and once he has more information
will share with committee. He does anticipate more discussion on a new station for 38 on the north side •
and a ladder truck. In the near future but not in next budget year.
Chair Vaugh discussed it has been two years since we had"Firefighter of the Year". Deputy Chief
Smothers stated we have one nominee for 2020 which is Lauren Sojo and for 2021 Matt Roy. Motion to
honor suggestions made by Member Channell and seconded by Member Orme.Motion unanimously
passed.
) Chair Vaugh asked Deputy Chief Smothers if there are any preliminary dates in regard to lifting COVID
restrictions that the governor has been discussing. Deputy Chief Smothers stated that as of now,we are
still considered on lock down. In the near future,there will be discussions with our City Manager, but at

this moment we do not have any time frame or details of specific dates on lifting COVID restrictions.
C. Upcoming Events:
Annette Brown with the Citizen Advisory Board Ocoee Police Department motioned for CACOFD to
partner with PD for 20th Anniversary of 9/1 land May 27th would be the meeting date. Motion 1st by
Channell and 2nd by Orme CACOFD will participate. Motion unanimously passed.
D. Under Construction—City Growth:
Commissioner Firstner discussed Comfort Inn Hotel in planning and approval process on the corner of 50
and Marshal Farms. On Bluford and 50 City Center West is developing. On Maguire and 50 has broken
ground for a Sonny's. Rus Teak moving to 11077 Roberson Rd. Inspiration Luxury townhomes, shops
and daycare off Tomyn Blvd in construction.
Commissioner Oliver discussed E of 449 Ocoee Center single family,town homes, gas station grocery
store and possible hotel.
E. Transport Update:
Deputy Chief Smothers the transition has been a very smooth process,no major issues. Our volume has
increased in transports.In the near future we may need to start thinking of a 3rd rescue.
F. Deputy Chief Smother Comments:
We just received our 4th engine so each station has a relatively new engine and we also have two as
reserve engines.New engine is not in service as of yet, but will be on the road this weekend or Monday.
Next year, we are on a rotation with our bunker gear, so that everyone has an extra set of bunker gear.
Every 5th year we get a new set of bunker gear.
It has been a rough and trying year. We are getting on the other side of this and hopeful we can meet once
(Th again like we are today and get back to some normalcy in the very near future.
G. Set Next Agenda: Chair Vaughn received input from the council members and set the agenda for the next
meeting, which will be held on August 12, 2021. Agenda was established as below: •
