The City Commission adopted an annual operating budget for the city on September 23, 2021. Subsequent to
the adoption of the budget staff identified the need for additional appropriations in the General Fund, and
Water/Wastewater Fund.
The total General Fund budget adopted at that time was $78,712,989. The General Fund requires an
additional appropriation of $650,00 for the following:
• General Government Operations:
• Miscellaneous Revenue will increase by ($10,000,000) for the allocation of ARPA funding to cover
public safety salaries.
• An appropriation of $425,000 is need for the potential acquisition of downtown property.
• Fire and Police Operations Regular Salaries are being increase by $2,866,971 and $7,133,029
respectively to account for the ARPA funding allocation for that purpose.
• Police Operations also requires $70,000 for the unanticipated replacement of ballistic helmets and
shields.
• Street Operations requires an additional $25,000 appropriation to cover the cost of landscape
replacement on SR 50.
• Fleet Operations requires an additional $130,000 appropriation for:
o Parts and repairs to vehicles damaged in automobile accidents. Part of this expense may be
reimbursed by our insurance carrier.
o The increased cost of fuel.
The Water/Wastewater fund adopted a budget of $21,378,568. The Water/Wastewater fund requires an
additional appropriation of $304,000 for:
• The unanticipated replacement of a water line on Silver Star
• Increased costs associated with the water main on E. Oakland Ave.
• Emergency repair/replacement of the water meter and by-pass at the hospital
• Emergency repair of a vac -truck
Issue:
Should the City Commission approve additional appropriations for the General Fund of $650,000 and
the Water/Wastewater Fund of $304,000 to balance the budget as required by Article VI, C-38 of the
City Charter.
Recommendations:
Staff recommends the City Commission approve additional appropriations for the General Fund of
$650,000 and the Water/Wastewater Fund of $304,000 to balance the budget as required by Article
VI, C-38 of the City Charter.

Financial Impact:
This amendment to the budget will have a ($650,000) impact to the General Fund balance, and a
($304,000) impact on the Water/'Wastewater Fund fund balances.

ORDINANCE NO. 2022-
AN ORDINANCE OF THE CITY OF OCOEE, ORANGE COUNTY, FLORIDA,
RELATING TO THE CITY BUDGET; AMENDING THE CITY BUDGET
ADOPTED BY ORDINANCE 2021-051 FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2021 AND ENDING SEPTEMBER 30, 2022 BY PROVIDING FOR
INCREASE OF APPROPRIATIONS; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
SECTION 1. Authority. The City Commission of the City of Ocoee has the authority to
adopt this Ordinance pursuant to Article VIII of the Constitution of the State of Florida, Chapter
166 Florida Statutes, and Section C-38 of Article VI of the Charter of the City of Ocoee.
SECTION 2. Intent and Purposes. The City of Ocoee budget for the Fiscal Year
beginning October 1, 2021, and ending September 30, 2022, as adopted by Ordinance 2021-051
is hereby amended as follows:
Increase of appropriations totaling $650,000 in the General Fund, and an increase of
$304,000 in the Water/Wastewater Fund as shown in detail, attached hereto and
incorporated herein by reference are hereby confirmed, adopted and approved in all
respects by the City Commission of the City of Ocoee.
SECTION 3. Appropriations. There are expressly appropriated out of anticipated
revenues and monies necessary to meet the supplemental appropriations stipulated by and in said
amended final budget.
SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or portion
of this Ordinance is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such
holding shall not affect the validity of the remaining portion hereto.
SECTION 5. Effective Date. This Ordinance shall become effective ten (10) days after
its passage and adoption.

A Public Hearing before the Ocoee City Commission will be held Tuesday, April
19, 2022, at 6:15 pin. or as soon thereafter as may be heard, in the Commission
Chambers of City Hall at 160 North Lakeshore Drive, Ocoee, Florida, to consider
the following:
AN ORDINANCE OF THE CITY OF OCOEE, ORANGE COUNTY,
FLORiDA, RELATING TO THE CITY BUDGET; AMENDING THE
CITY BUDGET ADOPTED BY ORDINANCE 2021-051 FOR THE
FISCAL YEAR BEGINNING OCTOBER 1,, 2021 AND ENDING SEP-
TEMBER 80, 2022 BY PROVIDING FOR INCREASE OF APPRO-

City Hall is open to the public. The Ocoee City Commission may continue the public
hearing to other dates and times, as it deems necessary. If a person decides to appeal
any decision made by the City Commission with respect to any matter considered
at such hearing, they will need a record of the proceedings, and for such purpose
they may need to ensure that a verbatim record of the proceedings is made, which
record includes the testimony and evidence upon which the appeal is to be based.
