March 1, 2022 MINUTES 5:00 PM
I. Roll Call and Determination of Quorum
Chair Brinson called the Community Redevelopment Agency Board to order at 5:00 PM in the
Commission Chambers of City Hall. City Clerk Sibbitt called roll and declared a quorum present.
Roll Call: Chair Brinson, Vice-Chair Johnson, Member Wilsen, Member Firstner, Member Oliver
(arrived at 5:03 PM), and Member June
Also Present: City Manager Frank, Assistant City Manager Shadrix, City Attorney Cookson,
Deputy Development Services Director/CRA Administrator Corless, and City Clerk Sibbitt
II. Reappointment of CRA Board Member Randy June (Jan 2022 – Dec 2025)
Chair Brinson announced the Orange County Board of County Commissioners reappointed
Randy June for another term.
III. Public Comments - None
No speaker reservation forms were received.
IV. Approval of Minutes of December 7, 2021, CRA Meeting
Member Wilsen, seconded by Vice Chair Johnson, moved to approve the CRA
Meeting Minutes of December 7, 2021, as presented. Motion carried 5-0 with
Member Oliver absent.

V. Project Updates (Deputy Development Services Director/CRA Administrator Corless)
A) State Road 50 Lighting Update
Deputy Development Services Director/CRA Administrator Corless explained the CRA’s
involvement with the State Road 50 Lighting Project started in March of 2018, and that Duke
Energy and FDOT signed agreements in 2020. The City then signed a work order with Duke
Energy in the fall of 2021. FDOT and Duke Energy have informed the City this project is high
priority, and installation is to begin in May of 2022. Deputy Development Services
Director/CRA Administrator Corless briefly summarized the 3-phases of the project.
Vice Chair Johnson inquired about the replacement of poles as the presentation indicated some
of the LED lights will be installed on existing distribution poles. Deputy Development Services
Director/CRA Administrator Corless addressed his question. She further commented that all
LED lights will be the same and explained the funding provided by FDOT for this project. Vice
Chair Johnson inquired about light installation on Marshall Farms Road towards SR 429 and if
that section would receive lights. Deputy Development Services Director/CRA Administrator
Corless addressed his question. Chair Brinson also inquired about the poles and if they would be
consistent in look. Deputy Development Services Director/CRA Administrator Corless
addressed his question and advised she will bring information to their next meeting in June.
B) Wellness Park Update
Deputy Development Services Director/CRA Administrator Corless announced the Notice to
Proceed was granted on February 28, 2022, and the groundbreaking is scheduled for March 10th at
10:00 AM. She briefly summarized the groundbreaking program and shared this is a joint event
with the West Orange Healthcare District.
Chair Brinson inquired if the event information is on the City’s website. Deputy Development
Services Director/CRA Administrator Corless answered in the affirmative and shared it is also
on the City’s Facebook page. Member Oliver inquired if there will be road closure during the
construction of the park. Deputy Development Services Director/CRA Administrator Corless
advised there will be periodic road closures and signage will be placed to inform citizens.
VI. 2021 Annual Report Presentation (Deputy Development Services Director/CRA
Administrator Corless)
Deputy Development Services Director/CRA Administrator Corless announced the 2021
Annual Report called Creating Healthy Communities is printed and available. This can also be
found on the CRA’s website and will be publicized on the City’s social media as well. Required
State Contents in the report include:
- CRA Map & Overview
- Projects that were Completed and/or Initiated
- Goals and Objectives
- Financial Information

The 2021 Annual Report Highlights:
- Ocoee Corners Profile
- New Businesses Opened in 2021
- Healthy West Orange Trails Initiative
- Healthy West Orange Wellness Park
- South Bluford Avenue Trail
Deputy Development Services Director/CRA Administrator Corless requested a motion to
approve the 2021 Annual Report; and further, to transmit it to Orange County.
Member Wilsen, seconded by Member June, moved to approve the 2021 Annual
Report as presented; and further, to transmit the Annual Report to Orange County.
Motion carried 6-0.
Deputy Development Services Director/CRA Administrator Corless announced the next
meeting is scheduled for Tuesday, June 7, 2022 at 5:00 PM.
