Background Summary:
On September 21, 2021, the City of Ocoee and Wire Development, LLC, entered into an agreement to purchase
approximately 16.19 acres (including Tract for public ROW) of land within the Ocoee Crown Point PUD. The
property consists of two (2) parcels assigned parcel identification numbers 06-22-28-0000-00-005 and 06-22-28-
0000-00-082. Combined, the subject property contains approximately 16 acres and is located on the west side of
Ocoee Apopka Rd and on the north side of State Road 429.
Wire Development, LLC is proposing to construct a mixed -use development consisting of 301 multi -family dwelling
units and 20,000 square feet of commercial retail space within nine (9) buildings. The proposed mixture of
buildings includes two (2) mixed -use buildings with residential and commercial space, one (1) live/work building,
one (1) stand-alone retail building, and five (5) multi -family residential buildings. Two (2) of the five (5) residential
buildings will be townhome-style multi -family residential buildings. Stormwater ponds are provided via existing
offsite retention.
The project lies within the Crown Point PUD.and is zoned "Planned Unit Development" (PUD). The Future Land
Use designation for the subject site is "Commercial'. The table below references the future land uses, jurisdiction,
zoning classifications, and existing land use of the surrounding parcels:

Transportation:
The current approved use of the parcels (Tracts 6C, 6E, 6F, 6D, & 33) is for 114,000 square feet mixed use
commercial with associated multi -family units. The approved trips associated with retail under 150k is 37.01 trips
per 1,000 square feet gross lease area or 4,291 trips. Since the proposed development matches what the Tracts
within the PUD allotted for, no additional transportation analysis was required.
The project is served by three (3) entrance points: 1) Access and a new public road at the existing roundabout on
Ocoee Crown Point Parkway. 2) full access on Ocoee Apopka Road north of the signal for the West Orange Trail.
3) full access to the south side Tract, which will be the entrance into the future OCPS Technical School.
Utilities:
The project will connect to Orange County Utilities as it is served in Orange County's Utility Area. The project will
connect to Reclaimed if available.
Stormwater Retention:
Stormwater retention is provided by. an existing pond located west of the roundabout.
Architectural Design:
The architectural elevations provided indicate the buildings be similar to the existing developments of the High
School and Preserve at Crown Point Subdivision.
Issue:
Should the Honorable Mayor and City Commission approve the Preliminary Site Plan for the Ocoee Crown Point
Mixed Use Development?
Development Review Committee Recommendation:
The Development Review Committee (DRC) met on July 5, 2022, and reviewed the Preliminary Site Plan for The
Mixed Use at Ocoee Apopka and Fullers Cross Road. There were several issues to be addressed by city staff
that was identified in written staff comments and/or presented verbally. There was some discussion on the new
Public Road and how the Tract on the south side of the West Orange Trail will have stormwater retention. When
the discussion was finished, the DRC voted to recommend approval of the Preliminary Site Plan.
Planning & Zoning Commission Recommendation:
The Planning and Zoning Commission reviewed the proposed Preliminary Site Plan for the Ocoee Crown Point
Mixed Use Development on July 12, 2022. Due to the timing of this staff report, the Planning and Zoning
recommendation will be provided at a later date.
Staff Recommendation:
Staff recommends that the Honorable Mayor and City Commission approve the Preliminary Site Plan for the
Ocoee Crown Point Mixed Use Development.
