The importance of getting taxpayers input cannot be underestimated.The revenue
collected in Ocoee is after all, is on our backs.The needs and wishes of the Citizen's
should always be the Pt priority. Starting with Safety but including quality
infrastructure and services. How we use taxpayer's money is fundamental to the
quality of life within our City. I personally value every member of our Cities
Leadership, even when we may not agree. One thing that is noticeable is that the
Commission often comes down to a Yes or a No. Obviously,you all Vote at the end of
the day but. I wish we had more compromise and potential solutions put forth. Its
not a competition and it shouldn't ever be personal. Because when it becomes that
and we loose decorum.The City and every person in it lose and everyone watching
from other Cities loses respect for our Town. The ARPA Money should have had a
Workshop for the Public. It was stated at a Commission that there would be one but,
that changed and rather quickly. It was/is allot of money, more than 20 million and
taxpayers should have been involved more. Below are a few items that I would like
to see added to the Budget and a few Compromises. In my opinion this all would
benefit the Taxpayers and help better the Center of Good Living!

1. Public Works 70% worker shortage in Maintenance
Potential Solution, can/do we give 2nd chances to NON VIOLENT felons for
employment? Can we work with local non-profits to help locate those who may be
homeless but willing to work? Do we hire individuals with work Visa's?
2. Small Business Grants,we cannot just give away funds to businesses but Mr.
Oliver brings up a good idea. I have worked with Daytona Beach Shores in the past.
Their Commission came up with a subsidy program for new leases.They had
specific targeted business they wanted to open. So,they came up with a list of what
they wanted and then they helped subsidize them. They gave 50%the 1st year, 35%
the 2nd and 25%the 3rd year of operation. Lease not to exceed a certain amount. I
want to say it was $2500.
3. Starke Lake Fountain area, Boat Ramp and Beach Front need to be addressed.
This was in the original Downtown Master Plan but hasn't come to fruition yet.
4. Downtown sidewalk lighting at night is really dark. Can we somehow add lighting
for additional safety at night?
5. Garbage, Mr. Oliver made mention of having our own crews again. Sadly,that is
not possible from a cost standpoint.The City has tried this twice over the past
decade or so. Buying all new equipment, staffing a department for it and funding it.
To then sell everything (at a loss) and subcontract the work out. Each time the
Citizens had their service go down in quality,yet become more expensive. Every
Commissioner voted in favor of doing away with our Trash Collection the last time.
We all know we have an issue again with bulk waste.The City should give every
home (once per year) a free bulk pick up of yard waste 7 yards and (once per year) a
furniture or appliance pick up. AT NO ADDITIONAL COST! We had this as part of
our program prior and it should be added back.
We can cut the fake recycling days out and use that money towards bulk days.We
are paying for 2 additional trash days and pretend they are recycling.We should
establish a real recycling program,what that looks like can vary. Either a central
drop off place or back to the smaller color coordinated bins. If done correctly we can
sell quality-recycled goods.
6.Audits are fundamental to a efficient and productive Business or Municipality.We
have never had an external operations and hard asset Audit in Ocoee.We should
fund an operational Audit on any Department of significant size.The Police and Fire
are audited by the State.We in the past have agreed to perform one only to back out.
The last time we spoke of this in 2019, at that Budget Workshop we had no reason
not to move forward. Expect it may hurt our Bond Rating. We should fund 200k
towards such Audit.
If we would have been doing this type of Audit regularly (say every 5 years).We
would still have our City Waste Department.An audit would have uncovered that
fact we were not following the policies and procedures on the books for years. For
the amount of bulk waste we were picking up. The Cities Policy and Procedures
were sent to the new Contractor and they are following them currently.
7. Roadways, Medians, Curbs and Intersections look like a war zone sadly.Trash,
nails, construction debris is everywhere.We need to be street sweeping these high
traffic areas. Maybe purchase an additional street sweeper and run an overnight
crew? But something needs done.
8. Sidewalks and Paving in the older areas of Town.These have been neglected for
far too long while we spent like crazy. 200k is not enough for sidewalks and needs
to be more like 400k. Paving of 1.3 million is really not much if you look how bad
our Infrastructure (old roads everywhere) is. It needs to be more like 3 million to be
honest. Mr. Krug said specifically that concrete and asphalt will rise 30% in the
coming year.Act now please!! Pull from the Reserves if needed
9. Events at Lakeshore, for years I have been trying to get the City to separate these
from the Parks and Rec Department Budget.The Parks and Rec dept.should be in
charge of these events.That they should be diverse in nature and funded either fully
or partially by the City. If we can establish that we can at least breakeven in cost
then we can grow the events we offer. But,the income and expense and/or a Profit
and Loss of these events need to stand on their own. I would like to see at least 2
large Concerts per year (fall and spring),some sort of fruit festival (blueberry,
strawberry,raspberry) Berry Festival etc. Maybe a 500k per year budget?
10.Yes, please add funds to the Neighborhood Improvement Grants. Maybe we can
give double to those communities that want to add security cameras at their
entrances.This will help the Police in the event of crime in their neighborhood.
11.As a taxpayer, a meal or airplane ticket for a spouse is not a big deal for City
events. The Mayor and Commission make very little and the job takes time away
from home.
12. Establish in Public Works a Graffiti cover up program. Pass
legislation/ordinance allowing the City to cover any Graffiti necessary on
Public/Private property.This should be a zero tolerance policy from the City!
13. Please drop the Car Registration stop from failure to pay for a red light ticket.
This is really hurting someone out there and the City shouldn't be doing this as a
means of revenue. Because all the data shows these cameras don't make any
intersection safer.
14. Our City of Ocoee Budget is over 100 million.Wee should do everything we can
to help those less fortunate.Whether it is with food and hygiene supplies at local
food banks. Or after school programs in our public school system (within City
Limits).We can set an example and help those who do live primarily in our City.
25k After School program support. Equipment, sponsorships etc (with City Limits)
10k Bulk Food and Hygiene Products for Donation. (West Orange County) WG and
Windermere should do the same and we should put them on the spot, so to say.
