Lakeshore Dr. (Public Works Director Krug) Background Summary: In 2022, all City Hall functions were relocated to the newly constructed, state-of-the-art building, located at 1 N. Bluford Ave. The new City Hall was developed as a result of the structural deficiencies of the old City Hall located at 150 N. Lakeshore Ave. With the old structure now completely vacated, Public Works recommends approval to demolish the structure. Public Works would like to piggyback off of the Seminole County’s Term Contract for Demolition Services, Contract ID IFB-604216-21/TKH, utilizing Advanced Demolition as the contractor at a proposed cost of $82,802. Public Works solicited the three (3) contractors from the term contracts for demolition. Of the three, Advanced Demolition provided the most competitive pricing. Public Works recommends approval of this award to receive this pricing. Issue: Should the Honorable Mayor and City Commissioners approve demolition of the structure located at 150 N. Lakeshore Dr., and approve to piggyback Seminole County’s Term Contract for Demolition Services? Recommendations: Staff recommends the Honorable Mayor and City Commissioners approve to demolish the structure located at 150 N. Lakeshore Dr., and authorize a purchase order be issued for the contracted demolition with Advanced Demolition utilizing the existing competitively bid Seminole Term Contract IFB-604216-21/TKH in the amount of $82,802, and authorize the City Manager and Staff to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Without question, it is every employee’s responsibility at all levels. It is the intent of Advanced Demolition to comply with all governing laws, regulations, and rules according to the State of Florida, Local County and OSHA. To do this, we must constantly be aware of conditions in all work areas that can produce injuries. Prevention of occupationally induced injuries and illnesses is of such consequence that it will be given precedence over operating productivity, whenever necessary. To the greatest degree possible, management will provide all mechanical and physical activities required for personal safety and health, in keeping with the highest standards. Our program embodies proper attitudes towards injury and illness prevention the part of supervisors and employees. It also requires cooperation in all safety and health matters, not only between supervisor and employee but also between each employee and their coworkers. Our objective is a safety and health program that will reduce the number of injuries and illnesses to an absolute minimum, not merely in keeping with, but surpassing the best experience of operations like ours. Page 331 of 656 2 PROPOSAL SCOPE OF WORK: Advanced Demolition will provide professional demolition services for the following scope of work will be completed in accordance with the plans and specifications supplied. Building Demolition and Site Restoration: 1. Demolish and remove existing 2 story wood frame building and improvements. 2. Separate existing Police Station building before City Hall demolition. 3. Excavate and remove existing building slab, all foundations and column pads. 4. Remove all covered walkways, railings, decks, steps and retaining walls. 5. Remove all trees and landscaping within the demo area. 6. Pump and remove existing hydraulic elevator tank and remove existing elevator system entirely. 7. Pump and remove two existing septic tanks. 8. Level and restore site with Bahia Sod. 9. Remove and dispose of all Freon, bulbs, and ballasts prior to building demolition. 10. Manifest of all Freon, bulbs and ballasts removal will be available upon completion. 11. Provide all dumpsters for c&d hauling to a DEP approved landfill facility. 12. Alternate Pricing: Provide and install screened 6-foot temporary construction fencing and type 3 silt fencing. Specific NOTES to the scope of work:  Provide all necessary labor, materials, machinery, equipment, and insurances to complete this project.  Complete this project in accordance with Local, State and Federal regulations / codes applicable to this work.  Comply with all OSHA requirements and ordinances.  Provide 10-day DEP Notification for demolition.  MEP disconnect, cutting and capping for demolition by others.  All Tipping fees to be paid by the City of Ocoee.  Removal or disposal of any Asbestos or Hazardous Materials not included.  New construction, repairing and patching not included.
