Regular Meeting Feld on March 24, 2022
CALL TO ORDER:
Chair Garone called the meeting to order at 7:09 PM, in the Commission Chambers of Ocoee
City Hall, located at 150 N. Lakeshore Drive in Ocoee, FL. He led the Pledge of Allegiance; a
moment of silence followed. Recording Clerk Maldonado called roll and determined a quorum
present.
Present: Chairperson Garone, Members Brown, Lewis, Griner, Meelcs, and Moyer
Absent: Members Ball, Braunslciil Sr., and Holt
Aiso present: Commissioner Brinson, Officer Ortiz, and Recording Cleric Maldonado
NEW BUSINESS:
APPROVAL OF MINUTES FROM THE JULY 1, 2021, SPECIAL MEETING:
Chair Garone made a motion to approve the July 1, 2021, minutes; seconded byMember Lewis.
The motion carried unanimously.
APPROVAL OF MINUTES FROM THE JULY 22, 2021, MEETING:
Member Lewis made a motion to approve the July 22, 2021, minutes; seconded by Member
Brown. The motion carried unanimously.
APPROVAL OF MINUTES FROM THE AUGUST 11, 2021, SPECIAL MEETING:
Member Brown made ci motion to approve the August 11, 2021, minutes; seconded by Member
Lewis. The motion carried unanimously.
APPROVAL OF MINUTES FROM THE JANUARY 20, 2022, MEETING:
Mefnber Brown made a motion to apt�rove the January 9 minutes; seconded by Chair
Garone. The motion carried unanimously.
UPDATE OF EVENTS
Member Brown announced she attended the 2022 Ocoee Police Department Award Ceremony,
was very pleased to have participated, and recommended for all Board members to participate in
more events sponsored by the Ocoee Police Department,
Chair Garone requested the Police Department invite and inform him of all events.
Member Brown asked the Board to allow her to share some ideas to acquire and/or raise funds
to be able to do more events. The following ideas were discussed:
• Connecting the community with police officers via TikTok.
• Daddy/Daughter Dance or Mommy/Son Movie Night

Member Brown volunteered to take the lead on coordinating information to find out what would
be needed to create the events.
Board Objectives
Member Lewis stated the Bylaws required Members to participate in the Citizens Police
Academy. He stated that he emailed Sgt. Prince and Chief Plasencia about his background and
would like to be exempt from the Academy participation.
Commissioner Brinson clarified the Police Academy needed to be completed, and not just
attended or participated. He also stated the request to amend or change the Bylaws would need to
go in front of the City Commissioners for approval.
Officer Ortiz explained the Police Academy consists of six weeks of classes on Wednesdays
from 6pm-9pm, which includes a ride along with an Officer once the waiver is signed.
Chair Garone commented the Bylaws wording needed to be changed.
Member Griner mentioned he wanted to move for the Bylaws to be added to next agenda for
further discussion.
Chair Garone asked to inchide discussion of the Bylaws in the next agenda.
Member Moyer stated the Board should go back and review the Bylaws in detail and for each to
come back with suggested changes to be discussed and voted on. The Board could then take the
changes to the Commission for approval.
Member Moyer• made cr motion to discuss Bylaws on the next a�endcr; seconded by Member•
Lewis. The notion carried unanimously.
Commissioner Brinson called a point of order that the Board is under the Sunshine Law and
reminded the Members they are not allowed to communicate with each other outside of the
Board.
Next 9/11 Memorial Event
Chai1• Garone opened the discussion to the event agenda and the Board discussed creating a
9/11 Memorial Event Subcommittee for this coming year.
Chair Garone made a motion to create cr 9/I1 Memorial Event Subcommittee; seconded by
Member Lewis. The motion carried unanimously.
Election of Chair and Vice Chair
Chair Garone initiated the process to vote on new Chair and Vice Chair. Member Lewis
nominated Member Brown for Chair; seconded by Member Moyer. Member Brown declined
the nomination.
Commissioner Brinson made a point of order to clarify the process of motions.

Member Meeks made a motion to nominate Member Broifm to be the Vice Chair • seconded by
Chair Garone. The motion carried unanimoush).

motion carried unanimously.
Member Moyer mentioned the creation of the 9/11 Memorial Event Subcommittee and the
addition of members. Chair Garone, Member Brown, and Member Meeks volunteered to be
members on the Subcommittee.
Member Meelcs asked to add to the next agenda that the treasury person provide the available
quarterly financial Budget information. Member Griner stated a quarterly report was the norm.
Officer Ortiz shared a message from Sgt. Prince about missing gift cards for some of the
recipients of the 2020-2021 Awards. Member Moyer asked what was the total amount for each
gift card.
ClrairGarone made a motion fog° the tti��o missin��ift cards to be issued; second by Member
Mover.
Commissioner Brinson made a point of order to clarify the motion by Chair Garone to state the
total amount was $50.00 each for a total of $100.00 Dollars. Discussion ensued on how many
gift cards have been issued in the past and the board's budget.
Chair Garone amended his original motion to inclzrde the approval of the itivo missin��ft
cards for a total of $100 to be issued; seconded by Member Moyer. The motion carried
unaninously.
Member Meeks made a motion to add to the agendca the financial report and the pNognosis of the
amount of fimdin needed to do the events; seconded by Chair Garone. The motion carried
unanhnously.
Further discussion ensued on the City's budget process, timeline, and meetings.
DEPARTMENT UPDATES/UPCOMING EVENT
Officer Ortiz updated the Board on the recent Police Academy which had 12 participants and
went very well. She informed the Board about the Appreciation Dinner, Officer Ortiz further
advised several programs are resuming including: Restorative Justice, Citizens Police Academy,
and Coffee with A Cop. She invited the Board to participate in all Ocoee Police Department
upcoming projects.
