CALL TO ORDER — MARCH 14,2023
City Clerk Sibbitt called the Canvassing Board to order at 4:47 p.m. in the office of the Supervisor
of Elections, 119 W. Kaley Street, Orlando.
BOARD MEMBERS: Member Lowrie, Member Mellen, and Member Moyer
ALSO PRESENT: City Clerk Sibbitt, City Attorney Cookson (arrived at4:40p.m), and Recording
Clerk Heard
SOE REPRESENTATIVES: SENTATIVES: Dan Szalay, Karen Bradford
PUBLIC COMMENTS
City Clerk Sibbitt announced thefloor is open for public comments to which none were made.
BRIEFING
City Clerk Sibbitt explained the procedures to follow for the canvassing of questionable vote -by -
mail (VBM) ballots, She advised that eight (8) total questionable VBM ballots were received to date.
She explained one (1) was received unsigned, four (4) had signature differences, two (2) signed the
wrong ballot, and one (1) unusual. (See exhibits attached.)
CERTIFY THE PUBLIC TEST RESULTS FROM MARCH 2,2023
City Clerk. Sibbitt explained she was present at the March 2, 2023, Public Test of the DS850 High
Speed Tabulating Equipment, which was completed successfully. She provided the board members
the results of the test and asked them to make a motion to accept the test results. (See exhibits
attached)
MOTION: Member Lowrie, seconded by Member Moyer, moved to accept the Public Test
Certification from March 2, 2023. Motion carried unanimously.
VOTE TO ACCEEPT THE VOTE -BY -MAIL BALLOTS ACCEPTED BY THE SUPERVISOR OF
ELECTIONS OFFICE
City Clerk Sibbitt explained that at the January 17, 2023, Ocoee City Commission Meeting the City
Commission approved the Supervisor of Elections Office to open and process unquestionable vote-
b)!-mail ballots utilizing the Orange County Canvassing Board Criteria. She stated Member Lowrie
was present this morning when the vote -by -mail ballots were opened and processed. She asked the
board members to make a motion to accept the vote -by -mail ballots, which were received by the
Supervisor of Elections Office.

Member Moyer asked what the total count was that was processed. City Clerk Sibbitt announced
1,330 vote -by -mail ballots were processed.
MOTION: Member Mellen, seconded by Member Lowrie, moved to accept the Vote-Bv-
Mail ballots that were received by the Supervisor of Elections Office. Motion carried
unanimously.
REVIEW QUESTIONABLE VOTE -BY -MAIL (VBM) BALLOTS
SOE Representative Dan Szalay announced one (1) VBM ballot was received with no signature on
the envelope and four (4) questionable VBM ballots for signature difference were received. He
explained if the Board accepts a ballot, it will be run through the tabulator tonight. If the Board
provisionally rejects a ballot, the ballot will go in a pending status to give the voter time to cure it
until Thursday, March 16, 2023, at 5:00 p.m.
#1 Questionable VBM Ballot: Judy Clarke — No Signature on envelope.
MOTION: Member Moyer, seconded by Member Mellen, moved to provisionally reject the
VBM ballot of Judy Clarke pending a cure until Thursday, March 16, 2023 at 5-00_p.m.
Motion carried unanimously.
#2 Questionable VBM Ballot: Husen Bharmal — Signature did not match signature on file with
the Supervisor of Elections Office. SOE Representative Dan Szalay stated one signature is on
file, and the Board compared the two signatures.
#3 Questionable VBM Ballot: Mark A Dias — Signature did not match signature on file with the
Supervisor of Elections Office. SOE Representative Dan Szalay stated one signature is on file,
and the Board compared the two signatures.
#4 Questionable VBM Ballot: Louis McFarlane — Signature did not match signature on file with
the Supervisor of Elections Office. SOE Representative Dan Szalay stated one signature is on
file, and the Board compared the two signatures.
#5 Questionable VBM Ballot: Troy W. York — Signature did not match signature on file with the
Supervisor of Elections Office. SOE Representative Dan Szalay stated one signature is on file,
and the Board compared the two signatures.
MOTION: Member Mellen, seconded by Member Lowrie, moved to provisionally reject the
VBM ballots of Husen Bharmal, Mark D. Dias, Louis McFarlane, and Troy W. York
pending a cure until Thursday, March 16, 2023 at 5:00 p.m. Motion carried unanimously.

SOE Representative Dan Szalay announced one (1) questionable VBM ballot for unusual was
received. He explained the Supervisor of Elections Office received this ballot on March 6, 2023. The
Supervisor of Elections Office received notice from the State that this voter is deceased and the date
of death is March 2, 2023. The env ' elope was signed March 2, 2023, and the envelope was postmarked
March 3, 2023. He stated according to the Orange County Canvassing Rules, if the envelope is
postmarked after the date of death, it should be rejected.
#6 Questionable VBM Ballot: Kimiko Samuel — VBM envelope postmarked after the voter's date
of death.
MOTION: Member Mellen, seconded by Member Lowrie, moved to reject the VBM ballot
of Kimilio Samuel. Motion carried unanimously.
Member Lowrie stamped the VBM ballot: REJECTED
SOE Representative Dan Szalay announced two (2) questionable VBM ballots for signed wrong
ballot were received. He explained both ballots were signed by other voters living in their household
who have not requested a vote -by -mail ballot. Mr. Szalay further explained had the voter who signed
the envelope been authorized to vote -by -mail, they could have accepted the VBM ballots
provisionally, but that is not the case with the following two (2) VBM ballots.
#7 Questionable VBM Ballot: Gabriela Ferguson — Angela Ferguson signed Gabriela Ferguson's
VBM envelope; however, Angela Ferguson has not requested a vote -by -mail ballot.

Member Lowrie stamped the VBM ballot: REJECTED
#8 Questionable VBM Ballot: Donald G. Rausch — Laurine Rausch signed Donald G. Rausch's
VBM envelope; however, Laurine Rausch has not requested a vote -by -mail ballot.

DUPLICATING BALLOTS REJECTED BY THE TABULATOR AND PROCESSING
DUPLICATED BALLOTS
SOE Representative Karen Bradford advised that one (1) VBM ballot and three (3) VBM overseas
ballots were rejected from the tabulator due to being unreadable and having unclear marks. All four
(4) ballots would need to be duplicated in order to be processed. One (1) ballot is from District 2, two
(2) ballots are from District 3, and one (1) ballot is from District 4.
#1 VBM Rejected Ballot (District 2): Member Mellen looked at the ballot and announced the vote
is for George Oliver 111, and he passed the original ballot to the board members to verify the vote.
Member Lowrie duplicated the ballot. The Board compared the duplicated ballot to the original
ballot to where it was deemed correct for processing by the Canvassing Board.
#2 Overseas/Military VBM Rejected Ballot (District 4): Member Mellen looked at the ballot and
announced the vote is for Rusty Johnson, and he passed the original ballot to the board members to
verify the vote. Member Lowrie duplicated the ballot. The Board compared the duplicated ballot to
the original ballot to where it was deemed correct for processing by the Canvassing Board.
#3 Overseas/Military VBM Rejected Ballot (District 3): Member Mellen looked at the ballot and
announced the vote for Mayor is Chris Atkins, and the vote for Commissioner District 3 is for
Richard Firstner, and he passed the original ballot to the board members to verify the vote. Member
Lowrie duplicated the ballot. The Board compared the duplicated ballot to the original ballot to where
it was deemed correct for processing by the Canvassing Board.
#4 Overseas/Military VBM Rejected Ballot (District 3): Member Mellen looked at the ballot and
announced the vote for Mayor is Chris Atkins, and the vote for Commissioner District 3 is for
Richard Firstner, and he passed the original ballot to the board members to verify the vote. Member
Lowrie duplicated the ballot. The Board compared the duplicated ballot to the original ballot to where
it was deemed correct for processing by the Canvassing Board.
SOE Representative Karen Bradford collected all four (4) duplicated ballots to be processed
through the tabulator.
MOTION: Member Mellen, seconded by Member Lowrie, moved to take a recess. Motion
carried unanimously,

PROVISIONALS
City Clerk Sibbitt announced three (3) more provisionals came in, which will be looked at and
resolved at the Canvassing/Audit Board Meeting on Friday, March 17, 2023.

AUDIT SELECTION
To determine which district would be audited at the Canvassing/Audit Board Meeting on Friday,
March 17, 2023, random selection was conducted with the roll of a die, and Number 2 was rolled, On
Friday, March 17, 2023, the Auditing Team will be auditing District 2.
