City Clerk Sibbitt called the Canvassing/Audit Board to order at 2:02 p.m. in the office of the
Supervisor of Elections, 119 West Kaley Street, Orlando.
BOARD MEMBERS: Member Lowrie, Member Mellen, and Member Moyer.
ALSO PRESENT; City Clerk Sibbitt, City Attorney Cookson, Recording Clerk Heard, and
Municipal Records Coordinator Landry
SOE REPRESENTATIVES: Dan Szalay, Donna Coffee, SOE Audit Staff, and Cesar Castro

QUESTIONABLE VOTE -BY -MAIL (VBM) BALLOTS
SOE Representative Dan Szalay explained that four (4) total ballots will be reviewed by the
Canvassing Board. A total of four (4) questionable VBM ballots for signature difference were
reviewed at the Canvassing Board meeting on Tuesday, March 14, 2023, and one (1) ballot was
cured. So that leaves the board with three (3) VBM ballots that were not cured to review along
with one (1) VBM ballot that was received with no signature on the envelope.
#1 Questionable VBM Ballot: No signature on envelope.
SOE Representative Dan Szalay asked to the Board to verify that the VBM envelope does not
have a signature. The Board looked at the VBM envelope.
MOTION: Member Mellen, seconded by Member Lowrie, moved to reject the VBM
ballot with no signature. Motion carried unanimously.
Member Lowrie stamped the VBM envelope: REJECTED
SOE Representative Dan Szalay explained the next three (3) questionable VBM ballots for
signature difference were reviewed by the Board at the meeting last Tuesday.
#2 Questionable VBM Ballot: Husen Bharmal — Signature did not match signature on file
with the Supervisor of Elections Office. The Board compared the signature on the envelope
with the signature on file with the Supervisor of Elections Office.
MOTION: Member Lowrie, seconded by Member Mellen, moved to jeject the VBM
ballot. Motion carried unanimously.
Member Lowrie stamped the VBM envelope: REJECTED

#3 Questionable VBM Ballot: Mark D. Dias — Signature did not match signature on file with
the Supervisor of Elections Office. The Board compared the signature on the envelope with
the signature on file with the Supervisor of Elections Office.
MOTION: Member Mellen, seconded by Member Lowrie, moved to reject the VBM
ballot. Motion carried unanimously.
Member Lowrie stamped the VBM envelope: REJECTED
#4 Questionable VBM Ballot: Louis McFarlane — Signature did not match signature on file
with the Supervisor of Elections Office. The Board compared the signature on the envelope
with the signature on file with the Supervisor of Elections Office,
MOTION: Member Moyer, seconded by Member Lowrie, moved to accept the VBM
ballot. Motion carried unanimously.
Member Lowrie stamped the VBM envelope: ACCEPTED
PROVISIONAL BALLOTS — ELECTION DAY
SOE Representative Donna Coffee gave a brief explanation that four (4) total provisional
ballots were received from Election Day. Three (3) ballots were from the Ocoee Lakeshore
Center precinct, and one (1) ballot was from the Jim Beech Recreation Center precinct.
#1 Provisional Ballot: Sherry L. Deweese — Voter did not provide picture/signature ID. The
Board compared the signature from the poll with the signature on file with the Supervisor of
Elections Office.
MOTION: Member Mellen, seconded by Member Lowrie, moved to accept the
provisional ballot of Sherry L. Deweese. Motion carried unanimously.
Member Lowrie stamped the ballot: ACCEPTED
#2 Provisional Ballot: Edwin R. Short — Voter did not provide picture/signature ID. The
Board compared the signature from the poll with the signature on file with the Supervisor of
Elections Office,
MOTION: Member Mellen, seconded by Member Moyer, moved to accept the
provisional ballot of Edwin R. Short. Motion carried unanimously.
Member Lowrie stamped the ballot: ACCEPTED
#3 Provisional Ballot: Donald G. Rausch — Voter requested a VBM ballot; however, the wife,
Laurin Rausch, signed the VMB envelope, and Laurin Rausch has not requested a vote -by -
mail ballot. The Board rejected the VBM ballot signed by Laurine Rausch at the Tuesday,
March 14, 2023, Canvassing Board Meeting. The Board discussed the provisional ballot.

MOTION: Member Mellen, seconded by Member Lowrie, moved to accent the
provisional ballot of Donald G. Rausch. Motion carried unanimously.
Member Lowrie stamped the ballot: ACCEPTED
#4 Provisional Ballot: Gregory Johnson — Voter voted at the Ocoee Lakeshore Center precinct
when he should have voted at the Fire Station 39 precinct. The Board discussed the
provisional ballot.
MOTION: Member Mellen, seconded by Member Moyer, moved t2_reject the
provisional ballot of Gregory Johnson. Motion carried unanimously.
Member Lowrie stamped the ballot: REJECTED
RESULTS VERIFICATION
SOE Representative John Velazquez showed the Board the tapes from the three precincts. The
Board looked at the counts and verified that there were no changes.

Rusty Johnson winning the seat of Mayor, Scott Kennedy winning the seat of
Commissioner for District 1, and Richard Firstner winning the seat of Commissioner for
District 3: Motion carried unanimously. Whereupon, the Canvassing Board signed and
certified the March 14, 2023 Election Results,

RANDOM SELECTION OF RACE AND PRECINCTS
On March 14, 2023, the Canvassing Board determined by random selection which race would be
audited, and District 2 was picked. SOE Representative Dan Szalay explained the audit
procedures to the Canvassing Board.
CANVASSING/AUDIT TEAM
SOE Audit Team Members separated and counted ballots from District 2, and the results were
as follows:

RESULTS COMPILATION
SOE Audit Team showed the Manual Audit Team Worksheet to the Board to compare it with
the tabulator results, and the Board confirmed that all numbers matched. The board members
signed the Manual Audit Team Worksheet. SOE Audit Team filled out the required worksheets
and reports, and all originals were retained by the Supervisor of Elections Office.
POST LOGIC AND ACCURACY TESTS
SOE Representative Cesar Castro verified with the board that the tabulator was zeroed out. He
processed ballots through the machine. The Canvassing Board Members compared the post
accuracy test for accuracy. The Board verified the pattern was correct; and further, the
Canvassing Board Members initialed and dated both tests.

The meeting adjourned at 3:45 p.m.

vote -by -mail and provisional ballots; and further, met on March 17, 2023, to canvass provisional ballots and
