Subject: Notification of Emergency Purchase with PSI Technologies for Pumps and Motor for
Reuse and Transfer Pump Stations at the Wastewater Treatment Plant per Emergency
Notification – Section 21.6, Chapter 21, City of Ocoee Code of Ordinances. (Utilities Director

Background Summary:
The ARPA project list includes replacement of eight pumps at the wastewater treatment plant, four split case
pumps and four vertical turbine pumps. The pumps are being replaced because they have been in service for
20 years, and are at the end of their useful life span.
Three of the pumps designated for replacement using ARPA funds have recently failed. Due to the long lead
time for pumps, Staff contacted PSI Technologies (PSI), who is a single source vendor for wastewater plant
products, and did an emergency purchase to replace one split case pump and two vertical turbine pumps. If
another pump fails, the City will lose the ability to supply reclaimed water to its residents.
Two of the three pumps have already been delivered to the wastewater treatment plant. All three pumps will
be installed by Cathcart Construction, who was approved by the Commission on July 19, 2022, as a vendor for
construction projects under $500,000. Utilities plans to purchase the remaining pumps from PSI for
consistency and installation will be bid by our two approved contracting vendors, or we will go outside to bid if
necessary.

Provide notification to Mayor and City Commission of Emergency Purchase.
