Good morning Victoria,
Thank you for your question regarding state statute 320.02. I have been asked to review and respond.
It is accurate that if you are not using a vehicle on Florida roads, the state does not require registration. If you register your vehicle you are signaling to
the Florida Department of Highway Safety and Motor Vehicles your intent to use it on public roadways. For this reason registration requires Florida
minimum insurance and your license can be suspended if a vehicle in your name is registered without insurance or the insurance is cancelled while the
vehicle is still registered.
I cannot speak to any local regulations regarding registration, however, state law does not require it for vehicles on private land not being actively used
for travel on public roads.

Dear Code Enforcement,
This is in response to the Notice of Hearing on April 25, 2023 at 7:00 p.m. The "Statement
of Violations" references Chapter 165, Vehicles, Abandoned and Junk. It says the code
violated is 1654.
Part A of 165-4 says that a vehicle is abandoned if it is parked continuously on public
property for 48 hours. The vehicle in question is parked in a driveway on private property,
so it is in compliance with Part A.
Part B of 165-4 references Non -operating vehicles. (1) It shall be prima facie evidence that
a motor vehicle is non -operating if one or more of the following conditions exist (a) The
absence of a currently registered license plate on a vehicle unless such vehicle is not
required to have a licensed plate.
The important question, then, is whether the vehicle is required to have a currently
registered license plate. The State of Florida issues license plates, so they have the power to
determine who or who does not need a currently registered license plate.
Here is what the State of Florida Statutes say about registering a vehicle that is not being
driven:
320.02 Registration required; application for registration; forms. —
charge of a motor vehicle that is operated or driven on the roads of this state
shall register the vehicle in this state. The owner or person in charge shall apply
to the department or to its authorized agent for registration of each such vehicle
on a form prescribed by the department. A registration is not required for any
motor vehicle that is not operated on the roads of this state during the
registration period. (Emphasis mine)
Donna Sams Stealey is not operating her Izuzu Ascender, the vehicle in question, on the
roads of this state during the registration period. Neither am I, nor anyone else. Therefore
it does not need a current registration. I have been informed by state officials that the
Florida Statute supersedes any local ordinance, and it applies to the current situation where
the owner of the vehicle is not medically cleared to drive it at this time. There are
American's with Disabilities Act considerations.
Please close this violation and let me know that I no longer need to appear at the hearing.
It is my goal to have the vehicle removed from my driveway, and I am taking necessary
steps to accomplish that, but it is unlikely to happen before the hearing date. I appreciate
your service to keep Ocoee as the "Center of Good Living," and will work with you to
accomplish that goal.

Arrived on -site for emergency drain cleaning job. Main sewer line blockage. Cabled thI clean out back of
house towards master bathroom, pulled back massive amount of papers. Dropped water check operation
tested fine.
Cabled thru pulled toilet guest bathroom laundry area, water was overflowing, pulled back papers blocking
pipes. Televised found lots of rust and scales around pipes due to old cast iron pipes that slows down water
and flow and catches papers. Recommended hydrojetting to remove rust and scales. Completion Date:

1) unstopped tub shower stall drain, it took considerable time to unclog, we pulled toilet paper and hair out of
the drain item
2) we changed out the tub diverter spout in tub please note :there is a possibility whoever installed the
shower valve prior to us showing up did it wrong so this customer may need another shower valve installed
properly for operational purposes in the future however we were not authorized to replace the shower valve in
the wall so the best option was to replace the diverter tub spout so that the shower will not come on when
they are using the tub.

pouring new concrete )
