(Community Relations Manager Wright) Background Summary: The Ocoee City Commission approved the implementation of the new Ocoee Neighborhood Matching Grant Program at their meeting on October 15, 2019. The grant program was formerly known as the Most Valuable Partnership Awards (MVP). Staff revamped the MVP to simplify and improve the application process and criteria. The Neighborhood Matching Grant Program is held annually. This year’s grant cycle opened on February 17, 2023. Applications were due on March 17, 2023. The Neighborhood Matching Grant Program is for homeowner associations (HOA) and neighborhoods that do not have a structured HOA. The goal of the grant program is to assist residents with making improvements to their neighborhoods. The maximum matching grant award is $2,000. Applicants pay for their improvement projects, and then get a portion back, up to a maximum of $2,000. Given the nature of the grant program, which is to improve city neighborhoods, the Development Services Department conducted the primary review of applications. Ten (10) Homeowner Associations submitted grant applications for this grant cycle. The total amount requested is $19,500. There is $28,000 available for the grants. Nine (9) applicants requested $2,000 (the maximum amount). One HOA, Willows on the Lake, requested $1,500. 1. Admiral Pointe Replace old landscaping on large Keaton Parkway common ground island. Amount requested: $2,000 Staff recommendation: $2,000 2. Ashton Park Reroute and repair irrigation system to increase efficiency, growth and water conservation. Amount requested: $2,000 Staff recommendation: $2,000 3. Cross Creek of Ocoee Replace neighborhood entrance monument/sign on Maguire Road. New sign will be made of brick, stone and have new lettering. Amount requested: $2,000 Staff recommendation: $2,000 4. Amount requested: $2,000 Staff recommendation: $2,000 6. Remington Oaks Install security lighting in parking lot of community pool. Amount requested: $2,000 Staff recommendation: $2,000 7. Spring Lake Reserve Install mulch and/or plant enhancements to common areas. Remove dead/thinning plants along exterior walls. Amount requested: $2,000 Staff recommendation: $2,000 8. Village of Wesmere Install new playground in community common area. Amount requested: $2,000 Staff recommendation: $2,000 9. Westyn Bay Install emergency egress buttons for two gates to the pool area; speed bumps for vehicle entry and exit gates. Amount requested: $2,000 Staff recommendation: $2,000 10. Willows on the Lake Restoration of Community Gazebo with pressure washing, new planks and overall sealant of wood. Amount requested: $1,500 Staff recommendation: $1,500 Please NOTE: Silver Glen HOA submitted a grant application and is requesting $2,000. Silver Glen received a neighborhood grant last year (September 2022) and due to extenuating circumstances, they received only partial payment of $895.67. Issue: Should the City Commission approve the Group A Neighborhood Matching Grant funding recommendation of $19,500? Recommendations: Staff recommends approving either: Group A – Staff recommends the 10 HOAs (listed above). The 10 applicants requested a total of $19,500. There is $28,000 allotted for the neighborhood grant program. The HOAs listed below have conditional approval. Forest Ridge – Conditional approval based on meeting the following requirements for their improvement project: Obtain a right-of-way use permit from Public Works and plant a smaller tree, such as a crape, which is better suited for the entry improvement project. Cross Creek of Ocoee – Conditional approval based on meeting the following requirements for their improvement project: Approval is needed for a sign reconstruction permit or Group B – 11 HOA applicants, including Silver Glen HOA, requested a total of $21,500.There is $28,000 allotted for the neighborhood grant program.
