Background Summary:
The Code Enforcement Board was created by Ordinance No. 741 on June 16, 1981. The purpose of this
Board is to review residential property infractions of the City Technical Codes, negotiate compliance and
impose fines for failure to comply. The City utilizes a magistrate apart from the Code Board for code
enforcement issues involving commercial properties. The Code Enforcement Board shall consist of seven (7)
regular members and two (2) alternate members, all with three-year terms. Currently, the Board has six (6)
regular members and no alternate members.
An application has been received by Crystal Smalldon who has shown an interest in being appointed to the
Code Enforcement Board as a regular member for a term ending June 2026. At this time there are no other
applications on file for this Board.
Issue:
Should the Honorable Mayor and City Commissioners consider appointing Crystal Smalldon to serve as a
regular member on the Code Enforcement Board for a three-year term?
Recommendations:
Staff recommends that the Honorable Mayor and City Commissioners consider appointing Crystal Smalldon to
the Code Enforcement Board to serve as a regular member for a term ending June 2026.

Police Services where I sat for 7 years working through Code Enforcement Issues
as well as Crime Prevention and planning
