(Assistant City Manager Shadrix) Background Summary: On July 18th, 2023, the City Commission held a workshop to discuss items of importance in the context of the Downtown Redevelopment Area as well as the implementation of downtown City projects. During the workshop, staff presented an overview of the downtown master plan, provided an update on the downtown master plan implementation, and the City Commission identified areas of priority moving forward. There were several items that were discussed that were of a nature requiring official action of the commission: 1. Parking: The City Commission agreed that more downtown parking is needed, particularly during special events. The consensus of the commission was that the City should look into leasing or purchase of 1-2 parcels of land that could be brought back before the City Commission for consideration of development of more public parking. Additionally, the City Commission were in agreement that the grass area to the north of the Ocoee Women's Club building could be used for overflow parking. 2. Sewer Projects: Following the update and status of current downtown sewer projects, the City Commission reached consensus that the Floral Avenue sewer project should be extended to include extension of the line west of the railroad tracks to the City -owned property at McKey St. and Kissimmee Ave. 3. Possible Downtown Community Redevelopment Area: Staff presented recommendations to pursue creation of a Community Redevelopment Area (CRA) for the downtown and the City Commission agreed that it was a good idea to continue with the necessary actions/studies towards creation of a CRA for downtown Ocoee. 4. Development of Key City Assets/Properties in the Downtown including the Recording Studio and the Old City Hall: During this portion of the workshop, the City Commission provided feedback on the importance of picking the appropriate projects for redevelopment of the old City Hall (scheduled for demolition in August) as well as the recording studio. Walkability, park accents, and uses were discussed and staff recommended that the City Commission engage a master developer that would create the appropriate vision for the development of City assets in the downtown, which would be a collaboration with the City. Recommendations: Staff recommends the Honorable Mayor and City Commissioners direct staff to begin implementation of the goals identified at the workshop held on July 18th. Attachments: None Financial Impacts: As each item discussed (parking,sewer, CRA, and master development contract) will have individual financial impacts, they will be addressed sequentially with the upcoming budget as well as at the time they are brought forward for further City Commission approval.
