Background Summary:
The Ocoee Fire Department (the department) seeks approval for the purchase of a Sutphen SP 70' Platform
ladder truck. This apparatus is available for immediate purchase and would be delivered in the beginning of
calendar year 2024.
Currently, the department's primary fire suppression fleet consists of 4 front line fire engines. The department
needs a ladder truck that has the ability to reach multi -level structures. The department's most recent ISO
evaluation revealed that, due to current and anticipated development, there existed a growing need for a
ladder truck. Without a fully staffed ladder truck, the department may not be able to sustain its ISO rating of 1.
Anticipating future growth of the City, the department included $2.5 million dollars for the future purchase of a
ladder truck in its budgetary process. On September 22, 2023, the department was notified of the availability
of a newly constructed Sutphen SP 70' Platform ladder truck at a cost of $1.5 million dollars. Purchasing this
apparatus would provide the City a savings opportunity of approximately $1 million dollars. Current production
timelines for new platform ladder trucks are approximately 40 months. This apparatus would be delivered to
the department within 4 to 6 months, significantly decreasing the delay in obtaining, training, and placing in-
service a critically needed resource.
Purchasing this ladder truck would provide the department with valuable, life-saving firefighting capabilities,
including:
A 70' telescoping aerial platform bucket, which would allow for safer victim removal from multistory structures
as well as for safer transportation of equipment to the roof of structures.
Ability to ventilate horizontally and vertically from the safety of the platform bucket.
Additional heavy-duty ladders for use in technical rescue applications.
An elevated master stream for large fires.

Recommendations:
Staff recommends the Honorable Mayor and City Commissioners approve additional appropriations for the
General Fund of $1,500,000 for the procurement of a SP 70' Platform ladder truck.

ORDINANCE NO. 2023-
AN ORDINANCE OF THE CITY OF OCOEE, ORANGE COUNTY, FLORIDA,
RELATING TO THE CITY BUDGET; AMENDING THE CITY BUDGET
ADOPTED BY ORDINANCE 2023-17 FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 2023, AND ENDING SEPTEMBER 30, 2024, BY PROVIDING FOR
INCREASE OF APPROPRIATIONS; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
SECTION 1. Authority. The City Commission of the City of Ocoee has the authority to
adopt this Ordinance pursuant to Article VIII of the Constitution of the State of Florida, Chapter
166 Florida Statutes, and Section C-38 of Article VI of the Charter of the City of Ocoee.
SECTION 2. Intent and Purposes. The City of Ocoee budget for the Fiscal Year
beginning October 1, 2023, and ending September 30, 2024, as adopted by Ordinance 2023-17 is
hereby amended as follows:
Increase of appropriations totaling $1,500,000 in the General Fund, for the
procurement of a Ladder Truck for the Ocoee Fire Department is hereby
confirmed, adopted and approved in all respects by the City Commission of the City
of Ocoee.
SECTION 3. Appropriations. There are expressly appropriated out of anticipated
revenues and monies necessary to meet the supplemental appropriations stipulated by and in said
amended final budget.
SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Ordinance is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the remaining portion hereto.
SECTION 5. Effective Date. This Ordinance shall become effective ten (10) days after
its passage and adoption.

One Sutphen HS-7509 Demo Heavy Duty 70' Mid -Mount Tower/Ladder Complete
for the sum of............................................................................$1,500,000.00
"Pricing is based on Sourcewell Cooperative Purchasing Contract #113021-SUT.
The unit shall be completed in accordance to the following proposal and delivered in
approximately 3-4 months from the date of the contract signing or purchase order, subject
to delays from all causes beyond our control.
This proposal shall be valid for thirty (30) days. If the contract or purchase order is not
received within this proposed duration, we reserve the right to extend, withdraw, or modify
our proposal, including pricing, delivery times, and prepayment discounts as applicable.
Should any changes be required as mandated by NFPA, EPA, or other Federal, State or Local
Governments, or changes due to part availability or vendor relationships, such changes shall
be documented on a change order and purchaser shall be responsible for additional charges
as applicable. These may include but are not limited to changes that affect the major
vendors of the fire apparatus industry such as pump manufacturer, seat manufacturer,
electrical power supplies (generators) and powertrain (engine & transmission).
