(Deputy Fire Chief Van Camp) Background Summary: On July 18, 2023, the City Commission approved the Fire Department (the department) to submit a matching (75%/25%) application through the Florida Firefighter Cancer Decontamination Equipment Grant for the purchase of one hundred (100) sets of structural firefighting gloves in various sizes (ex. small, medium, large, etc.). This was intended to ensure that all agency members have two sets of gloves immediately available. It would also have provided a small number of spare gloves that would be available to crews in the event that their primary and secondary PPE become contaminated or damaged and need to be replaced. The department was notified on September 26, 2023, that it was awarded a matching grant for the purchase of 63 pairs of gloves, for a total cost of $6,300. This will provide all combat members with a second set of structural firefighting gloves. The department will be responsible for matching 25% of the total cost, which will be $1,575. The purchase of spare gloves will be included in future budgetary processes. The Florida Firefighter Cancer Decontamination Equipment Grant was created within the Division of the State Fire Marshal to help protect the health and safety of firefighters in the State of Florida. The program will provide financial assistance to help fire departments procure equipment, supplies, and educational training designed to mitigate exposure to hazardous, cancer-causing chemicals. The objective of this program is to award matching grants to eligible fire departments on a financial-need basis, for the purchase of the equipment, supplies, and training designed to mitigate exposure to those chemicals. Issue: Should the Honorable Mayor and City Commissioners approve the acceptance of the grant for the purchase of structural firefighting gloves? Recommendations: Staff recommends that the Honorable Mayor and City Commissioners approve to accept the grant and purchase the structural firefighting gloves. Attachments: 1. The Florida Firefighter Cancer Decontamination Equipment Grant would provide 75% ($4,725.00) of the total cost. If successful, the financial impact on the city would be the remaining 25% ($1,575.00). The department has included this cost into its annual personal protective equipment budget. Bluford Avenue Ocoee, FL 34761 Re: Florida Firefighter Cancer Decontamination Equipment Grant Program Dear Chief Smothers, The Bureau received requests for $2.25 million dollars equipment under the Fiscal Year 2023/24 Florida Firefighter Cancer Decontamination Equipment Grant. On behalf of the Division of State Fire Marshal, we are pleased to inform you that your grant application has been approved. The Bureau of Fire Standards and Training carries out the responsibilities of administering your grant. The approved project is to purchase 63 pairs of gloves not to exceed a total cost of $6,300.00 Your department is responsible for 25% of this amount. Please note that the grant does not pay for shipping, installation, wiring and/or plumbing, accessories, or supplies. In order for your department to participate in this grant, you are required to accept the grant award within 30 calendar days of receipt of this letter. Please send your acceptance/denial email to susan.schell@myfloridacfo.com. Once accepted, the department/fire service provider will receive a contract agreement that you are required to approve, execute the Agreement, and submit a copy of the entire contract document by email to susan.schell@myfloridacfo.com. As per grant award, the department/fire service provider is required to be in “full” Safety Compliance from the Bureau of Fire Standards and Training. Any outstanding compliance items are to be completed within 90 days of the grant award notification. If not completed, then the grant award will be revoked.
