REGULAR CITY COMMISSION MEETING
• CALL TO ORDER 6:15 PM
Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers
of City Hall. The invocation was led by Commissioner Hart, followed by the Pledge of
Allegiance to the Flag led by Brad Lomneck, Ocoee Resident. City Clerk Sibbitt called the
roll and declared a quorum present.
Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner
Firstner, Commissioner Hart
Also Present: City Manager Frank, City Attorney Geller, City Clerk Sibbitt

2024 Black History Month Proclamation – read and proclaimed by Mayor Johnson, and
accepted by members of the Human Relations Diversity Board.

The following persons addressed the City Commission:
- Jim Moyer, Ocoee Resident and Chair of the Human Relations Diversity Board, thanked the
Mayor and Commissioners for celebrating Black History Month and presenting the Black
History Month Proclamation; he stated that February also holds President’s Day, Valentine’s
Day, and the Lunar New Year and wished everyone that celebrates the month’s holidays a
great month.

Consent Agenda Motion
Motion: Move to adopt the Consent Agenda Item #1-6.
Moved by Commissioner Firstner, seconded by Commissioner Kennedy; Motion
carried 5-0.

3. Approval to Award Invitation to Bid (ITB) #24-004 Asphalt Paving Projects for Fiscal

4. Approval to Reject the Sole Bid Received for ITB #24-001 Ocoee WWTF Electrical
Upgrade and Expansion (ARPA Federal Grant Funded Project). (Procurement
Manager Tolbert)
5. Approval of Clarke Road Widening Property Purchase Agreement. (Public Works

6. Approval of Contracted Sidewalk Repairs Utilizing Existing City of Kissimmee Contract

7. HRDB 2024 Initiatives Presented by HRDB Board Member Kellie Beck. (Support
Services Director Gaines)
HRDB Member Beck presented a brief overview of the 2024 Diversity Drives Ocoee Initiative
for consideration by the City Commission. This initiative is designed to establish an ongoing
educational program that corresponds with the HRDB's objectives delineated in its bylaws.
The 2024 Diversity Drives Ocoee Initiative will offer monthly training topics aligned with
various diversity months, and aims to educate, engage, and empower the community to
embrace diversity, equity, and inclusion principles. Through collaboration with Orange County
Library System’s partnership with LinkedIn Learning, participants will have access to curated
training resources that foster a deeper understanding of diverse perspectives, cultures, and
experiences, ultimately contributing to a more inclusive and equitable community
environment. There is no cost to the City on this initiative, the HRDB would only need City
staff’s support through updating the website and posting to the City’s Facebook page each
month.
Motion: Move to approve the HRDB Board 2024 Diversity Drives Ocoee Initiative;
Moved by Commissioner Hart, Seconded by Commissioner Kennedy; motion carried
unanimously.
Furthermore, HRDB Member Beck shared she seeks approval for the brochure in their
agenda packet which detailed the Board's goals, featured an infographic illustrating Ocoee's
demographics, and included a survey aimed at soliciting feedback from Ocoee residents. Brief
discussion ensued on funding source and distribution as the HRDB only has $2,000 in their
budget. HRDB Member Beck also asked the City Commission for permission to host the
survey on the City’s website for those who may not receive a City water bill but reside in the
City limits.

Motion: Move to approve the printing and mailing of the HRDB Brochure which
includes a survey, with necessary funding to come out of Contingency Funds; Moved
by Commissioner Hart, Seconded by Commissioner Kennedy; motion carried
unanimously.
• COMMENTS FROM COMMISSIONERS 6:40 PM
Commissioner Kennedy – Commented on the following:
1) Requested a discussion on Operating Rules and Procedures for the City Commission
similar to what other cities may have. Consensus of the City Commission was to have the
City Attorney draft Operating Rules and Procedures for the City Commission for their
review at the next City Commission Meeting.
2) Shared that he would like an agenda item to discuss legal matters and receive the
Attorney’s thoughts on those issues, and if there are any possible ordinances or charter
amendments that have raised from those issues. City Attorney Geller stated that he does
have some recommendations and will present them at the next meeting.
Commissioner Wilsen – Commented on the following:
1) Announced March 9th is Spring into Conservation which will be held at Unity Park, on
Franklin Street. She asked for a consensus to close the road between the railroad tracks and
Bluford Avenue, for this event. Consensus of the City Commission was to approve the
road closure for this City event. City Manager Frank informed the City Commission that
staff looked into the road closure provisions in the Code, and they determined that these will
not always have to come forward for consensus, unless there is some type of road closure of a
vast number of streets or an event greater than a neighborhood celebration.
2) Announced the Mardi Gras Line Walk being held this Friday, February 9th at Unity Park,
leading to the Mardi Gras Block Party in downtown.
3) Noted that the contract discussed last meeting was to appoint Assistant City Manager
Craig Shadrix as City Manager upon Rob Frank’s retirement, as that was not clarified in their
discussion. Mayor Johnson inquired if they could designate the Assistant City Manager as the
successor to the City Manager. City Attorney Geller answered in the affirmative. Mayor
Johnson further voiced that he would like for Assistant City Manager Shadrix to be involved
with his contract. City Manager Frank assured the Mayor that Assistant City Manager Shadrix
will have reviewed his contract prior to their review for approval.
Commissioner Firstner – Commented on the following:
1) Announced the Community Market is now open every first Thursday of the month from
5:00 PM – 9:00 PM at the Ocoee Lakeshore Center.
2) Announced Healthy West Orange is having a party on February 17th from 4:00 PM –
7:00 PM at Wellness Park.

Commissioner Hart – Commented on the following:
1) Congratulated the Ocoee High School Jazz Band and praised their talents.
2) Expressed his content with Ocoee High School having the highest graduation rate in this
region.
3) He urged and reminded residents to please vote this election for a candidate they
believe in, and further expressed that the City Commission positions need to remain part-time.
4) Announced that at the next meeting, he will give his comments on Black History Month,
and praised the Acting Police Chief for speaking at the HRDB.
Mayor Johnson – Commented on the following:
1) Commended the HAPCO Jazz event, and shared music is great for the children.
2) Asked if City staff could post the upcoming concrete and paving locations on the City’s
website and Ocoee TV to help alleviate calls.
3) Announced the City is a great place thanks to the right staff, employees, managers, and
elected officials.
4) Encouraged residents to please come out to both the Mardi Gras and Spring to
Conservation events.
