(Zoning Manager Whitfield) Background Summary: Owner/Applicant: The applicant/property owner is Maguire Holding Group, LLC., as represented by Mr. Ruben Larrea. General Location: The property is located in Commission District 3 and generally on the southwest corner of the Maine Street and South Bluford Avenue intersection. Property Size and Parcel ID No.: The property contains approximately 2.6 acres and is assigned parcel ID number 20-22-28-0000-00-074. Existing Site Conditions: The table below summarizes the existing conditions of the property. The property is zoned C-2 and is subject to the development standards of the C-2 zoning district. However, it is also located within Sub- City of Ocoee ▪ 1 N. Bluford Avenue ▪ Ocoee, Florida 34761 Phone: (407) 905-3100 ▪ www.ocoee.org area 1 of Target Area 2 of the Community Redevelopment Area (CRA) and, as such, also benefits from the provisions of the CRA Target Areas Special Development Plan (SDP), which includes more flexible and alternative standards that allow for flexibility in design. The Target Areas SDP allows a minimum of zero (0) feet building setback in Sub-area 1 but does not have alternative parking and loading ratios for hotel uses. Therefore, the proposed Preliminary Site Plan includes a waiver table to request waivers as follows: • Building Setback - North: from 25 feet to 9.79 feet • Building Setback - West: from 25 feet to .61 feet • Number of parking spaces: from 133 required spaces to 108 proposed spaces (based on a parking study attached). Per the applicant's parking study, anticipated parking demands are as follows: 75% occupancy rate (25% vacancy rate) for the hotel, 8 parking spaces for employees (based on work shifts), and 8 parking spaces for food and beverage use. • Number of loading spaces: from 3 loading spaces to 1 loading space • Maximum Building Height: from 5 stories to 6 stories Staff supports the requested waivers since the vision for CRA Target Area 2, particularly with the planned wide-walks and round-about at Maine Street associated with the Bluford Streetscape Project, is for this area to be developed with suburban and urban land uses with a pedestrian-friendly environment and with buildings at maximum heights of 5 stories to 8 stories. Stormwater: Stormwater will be provided on-site, and engineering for the retention pond will be reviewed during the Final Site Plan review. Access: Access will be provided by a full driveway off of Maguire Road and a right-in/right-out driveway off of Maine Street. This development will also provide a vehicular interconnect to the existing hotel on the south. Utilities: The Utilities Department has approved the proposed Preliminary Site Plan and provided guidance to the applicant for the utility engineering for the Final Site Plan. Issue: Should the Honorable Mayor and City Commissioners approve the Preliminary Large-Scale Site Plan for the Cambria Suites at Ocoee hotel development located on the property assigned parcel ID number 20-22-28- 0000-00-074? Recommendations: Development Review Committee Recommendation The DRC met on Tuesday, February 6, 2024, to consider this item and, following discussion, made a recommendation of approval of the Large-Scale Preliminary Site Plan for the Cambria Suites at Ocoee Hotel development subject to the following conditions: 1. The alignment and engineering of the driveway at Maine Street will not conflict with the round-about, 2. A development agreement may be considered to address the re-alignment of this driveway, if needed, during the final design and construction of the round-about and 3. Staff and the applicant will continue to look into additional parking options at the time of final site plan review or future projects in the area. Planning and Zoning Commission (PZC) Recommendation The PZC met on Tuesday, February 13, 2024, to consider this item. Discussion was relative to parking and the restaurant use. The applicant team stated that their client now owns the property directly across from this property on the north side of Maine Street and that should additional parking be needed in the future, they would have the means to provide such parking. Also, the applicant stated that the restaurant in the hotel City of Ocoee ▪ 1 N. Bluford Avenue ▪ Ocoee, Florida 34761 Phone: (407) 905-3100 ▪ www.ocoee.org would be operated by the hotel and not a separate end user. Following discussion, the Planning and Zoning Commission made a recommendation of approval of the Large-Scale Preliminary Site Plan for the Cambria Suites at Ocoee Hotel development subject to the DRC Conditions of Approval. Staff Recommendation Staff recommends that the Honorable Mayor and City Commissioners approve the Preliminary Large-Scale Site Plan for the Cambria Suites at Ocoee Hotel development located on the property assigned parcel ID number 20-22-28-0000-00-074, subject to the following conditions: 1. The alignment and engineering of the driveway at Maine Street will not conflict with the round-about, 2. In the past most guests traveled to their hotel via with their own personal car or when flying to the destination they would arrive via rental car. Today, as you know, there are several other choices such as Uber, LIFT ect.. We have experienced a falloff of the one-to-one vehicle per rented room over recent years in Orlando and anticipate the same average ratio in the hotel market that we are entering in Ocoee. We have observed, in many locations, the reduction from the one-to-one ratio parking space per bedroom to a 0.5-to-1 ratio. I have attached a CoStar report that reflects similar type hotels averaging a 0.84 spaces ratio for every guestroom occupied; subsequently, we are requesting consideration to a reduction authorizing a 0.75-to-1 ratio, equating our 117 rooms to 88 spaces. This does not include having some public, street parking alongside our hotel property. When you review this report and our editorial below, we are hopeful that consideration will be granted accordingly in order for us to proceed with our project. Employee Parking: (total 8 parking spaces) In this scenario we are requesting you to stay with the code per shift of 1 space for manager plus one space for every three employees. We estimate that at any peak period we would not exceed the following: Scenario: 117 occupied rooms if at 100% occupancy = housekeeping staff average guest length of stay would be 2.5 days. We would realize 47 check out rooms of which a maid cleans16 C/O day that equates to 3 maids., the remaining 70-rooms are classified as stayovers and require a daily refresh (our maids do 30 to 32 daily refreshes per day), which would calculate to 2 additional maids. We would also require 1 houseman, 2 supervisors and the department manager, for a total of 9 employees (this takes into consideration Do not disturb requests, which get zero service). Next, we have Front desk, which would require 2 employees. Maintenance would require 2 pp. F & B with 50 seats and a staffing guide of 25 covers per 4 hours for breakfast and 4 hours for lunch (8-hour shift) would equate to 2pp plus culinary staff of an additional 2 pp plus 1 bartender and 1 manager for a total of 6pp in F&B. Then there is the event space of 1,500 sq ft reflecting day-time events more than nighttime. A sit-down meal function requiring the most servers, we count 10 sq ft per function attendee. So 1,500 would equate to a maximum of 150 pp (we would discourage maximum capacity in lieu of attendee comfort.) We would increase ours to 15 sq ft per person, which equates to 100 maximum attendees divided by 1 server for every 25 seats, equaling 4 servers as the F & B manager would supervise the event. This gives a total of 24 employees divided by 3, which equals a total of 8 parking spaces. F & B: (total 8 parking spaces) The build out of the F & B outlet space (mainly rooftop) is driven to attract our in-house guest and to capture more than our fair share of the market’s occupancy; therefore, we have minimal expectations of driving heavy local traffic to the hotel. Although we do believe we will capture some of that local business, it would be controlled understanding that most locals coming will be nighttime patrons, visiting when we do not have the housekeeping staff at the property that reduce available spaces. I view this as potentially a trade-off as employees leaving from the heavy daytime shift are now available for local drive-to guests to the property. However, the code reads, “one parking space for every six seats”, which would equate to 8 parking spaces. We do not see this ratio happening during the daytime, but if so, this would be when the majority of our hotel guests will be off sight thus freeing up parking spaces. Event Space: (total 8 spaces) The event space, if I read the code correctly, refers to assembly, which is 1 space for every 100 sq. ft. In our case being 1,500 sq ft. requires us to have 15 dedicated spaces. I am asking consideration for 0.5 parking spaces for every 100 sq. ft. of meeting space. My reasoning is that this space is being considered for two objectives. One being to accommodate in-house groups for their respective meetings, noting that at best minimal, local, non-staying, guests would be attending as these meetings would take place during the daytime primarily. The second reason is to attract some local, social, events that would be more driven for night-time events allowing for additional parking spaces being available from the lack of our day-time employees not being on-site. These events also spark attendees to stay over as we promote “take the elevator home” campaigns. Once again reducing parking burden Alternatively we could incorporate valet parking to assist in controlling on-site traffic while adding a touch of elegance to the event. If you grant us this allowance, this will account for another 8 parking spaces. In closing, the above scenario also does not take into consideration the additional public curbside parking spaces, which we understand can be used for our visiting local guests as well. The above, if granted, gets us to our 112 parking spaces, which we believe will adequately accommodate our hotel staff and their guests.
