Subject: Approval to Appoint the Mayor Pro Tem. (City Clerk Sibbitt)
Background Summary:
Section C-9 of the Ocoee City Charter states: … “The Mayor pro tem shall be elected from among the
Commissioners by the City Commission but shall continue to represent the district in which such
Commissioner resides. The Mayor pro tem shall be elected at the first City Commission meeting following the
swearing in of the candidates elected at each general city election … and shall serve as Mayor pro tem until
the successor is elected.”
On March 20, 2007, the City Commission established a policy to annually select the Mayor pro tem, even
during non-election years. Then, on April 6, 2021, the City Commission agreed to rotate the Mayor pro tem
annually based on districts. For the 2023-2024 term, the District 4 Commissioner would have been eligible for
the Mayor pro tem position, but the District 4 seat was vacant. Consequently, Commissioner Wilsen from
District 2 was selected to assume the role of Mayor pro tem. Therefore, if the City Commission maintains its
previous consensus, the District 1 Commissioner will be considered for the Mayor pro tem position for the
2024-2025 term.
Issue:
Should the Honorable Mayor and City Commissioners elect Commissioner Kennedy (District 1) as Mayor pro
tem in accordance with City Charter Section C-9 and Commission Policy?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners elect Commissioner Kennedy (District 1) as
Mayor pro tem for the 2024-2025 term in accordance with City Charter Section C-9 and Commission Policy.
