of A. D. Mims, beginning approximately 160 feet west of Prairie Lake Boulevard.
Property Size and Parcel ID No.: The property contains approximately 2.25 acres and is assigned parcel ID
number 10-22-28-0000-00-133.
Existing Site Conditions: The property is currently vacant. The property was annexed into the City
and rezoned from Orange County A-1 to City R-1AA on January 17, 2023 and received Preliminary Subdivision
Approval on September 19, 2023. The table below summarizes the existing conditions of the property.

consistency with the R-1AA zoning
standards and the City's Arbor Code.
Based on the applicant's conversation with the Orange County Health Department, the applicant attests that
development of the subdivision at four (4) lots per acre satisfies the Statutory requirement of quarter (1/4) acre
lots for purposes of septic system separation requirements.
Transportation and Access: The parent tract is accessed by A. D. Mims Road; however, the new lots will be
accessed via a new public roadway that will be constructed as part of this subdivision. The adopted level of
service (LOS) standard for A. D. Mims Road, from Sandy Cove/Wurst Road to Apopka Vineland Road, is E,
and as of 2022, the operating LOS was C, with a volume over capacity (V/C) ratio of less than 0.5.
Utilities: Water service will be provided by the City; however, sanitary services will be provided via private
septic systems.
Stormwater: Stormwater is being provided on site via a private stormwater pond on Tract B.
Schools: With the proposed six (6) dwelling single-family dwelling units, development of the subdivision is
considered de minimis per the Interlocal Agreement (ILA) with the Orange County School District.
Issue:
Should the Honorable Mayor and City Commissioners approve the Howard Meadows Final Subdivision Plan
for a 6-lot residential subdivision located at 8708 A. D. Mims Road, assigned parcel ID number 10-22-28-
0000-00-133?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners approve the Howard Meadows Final
Subdivision Plan for a 6-lot residential subdivision located at 8708 A. D. Mims Road, assigned parcel ID
