Bluford Avenue Ocoee, Florida June 4, 2024 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING • CALL TO ORDER 6:15 PM Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of City Hall. The invocation was led by Ages Hart, Ocoee Resident, followed by the Pledge of Allegiance to the Flag led by Commissioner Kennedy. City Clerk Sibbitt called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Oliver Absent: Commissioner Firstner Also Present: Assistant City Manager Shadrix, City Attorney Geller, City Clerk Sibbitt • PRESENTATIONS AND PROCLAMATIONS 6:16 PM Recognition of GGS Boys 2008 Gold Team State Cup Winners – Jane Rainer, representing GGS, introduced the GGS Boys 2008 Gold Team, the State Cup Champions and the only boys’ team in Central Florida to secure a title. Mayor Johnson awarded the team a $500 check to support their upcoming trip to Tampa for the Regionals. Presentation of Checks to High School Seniors by Ocoee City Commission - Commissioner Oliver acknowledged Jonathan Sirju, a senior at Ocoee High School, who had written to him to share his college aspirations after graduation, and presented him with $500 a scholarship check from his discretionary funds. Mayor Johnson acknowledged West Orange High School Senior, Lucas Dufresne, who is attending college on a baseball scholarship, and presented him with a $500 scholarship check from his discretionary funds. 2024 Small Cities Month Proclamation – proclaimed by Mayor Johnson Senator Geraldine Thompson arrived at 6:45 PM; therefore, this was heard out of Agenda Order after Second Reading of Ordinance. Legislative Update - Senator Geraldine Thompson provided an overview of the session, highlighting projects outlined in the budget, house bills, and ballot initiatives discussed in the legislature. She concluded by addressing questions from the City Commission. Regular City Commission Meeting June 4, 2024 2 | Page • STAFF REPORTS AND AGENDA REVIEW 6:28 PM Assistant City Manager Shadrix informed the City Commission that the Orange County Commission discussed proposed amendments that would limit the City’s ability to annex properties. He requested City Attorney Geller to provide the City Commission with a summary of the meeting's events. Assistant City Manager Shadrix also mentioned that City staff will continue to monitor the Orange County Commission's discussions and intervene as necessary to defend the City’s interests. • PUBLIC COMMENTS 6:31 PM Mayor Johnson recognized former HRDB Member and Ocoee resident, Lori Hart, on receiving her Doctorate Degree. The following persons addressed the City Commission: - Ages Hart, Ocoee Resident, gave encouraging words to graduating high school seniors heading to college and expressed the importance of education. • CONSENT AGENDA 6:35 PM Consent Agenda Motion Motion: Move to adopt the Consent Agenda Item #1-10; Moved by Commissioner Kennedy, seconded by Commissioner Oliver; Motion carried 4-0 with Commissioner Firstner absent. 1. Approval of Minutes from the Regular City Commission Meeting held May 21, 2024. (City Clerk Sibbitt) 2. Approval of Reappointment on the Code Enforcement Board (3-year term). (City Clerk Sibbitt) 3. Approval of Appointment to the Parks and Recreation Advisory Board. (City Clerk Sibbitt) 4. Approval of Fourth Amendment to the Contract for Interment and Inurnment Services at the City of Ocoee Cemetery and Approval of Resolution Amending Exhibit “B” Schedule of Product and Service Fees. (City Clerk Sibbitt) 5. Approval to Piggyback Florida Ag & Lawn Equipment Contract for Two (2) Utility Vehicles. (Parks and Recreation Director Johnson) 6. Approval to Surplus and Replace Air Conditioning System (HVAC) for Ocoee Clinic/ Parks and Recreation Department. (Public Works Director Krug) 7. Approval for Consent to Novation, Assignment, and Amendment Agreement with WSP USA Inc. (Public Works Director Krug) 8. Approval to Upgrade the SCADA Communication System at each City of Ocoee Lift Station. (Utilities Director Croteau) 9. Approval to Install Cured in Place Pipe Liner at the Intersection of Colonial Drive and Maguire Road. (Utilities Director Croteau) 10. Approval for Structural Repairs and the Purchase of a New Pump for Well #3 at the Forest Oaks Water Treatment Plant. (Utilities Director Croteau) Regular City Commission Meeting June 4, 2024 3 | Page • FIRST READING OF ORDINANCE 6:36 PM 11. First Reading of Ordinance for 338 N. Bluford Avenue - Rodriguez Property Small Scale Comprehensive Plan Future Land Use Map Amendment from LDR (Low Density Residential) to COMM (Commercial) and corresponding Rezoning from R-1AA (Single Family Dwelling) to C-2 (Community Commercial); Project No(s). CPA-2024-005 & RZ- 24-03-04. (Development Services Director Rumer) City Attorney Geller read the title of the ordinance, and it was announced this will be presented as a second reading and public hearing at the next scheduled City Commission meeting on June 18, 2024, at 6:15 PM or soon thereafter. 12. First Reading of Ordinance for Amendment to the Ocoee Land Development Code (LDC) pertaining to Part IA, Article VII, Floodplain Management. (Zoning Manager Whitfield) City Attorney Geller read the title of the ordinance, and it was announced this will be presented as a second reading and public hearing at the next scheduled City Commission meeting on June 18, 2024, at 6:15 PM or soon thereafter. • SECOND READING OF ORDINANCE – PUBLIC HEARING 6:38 PM 13. Second Reading of Ordinance to Implement Speed Enforcement Cameras in School Zones. (Police Chief Ogburn) Police Chief Ogburn explained that if the City Commission wishes to implement the Speed Enforcement Cameras in School Zones Program, or retain the ability to do so in the future, an ordinance must be approved by the City Commission. He outlined the options for consideration, and City Attorney Geller noted that the motion would need to involve the approval or adoption of the ordinance. City Attorney Geller read the title of the ordinance. The public hearing was opened. As no one wished to speak, the public hearing was closed. City Attorney Geller confirmed that a speed study had been presented, and Police Chief Ogburn affirmed this. A brief discussion followed on the options, which include the future installation of the cameras or their immediate installation. Motion: Move to adopt Ordinance No. 2024-21, Implementing Speed Enforcement Cameras in School Zones, and direct the Police Department to proceed with placement of cameras; Moved by Commissioner Kennedy, Seconded by Commissioner Wilsen. Motion carried 4-0 with Commissioner Firstner absent. • PUBLIC HEARING - None • REGULAR AGENDA - None Regular City Commission Meeting June 4, 2024 4 | Page • COMMENTS FROM COMMISSIONERS 7:04 PM Commissioner Oliver – Commented on the following: 1) Announced that hurricane season is June 1st through November 30th and urged residents to prepare, as an active season is predicated. 2) Encouraged everyone to drive carefully and asked residents to remind their teenage drivers to do the same. 3) Announced that several locations throughout the County offer free swimming lessons. 4) Read an inspirational quote. Commissioner Wilsen – Commented on the following: 1) Encouraged residents to become 'Home Rule Heroes' by advocating for their interests and expressing their thoughts and ideas to representatives through phone calls, emails, etc. 2) Announced the Sensus Program, which allows residents to track their daily water usage. Registration is available on the City's website. 3) Encouraged everyone to drive safe and emphasized the importance of obeying speed limits. Commissioner Kennedy – Commented on the following: 1) Spoke on Driver’s Education and expressed his desire to implement the course back in schools. 2) Congratulated Dr. Lori Hart on completing her Doctoral Degree. 3) Directed the Assistant City Manager to furnish the City Commission with design standards pertaining to small-box retail stores, specifically those under 25,000 square feet. Assistant City Manager Shadrix advised that individual communication would be given to each member of the City Commission. 4) Requested the City Attorney to provide guidance to the City Commission regarding the GPK contract and the necessary steps for its termination. Mayor Johnson – Commented on the following: 1) Expressed gratitude to Senator Thompson for her regular updates, and highlighted her commitment as one of the few senators to do so. 2) Requested an update on the sidewalk project at the next meeting. 3) Inquired about the status of the Wesmere tree matter. Assistant City Manager Shadrix mentioned that staff would revisit this topic for discussion sometime in July or August. 4) Urged everyone to be cautious and considerate of young residents on the streets during the summer, and announced the opening of the City pool. Assistant Manager Shadrix sought approval to organize an event, utilizing funds from contingency. Consensus of the City Commission was to allow use of Contingency Funds for the requested event. Regular City Commission Meeting June 4, 2024 5 | Page 5) Announced that May 2025 marks the City’s Centennial, they have started a committee and invite citizens to suggest ideas for the celebration.
