CALL TO ORDER 6:15 PM
Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of
City Hall. The invocation was led by Ages Hart, Ocoee Resident, followed by the Pledge of
Allegiance to the Flag led by Commissioner Kennedy. City Clerk Sibbitt called the roll and
declared a quorum present.
Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Oliver

Also Present: Assistant City Manager Shadrix, City Attorney Geller, City Clerk Sibbitt
Recognition of GGS Boys 2008 Gold Team State Cup Winners — Jane Rainer, representing
GGS, introduced the GGS Boys 2008 Gold Team, the State Cup Champions and the only boys'
team in Central Florida to secure a title. Mayor Johnson awarded the team a $500 check to
support their upcoming trip to Tampa for the Regionals.
Presentation of Checks to High School Seniors by Ocoee City Commission - Commissioner
Oliver acknowledged Jonathan Sirju, a senior at Ocoee High School, who had written to him to
share his college aspirations after graduation, and presented him with $500 a scholarship check
from his discretionary funds.
Mayor Johnson acknowledged '

Senator Geraldine Thompson arrived at 6:45 PM; therefore, this was heard out of Agenda Order
after Second Reading of Ordinance.
Legislative Update - Senator Geraldine Thompson provided an overview of the sessioll
highlighting projects outlined in the budget, house bills, and ballot initiatives discussed in t
legislature. She concluded by addressing questions from the City Commission. I

Assistant City Manager Shadrix informed the City Commission that the Orange County
Commission discussed proposed amendments that would limit the City's ability to annex
properties. He requested City Attorney Geller to provide the City Commission with a summary of
the meeting's events. Assistant City Manager Shadrix also mentioned that City staff will
continue to monitor the Orange County Commission's discussions and intervene as necessary to
defend the City's interests.

Mayor Johnson recognized former HRDB Member and Ocoee resident, Lori Hart, on receiving
her Doctorate Degree.

11. First Reading of Ordinance for 338 N. Bluford Avenue - Rodriguez Property Small Scale
Comprehensive Plan Future Land Use Map Amendment from LDR (Low Density
Residential) to COMM (Commercial) and corresponding Rezoning from R-1AA (Single
Family Dwelling) to C-2 (Community Commercial); Project No(s). CPA-2024-005 & RZ-
24-03-04. (Development Services Director Rumer)
City Attorney Geller read the title of the ordinance, and it was announced this will be presented
as a second reading and public hearing at the next scheduled City Commission meeting on June
18, 2024, at 6:15 PM or soon thereafter.
12. First Reading of Ordinance for Amendment to the Ocoee Land Development Code (LD1
pertaining to Part IA, Article VII, Floodplain Management. (Zoning Manager Whitfield)
City Attorney Geller read the title of the ordinance, and it was announced this will be present-Y-9
as a second reading and public hearing at the next scheduled City Commission meeting on Ju
18, 2024, at 6:15 PM or soon thereafter.
13. Second Reading of Ordinance to Implement Speed Enforcement Cameras in School
Zones. (Police Chief Oglburn)
Police Chief 0g1burn explained that if the City Commission wishes to implement the Speed
Enforcement Cameras in School Zones Program, or retain the ability to do so in the future, an
tirdinance must be approved by the City Commission. He outlined 1he options for consideration,
,?nd City Attorney Geller noted that the motion would need to involve the approval or adoption
of Vie ordinance.
City Attorney Geller read the title of the ordinance.
The public hearing was opened. As no one wished to speak, the public hearing was closed.
City Attorney Geller confirmed that a speed study had been presented, and Police Chief
0g1burn affirmed this. A brief discussion followed on the options, which include the future
installation of the cameras or their immediate installation.

Commissioner Oliver — Commented • the following:
1 ) Announced that hurricane season is June I st through November 30th and urged residen
to prepare, as an active season is predicated.
2) Encouraged • to • carefully and '• residents to remind their teenage •

3) Announced that several locations throughout the County offer free swimming lessons.
4) Read an inspirational quote.
Commissioner Wilsen — Commented on the following:
Encouraged residents to become 'Home Rule Heroes' by advocating for their interests and
expressing their thoughts and •' to representatives through phone calls, emails, etc.
2) Announced the Sensus Program, which allows •' to track their •r water usage.
Registration is available on the City's website.
3) Encouraged everyone to drive safe and emphasized the importance of obeying spee4
limits.
Commissioner • — Commented • the following:
I ) Spoke on Driver's Education and expressed his desire to implement the course back in

2) Congratulated Dr. Lori Hart on completing her Doctoral Degree.
3) Directed the Assistant City Manager to furnish the City Commission with design standards
pertaining to •• retail stores, •- those • 25,000 • feet. Assistant City
Manager Shadrix advised that individual communication would be given to each member of the
City Commission.
4) Requested the City Attorney to provide guidance to the City Commission regarding the GPK
• and the necessary steps for its termination.
Mayor Johnson — Commented on the following:
1 ) Expressed gratitude to Senator Thompson for her regular updates, and highlighted her
commitment as one of the few senators to do so.
2) Requested an update on the sidewalk project at the next meeting.
3) Inquired about the status of the Wesmere tree matter. Assistant City Manager Shadrix
mentioned that staff would revisit this topic for discussion sometime in July • •
4) Urged everyone to be cautious and considerate of young residents on the streets during the
summer, and announced the opening • the City •••
Assistant Manager Shadrix sought approval to organize an event, utilizing funds from
contingency. Consensus of the City Commission was to allow use of Contingency Funds
•`I the reguested event.

5) Announced that May 2025 marks the City's Centennial, they have started a committee and
invite citizens to suggest ideas for the celebration. The festivities will commence in January and
extend until the Centennial date in May.
