Subject: Purchase of a New ALS Rescue Truck
Background Summary:
The Ocoee Fire Department is approaching the implementation of Advanced Life Support service. The original
plan was to upgrade all three fire engines to deliver ALS throughout the City. Due to insufficient numbers of
Paramedic personnel, the original plan will be phased in, as the number of paramedics increase.
Issue:
In order to provide ALS citywide, a vehicle will need to be purchased that can respond to ALS calls throughout
the city, in order to provide the upgraded service to as many residents as possible. The rescue unit will respond
with Health Central Ambulance and a fire engine when the nature of the call requires it in order to maintain the
same level of service without a delayed response.
Recommendations
Staff recommends that the City Commission:
1) Authorize staff to secure funds from the Fire Impact Fee account, not to exceed $60,000.00 for the
purchase of a rescue truck, utility body, and necessary equipment to make it fully operational for emergency
service.
2) Approve piggybacking on the Florida Sheriffs Association & Florida Association of Counties contract for
the listed vehicle and equipment.

RE:
ALS Rescue Vehicle Purchase
ISSUE
Staff is requesting the approval of the City Commission to utilize Fire Impact Fee funds to purchase an ALS
Rescue Truck.
BACKGROUNDIDISCUSSION
With the staffing unable to support three (3) ALS engines at this time, a rescue truck is necessary to provide
ALS service to the entire City. By utilizing a smaller truck, two (2) paramedics will be assigned each day to gain
experience and upgrade the current BLS service throughout the City.
A Ford F-250 truck was selected to provide that service, due to its versatility and economical features. When
staffing permits the Fire Department to fulfill its goal of staffing three first run engine companies, the vehicle
will be available for use in the City fleet.
Associated equipment necessary to make the vehicle fully functional as an emergency vehicle includes radios,
opticom, mobile data computer, gps/avl, emergency lights and siren, lockable drug safe and graphics. There will
also be a need for small tools and equipment that will be included in the overall cost.
The Fleet Manager will assist in the procurement of the vehicle from a "best source" provider. The Sheriff's
state contract will be utilized, providing a better quote cannot be secured.
