BACKGROUNDIDISCUSSION As Ocoee's population has increased, larger numbers of the public are using the Starke Lake chain of lakes for water activities. In order to help provide a safe, recreational experience for the people who utilize these lakes, the Police Department seeks to purchase a boat with police impact fees. To date, the Police Department has been able to utilize a personal watercraft to patrol the lakes, but as the lakes have become more congested, additional visibility and coverage are required. The boat will augment the personal watercraft and allow additional visibility and City personnel on the lakes. Boats are not on the state bid list. City staff has researched boats suitable for the Police Department's purposes and has received quotes from area vendors ranging from $13,999.00 to $21,555.00 for a quality, shallow draft skiff equipped with a 90 (ninety) horsepower outboard motor and trailer. The highest quote is from BMC Boats in Longwood and the lowest quote is from Boat Tree in Sanford. Boat Tree supplied the Windermere Police Department with its police boat at dealer cost and has made the same offer to the Ocoee Police Department. The Windermere Police Department is satisfied with the boat's performance and Boat Tree's service. In order to increase the boat's visibility, help identify it as a police boat, and have it perform in an emergency capacity, an emergency light bar, siren, graphics, and basic boating equipment will need to be added to the boat. The cost of these accessories should not exceed $4000.00. 1 Decaul.
