STAFF REPORT
Meeting Date: October 1, 2024
Item #: 11
Contact Name: Michael Rumer Department Director: Michael Rumer
Contact Number: Ext. 1018 City Manager: Craig Shadrix
Subject: Centennial Planning Update and Direction. (Acting Assistant City Manager
Rumer)
Background Summary:
May 13, 2025, is the City’s 100th year anniversary. Based on this significant milestone, the Commission
directed staff to proceed with planning activities at the July 16, 2024, City Commission meeting. At this
meeting, staff gave a PowerPoint presentation highlighting the proposed outline for the City's centennial
celebration which is set to launch in January 2025 and continue throughout the year. The City Commission
waived the procurement policy to enable staff to engage a marketing and graphic design firm. Staff presents
three action items for the Commission's review:
The City Manager's Office has established several working committees to address different components of the
Centennial programs. These committees include: Golf Tournament, Time Capsule, Merchandise, Mobile
Exhibit, Centennial Community Celebration, Outreach and Marketing, Mural, Sponsors/Partners, Budget, and
Music.
A. Centennial Logo: The City Commission approved a contract with Crabtree Ink Creative (this firm created
the current City’s logo) on July 16, 2024, to develop the centennial logo that will be used on correspondence,
marketing and promotional activities, and banners throughout 2025. Direction was given to incorporate the
City’s logo or at least the passion flower and 100 years. Several variations and modifications were prepared
for staff’s review. Two (2) centennial logos are provided for the Commission's consideration and selection. The
two options were refined and staff is seeking the Commission’s selection of the final logo (See attached
concepts).
Concept A - Incorporates the passion flower in the bottom of the last zero of 100
Concept B – Adds a golden ribbon with the word “Years”
B. Time Capsule: No centennial is complete without a time capsule to commemorate the year’s celebrations
for a future generation to discover. Staff created a subcommittee consisting of Parks and Recreation,
Community Relations, and Development Services (Planning and Urban Design) to establish both the type and
best location for the time capsule. The location proposed is the southeast corner of the Withers-Maguire
House due to its historic setting. This area is highly unlikely to be repurposed or demolished. Staff is also
requesting the City Commission approve the time capsule. The time capsule will be a 17 cubic foot rectangular
stainless-steel vault (47.2” X 30.4” X 15.7”) that will be buried. On top of the vault will be a beautifully crafted
memorial marker designed to merge the old through its brick foundation and the future through a concrete
cylinder with metallic lettering etched to read:

Additionally, the names of the Mayor and Commissioners may also be added if desired. The concrete marker
will need to be larger to accommodate this. Please see Attachment B with the names of the Commission.
Staff is requesting approval of the time capsule design with or without the names of the Mayor and
Commissioners.
Staff is working on identifying the contents of the time capsule and mechanisms to include items secured from
our residents. Please see Attachment B for further information on the Time Capsule.
C. Mural: The staff committee has determined the best location for the mural is the western wall of 104 W.
McKey Street. The wall is 923sf and textured stucco, painted white. The current property owner, Mr. Joe Daka
has granted his permission to use the wall for the mural. The purpose of the Mural is the following:
To Promote the City of Ocoee’s centennial year and celebration and to inspire civic pride through a prominent
visual art installation that reflects the heritage and character of Ocoee and enriches the environment and its
users.
The mural should consist of vibrant imagery that reflects historic, community-life, natural or environmental
elements significant to the City. Staff is in the process of developing a call-to-artist program that will result in
the shortlisting of 2 or 3 artists. These artists will be asked to prepare a concept and that concept will be
presented to the Commission in order to select the preferred concept. The goal is to have the Mural unveiled
at the City's Valentine’s Day event.
Other Activities: The City Commission approved a contract with Beat Creative to support staff with
disseminating centennial information via social media. The monthly community markets will be themed based
on decades. For example, the January 9th market will be themed the 1920s. Staff is in the process of
identifying and pricing merchandise for potential giveaways, organizing the golf tournament on February 21,
2025, and working on ideas for the mobile exhibit. A list of proposed activities is attached as Attachment C.
Issue:
Should the Honorable Mayor and City Commissioners approve the three (3) action items A, B, and C?
Recommendations:
Staff requests the Honorable Mayor and City Commission make selections on items A&B and approve moving
forward with item C.

The area is very engaging with
ground plantings, turf, potted plants,
fencing, benches, accent trees,
hardscaping, and the ornamental
detailing of the Stick-Style
Withers-Maguire House.
For this reason, the marker should be
a quiet but visible garden element.
