(Human Resources/Risk Management Director Wilson) Background Summary: The Florida Police Benevolent Association, Inc. and the City have reached a tentative agreement on Article 16: Wages and Appendix B (Salary Scale). The agreement will allow the City to provide competitive wages and provide better recruitment opportunities. This agreement, which covers Officers, Corporals, and Sergeants, was ratified by the bargaining unit employees and must now be ratified by the City Commission to be effective. The contract provides for an industry-based competitive adjustment for the final year of this contract, whereby each member remains placed on a matrix based on time in grade and overall, to address compression and discrepancies within and among subgroups of members. Therefore, the wage increases vary percentage-wise. Unit members will receive their adjustment based on their years of service as outlined within the contract. Additionally, the starting wages for a Police Officer will increase to a competitive level with surrounding agencies that the City normally competes with for staffing. Issue: The City Commission is required to vote on whether to ratify the amendments made to the Collective Bargaining Agreement that was ratified by the police bargaining unit employees. The Commission is prohibited from amending any of the terms of the Collective Bargaining Agreement. Recommendations: It is the recommendation of staff that the Honorable Mayor and City Commissioners vote to ratify and approve the amended Collective Bargaining Agreement. Attachments: 1.
