Subject: Approval to Surplus and Replace Air Conditioning System (HVAC) for Jim Beech
Recreation Center. (Assistant Public Works Director Gajadhar)
Background Summary:
The approved Facilities Maintenance Division capital budget includes a replacement HVAC unit for the Jim
Beech Recreation Center, located at 1820 A D Mims Rd. The current unit failed in May 2024. Due to the
nature of the recreation center's use, Public Works requested and received City Manager approval for the
rental of a temporary, portable unit, until a new permanent unit is installed. Because of the long industry lead
times to receive a custom 40-ton unit, Public Works solicited an emergency bid from our current HVAC
maintenance contractor, Apple Air Conditioning and Heating, Inc. for the amount of $125,000, and utilized a
letter of intent in order to secure its delivery. Public Works reviewed the proposal and found the costs to be in
line with current industry standards.
Public Works is requesting Commission approval to award the work to our current HVAC maintenance
contractor, Apple Air, at their proposal cost of $125,000, which is within the budget. Public Works would also
like approval to surplus the old Trane HVAC unit, which will be disposed of by Apple Air.
Issue:
Should the Honorable Mayor and City Commissioners approve replacement of the HVAC unit at the Jim
Beech Recreation Center, located at 1820 A D Mims Rd., and approve the surplus of the old Trane unit?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners approve awarding the replacement of the
HVAC unit to Apple Air and Heating, Inc., for $125,000 and authorizing the City Manager and staff to approve
additional work up to the limit of his purchasing authority for each change order, and up to the allowable
budget for unforeseen conditions. Staff also recommends approval to surplus the old HVAC unit, with Apple
Air handling the disposal.
