Bluford Avenue Ocoee, Florida November 19, 2024 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING • CALL TO ORDER 6:15 PM Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of City Hall. The invocation was led by Ages Hart, Ocoee Resident, followed by the Pledge of Allegiance to the Flag led by Brad Lomneck, Ocoee Resident. City Clerk Sibbitt called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Firstner, Commissioner Oliver Also Present: City Manager Shadrix, City Attorney Geller, City Clerk Sibbitt • PRESENTATIONS AND PROCLAMATIONS 6:17 PM Veterans Programs Specialist Harold Borrero-Almodovar presented a PowerPoint which summarized the VA Healthcare System and the Veterans Outreach Program. Centennial Mural Concept Selection - Redevelopment Program Manager Vaca and Creative Content/Digital Media Specialist Dixon presented and summarized two mural concepts for the City Commission’s selection. Redevelopment Program Manager Vaca addressed the City Commission's questions regarding mural costs, copyright concerns, the mural's lifespan, and the feasibility of identifying another building so that both murals could be displayed. Each member of the City Commission was given the opportunity to share their thoughts on the murals and announce their artist choice. Motion: Move to approve the mural design by Artist 2, C. Stanley Creative, LLC, with the removal of the caterpillar, and to authorize the execution of an agreement with the artist and property owner for its installation. Additionally, explore an alternative location for the mural by Artist 1, Shae Monahan Art & Design LLC; Moved by Commissioner Wilsen, seconded by Commissioner Oliver; Motion carried 5-0. • STAFF REPORTS AND AGENDA REVIEW - None PUBLIC COMMENTS 6:30 PM & 6:52 PM The following persons addressed the City Commission: - Jim Moyer, Ocoee Resident, announced that November is Military Family Appreciation Month. He also mentioned the Veterans Day events held earlier this month in Orange County, City of Orlando, and the City of Ocoee. He further encouraged everyone to visit the Apopka VFW Museum and the City to come up with ways to bring the veterans of Ocoee together. - Shaen Jones, Ocoee Resident, expressed her disappointment with tone and abrasiveness displayed by individuals, during the last meeting, when addressing one Regular City Commission November 19, 2024 2 | Page another. She emphasized the importance of adhering to a code of civility and showing respect to everyone moving forward. - Joseph McMullen, Town of Oakland Commissioner and Founder of HAPCO Music Foundation, gave a brief overview of the annual Jazz Concert his non-profit music foundation has hosted for free at Ocoee High School. He recognized Mayor Johnson and Commissioner Wilsen for attending all his concerts and encouraged the community to participate. He further thanked the City Commission for all their support. Mayor Johnson requested the City Commission donate $10,000 to the HAPCO Music Foundation. Commissioner Wilsen asked whether funds have already been allocated in Fiscal Year 2024-2025 for this foundation. Motion: Move to approve a $10,000 Donation from the Contingency Funds to the HAPCO Music Foundation, provided the funds have not already been allocated in the Fiscal Year 2024-2025 budget for this event; Moved by Commissioner Kennedy, seconded by Commissioner Wilsen; Motion carried 5-0. • CONSENT AGENDA 7:00 PM Consent Agenda Motion Motion: Move to adopt the Consent Agenda Items #1-13; Moved by Commissioner Wilsen, seconded by Commissioner Firstner; Motion carried 5-0. 1. Approval of Minutes from the Regular City Commission Meeting held November 5, 2024. (City Clerk Sibbitt) 2. Approval of the Interlocal Agreement with Orange County regarding Signalization and Transfer of Impact Fees for the West Road and Fountains West Boulevard Intersection. (City Engineer Womack) 3. Approval of Change Order No. 3 for Additional Funds from Transportation Impact Fees to Provide the Required Funding for Lennar Homes to Facilitate the Widening of Clarke Road. (City Engineer Womack) 4. Approval of Wynwood Phase 3 & 4 Plat; Project No. LS-2024-004. (Development Engineer Keaton) 5. Approval of FY 2024-2025 Budget Ambulance Purchase. (Deputy Fire Chief Van Camp) 6. Approval of a Business Associate Agreement between CommuniCare Technology and the Ocoee Fire Department. (Deputy Fire Chief Van Camp) 7. Approval of New Microsoft Enterprise Agreement. (Acting IT Director Haas) 8. Acceptance of Federal Fiscal Year 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) Program (JAG Countywide-State Solicitation). (Assistant Police Chief McKinstry) 9. Approval to Award Invitation to Bid (ITB) #25-001 Transmission Main Interconnect to Orange County Utilities RCW System ARPA Project. Approval of Award for ITB #25-002 Ocoee Wastewater Treatment Plant Reclaimed Water Storage Tank and Pump Station - ARPA Federal Grant Funded Project. (Procurement Manager Tolbert) 12. Approval of FY 2024-2025 Budget Vehicle Purchases. (Assistant Public Works Director Gajadhar) 13. Approval of the Utility Agreement with Concept Real Property Holdings, LLP, for the O2BKids Daycare Facility’s Sewer Service. (Acting Utilities Director Bolling) • FIRST READING OF ORDINANCE 7:01 PM 14. First Reading of Ordinance for City Wide Golf Cart. (Police Chief Ogburn) City Attorney Geller read the title of the ordinance, and it was announced this will be presented as a second reading and public hearing at the next scheduled City Commission meeting on December 3, 2024, at 6:15 PM or soon thereafter. • SECOND READING OF ORDINANCE – PUBLIC HEARING - None • PUBLIC HEARING - None • REGULAR AGENDA 7:03 PM 15. Discussion regarding the Veterans Day Program. (Commissioner Kennedy) Commissioner Kennedy shared the historical significance of November 11th being recognized as Veterans Day, and expressed his desire for the City Commission to consider holding the annual Veterans Day Program on the actual date in 2025. Brief discussion ensued. Motion: Move to approve the Ocoee Veterans Day Program to be held on November 11, 2025; Moved by Commissioner Kennedy, seconded by Commissioner Wilsen; Motion carried 5-0. • COMMENTS FROM COMMISSIONERS 7:09 PM Commissioner Oliver – Commented on the following: 1) Addressed Veterans Programs Specialist Harold Borrero-Almodovar and asked him what a program for the veterans in Ocoee would look like. Mr. Borrero-Almodovar was provided the opportunity to address his questions. 2) Inquired about the status of the turn signals on Clarke Road. Public Works Director Krug responded that the goal is for the signals to be operational by Christmas. Mayor Johnson asked about the stop signs on White Road. Public Works Director Krug confirmed that they are also expected to be operational by Christmas. Regular City Commission November 19, 2024 4 | Page Commissioner Firstner – Commented on the following: 1) Announced GIS Day is tomorrow, November 20th and City staff will be putting a presentation together in City Hall. 2) Announced that All City Management Services is currently hiring school crossing guards in the City. Commissioner Wilsen – Commented on the following: 1) Wished everyone a Happy and Safe Thanksgiving. 2) Announced Operation Santa will be starting soon. 3) Announced the Jolly Jamboree and Breakfast with Santa events in December. Commissioner Kennedy – No further comments Mayor Johnson – Commented on the following: 1) Announced the upcoming 2024 Holiday Golf Parade. 2) Shared that registration for the Ocoee Police Department’s Holiday Toys for Kids is now open. 3) Announced that City Hall and all City Administrative Offices will be closed Thursday, November 28th and Friday, November 29th in observance of the Thanksgiving Holiday. 4) Revisited the discussion on underground powerlines and shared the costs of fixing the above-ground powerlines following the recent hurricanes, as reported in the newspaper. • ADJOURNMENT 7:21 PM APPROVED: Attest: City of Ocoee ______________________________ ___________________________ Melanie Sibbitt, City Clerk Rusty Johnson, Mayor
