Background Summary:
The City Commission awarded RFP #19-011, Emergency-Disaster Debris Monitoring Services, to Thompson
Consulting Services, LLC on November 5, 2019, and approved an extension to the existing continuing contract
for one (1) year on November 19, 2024. Following Hurricane Milton passing over Ocoee, the City activated the
Thompson Consulting Services, LLC contract on October 11, 2024. The attached cost estimate of $324,400 to
provide the debris monitoring and grant management services is based on the approved contract. Public
Works recommends approval of this proposal.
Issue:
Should the Honorable Mayor and City Commissioners authorize the estimated budget for the Disaster Debris
Monitoring Services and Grant Management with Thompson Consulting Services, LLC?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners authorize the purchase order be issued for the
estimated budget for Disaster Debris Monitoring Services with Thompson Consulting Services, LLC in accordance
with RFP #19-011, in the amount of $324,400, and authorize the City Manager and Staff to approve change orders
to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for
this project for all change orders.

Dear Mr. Burch,
Thompson Consulting Services (Thompson) is pleased to submit the following scope and budget to
provide Federal Emergency Management Agency (FEMA) Public Assistance (PA) grant management
services to City of Ocoee, FL (City) in accordance with our existing contract. The scope and budget have
been prepared based on Thompson’s current understanding of the City’s needs. Thompson will assist
the City’s with submittal of FEMA PA projects, prepare project documentation, conduct site inspections,
and submit project documents to FEMA and the State.
Tasks performed may include, but are not limited to:
• Project Formulation
− Site inspections (as requested)
− Cost estimating (as requested)
− Damage description development
− Project scope of work development
− Data collection and dissemination
• Project Management and FEMA Policy
Support
− FEMA policy guidance
− FEMA coordination, responses to
request for information (RFI)
− Insurance review (as requested/required)
− Category Z, management cost support
− Other related services as requested and
necessary
Cost Proposal and Schedule
The following estimated budget is based on Thompson’s current understanding of the City’s needs
during the project worksheet submittal phase. Thompson anticipates the City’s to require support
over an 26-week period to complete PW submittal and compile basic documentation to support
project compliance.

Assumptions to the Estimate:
It is Thompson’s objective to deliver our services at or below the budget estimate for the period of
performance, as needed and directed by our clients. The City will only be charged for work performed
and required by the City, which may include positions and hours which differ from the above
estimate. Should the City have additional needs beyond those allowed for in this budget or should it
be evident that the above estimate may be exceeded, Thompson will notify the City and request a
task order extension.
