(Police Chief Ogburn) Background Summary: Automatic License Plate Readers (ALPRs) have become valuable tools in modern law enforcement, aiding in the identification of stolen vehicles, missing persons, and suspects involved in criminal activities. Flock Safety, a prominent provider of ALPR technology, offers solutions designed to improve public safety through advanced data collection and analysis. The City has the opportunity to increase its current inventory of FLOCK ALPRS from ten to fifteen units through a partnership with the Orange County Sheriff’s Office (OCSO), which serves as the Grant Stakeholder for the Urban Area Security Initiative (UASI) Grant. For five years, OCSO assumes all financial responsibility for the hardware, software, and Professional Services associated with the cameras, which the UASI 23 Grant will fund. At the end of the five-year cycle, the City has the option to assume financial responsibility for continuing the contract with FLOCK Safety, which would involve a 24-month agreement for approximately $35,000. The only initial requirement is for the City to install a breakaway pole on the right-of-way at the intersection of Franklin Street and State Road 429, at a cost of $600. The camera locations will be at the following intersections: Clarcona Ocoee Road & North Lakewood Avenue, Clarcona Ocoee Road & Clarke Road, Maguire Road & Tomyn Road, Maguire Road & Old Winter Garden Road, and Franklin Street & State Road 429. Issue: Should the Honorable Mayor and City Commissioners authorize the installation of five (5) additional Flock Automatic License Plate Readers, by partnering with the Orange County Sheriff’s Office to further support the Police Department's efforts to identify stolen vehicles, locate missing persons, and identify criminal activity?
