Subject: Approval to Trade in Older Firearms for Credit Towards the Purchase of New
Rifles. (Police Chief Ogburn)
Background Summary:
During an inventory of the Police Department’s armory, it was confirmed that several unused and outdated firearms
remained in storage. These weapons are no longer in active service and are incompatible with the department’s
current operational standards. The cache of weapons consists of various models phased out over time. The
following firearms have been identified: (6) Mossberg 12-gauge shotguns, (2) 37mm gas launchers, (2) Springfield
Armory M1 Garand rifles, (2) Glock 45 handguns, (9) Glock 19 handguns, (1) Winchester Model 94 .30-.30 rifle,
(2) Colt AR-15 .223 carbine rifles, (1) Colt Law Enforcement Carbine 5.56 rifle, (1) Ruger AR-556 5.56mm rifle. SSD
International has offered the Ocoee Police Department a trade-in credit of $10,251.00 for these firearms. In
exchange, the Ocoee Police Department would use this credit towards purchasing (9) new FN short-barreled rifles,
increasing the number of issuable weapons by nine (9) and helping ensure that the department’s equipment
remains modern and operationally consistent. In addition, exchanging these unused and outdated weapons will free
up critical storage space within the armory. This transaction will be completed at no cost to the City of Ocoee or the
Police Department.
Issue:
Should the Honorable Mayor and City Commissioners approve the trade-in credit of $10,251.00 for the unused
and outdated identified weapons towards the purchase of the nine (9) newer and updated rifles indentified.
Recommendations:
Staff recommends that the Honorable Mayor and Board of City Commissioners approve the trade-in credit of
$10,251.00 for the unused and outdated identified weapons towards the purchasing of the newer and updated
rifles identified.

Financial Impacts:
There is no financial impact on the City of Ocoee or the Ocoee Police Department. The $10,251.00 credit
received from SSD will be used to purchase the (9) new rifles.
