(Police Chief Ogburn) Background Summary: The Florida Legislature has amended Section 1006.12, Florida Statutes, entitled “Safe-School officers at each public school,” requiring each District School Board and Superintendent to partner with law enforcement agencies to establish or assign one or more safe-school officers at each school facility within the district by implementing a security option that best meets the district's needs. The Florida Legislature further amended the laws relating to school safety through the Implementation of Legislative Recommendations of the Marjory Stoneman Douglas High School Public Safety Commission, which was signed by the Governor on May 8, 2019 and went into effect on October 1, 2019. The School Board of Orange County (SBOC) has elected to comply with Section 1006.12, Florida Statutes, by establishing a School Resource Officer program as defined in Section 1006.12(1). The SBOC has identified those schools within each agency’s jurisdiction that require the assignment of an SRO in order to comply with Section 1006.12, Florida Statutes. The Ocoee Police Department provides Orange County Public Schools with nine officers and one supervisor. There are five (5) School Resource Officers for the five elementary schools, two (2) School Resource Officers for one middle school, and two (2) School Resource Officers for one high school, all located within the City of Ocoee. An agreement between the City of Ocoee and the School Board of Orange County is required for the Ocoee Police Department to delineate officers' responsibilities and for the City of Ocoee to be reimbursed by the School Board of Orange County for a portion of the officers and a supervisor’s salaries. This will be a two-year agreement that begins on July 1, 2025, and terminates on June 30, 2027. The agreement commits the School Board of Orange County to reimburse the City of Ocoee $73,000.00 for one supervisor and $73,000.00 per School Resource Officer for the 2025/2026 school year. This agreement also commits the School Board of Orange County to reimburse the City of Ocoee $75,000.00 per supervisor and $75,000.00 per School Resource Officer for the 2026/2027 school year. Issue: Should the Honorable Mayor and City Commissioners approve the two-year School Resource Officer Agreement with the School Board of Orange County, which reimburses the City of Ocoee for providing a School Resource Officer to the public schools in the City of Ocoee?
