Subject: Authorization to execute a Memorandum of Understanding (MOU) with the National Integrated
Ballistic Information Network (NIBIN) with the Orange County Sheriff's Office. (Police Chief Ogburn)
Background Summary:
The Ocoee Police Department is seeking authorization to execute a Memorandum of Understanding (MOU)
with the Orange County Sheriff’s Office regarding participation in the National Integrated Ballistic Information
Network (NIBIN). This agreement will allow a certified Crime Scene Investigator (CSI) from the Ocoee Police
Department to conduct firearms testing related to cases that occur within the City of Ocoee and to enter fired
cartridge cases into NIBIN. This national network supports ballistic evaluations and generates actionable
investigative leads in firearms-related cases.
Firearms testing will be conducted in a controlled environment at the Orange County Sheriff’s Office. The
certification and direct access to NIBIN will significantly streamline the investigative process, allowing for
quicker turnaround times on ballistic evidence. This will reduce the department’s reliance on the Florida
Department of Law Enforcement (FDLE), whose backlogs can delay results for weeks or even months.
With this partnership, the Ocoee Police Department anticipates receiving ballistic results within the same
week, enabling detectives to develop leads more rapidly and bring cases to resolution more efficiently.
Additionally, it will provide greater control over firearms evidence, minimizing chain-of-custody concerns.
Approving this MOU will enhance the department’s ability to solve firearms-related cases promptly and will
support the efforts of our detectives, evidence and property personnel, and the State Attorney’s Office in
achieving timely case closures.
Issue:
Should the Honorable Mayor and City Commissioners approve the authorization to execute a Memorandum of
Understanding (MOU) with the National Integrated Ballistic Information Network (NIBIN) with the Orange County
Sheriff's Office providing for one of Ocoee's Crime Scene Investigators certified to test firearms and enter evidence
into the National Integrated Ballistic Information Network?
Recommendations:
Staff recommends that the Honorable Mayor and City Commissioners approve the authorization to execute a
Memorandum of Understanding (MOU) with the National Integrated Ballistic Information Network (NIBIN) with the
Orange County Sheriff's Office providing for one of Ocoee's Crime Scene Investigators certified to test firearms and
enter evidence into the National Integrated Ballistic Information Network.
