Bluford Avenue Ocoee, Florida May 6, 2025 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING •CALL TO ORDER 6:15 PM Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of City Hall. The invocation was led by Ages Hart, Ocoee Resident, followed by the Pledge of Allegiance to the Flag led by Kelton Butler, Ocoee Resident. Deputy City Clerk Parks called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Firstner, Commissioner Oliver Also Present: City Manager Shadrix, City Attorney Geller, and Deputy City Clerk Parks • PRESENTATIONS AND PROCLAMATIONS 6:17 PM 2025 Municipal Clerks Week Proclamation 2025 National Peace Officer Memorial Day and Week Proclamation 2025 Water Safety Month Proclamation Mayor Johnson read and proclaimed each proclamation; City Clerk Sibbitt accepted the proclamation for Municipal Clerks Week and Police Chief Ogburn accepted the proclamation for National Peace Officer Memorial Day and Week. • STAFF REPORTS AND AGENDA REVIEW 6:25 PM City Manager Shadrix announced that the flyer for the upcoming Comprehensive Plan Community Meeting is now available on the City’s website. The meeting will take place at the Lakeshore Center on May 28th from 6:00 PM to 8:00 PM and will feature a presentation, informational stations, and a Q&A session. A copy of the Comprehensive Plan is available for public review in the Planning Department and online. He also reported that the interim operator for the Forest Lake Golf Course is now in place, with a full update to be provided at a later date. He gave an update on the unified zip code issue, noting that the City of Ocoee is currently included in three (3) legislative bills: House Bill 3095, House Bill 672, and Senate Bill 1455. He further noted that the City has recently received federal reimbursement related to Hurricane Ian. • PUBLIC COMMENTS 6:30 PM The following persons addressed the City Commission: -Christopher Brucks, Ocoee Resident, addressed the City Commission regarding concerns with ‘no parking’ signs that were recently installed in his neighborhood. Public Works Director Krug and Police Chief Ogburn addressed his concern. Commissioner Regular City Commission May 6, 2025 2 | P a g e Oliver stated that he has spoken to the resident, the Police Chief, and the Public Works Director on this issue and he stated that he encouraged the resident to speak at the commission meeting this evening. The Public Works Director and Police Chief will look further into resolutions for the resident. - Norine Dworkin, Editor In Chief - VoxPopuli, spoke on the National Day of Reason and read a proclamation. Mayor Johnson asked about ways to prevent individuals from disregarding traffic signs, particularly ‘no parking’ signs and related citations, and requested that staff explore the possibility of implementing stricter penalties. City Manager Shadrix and Police Chief Ogburn addressed his concerns and City Manager Shadrix noted that such changes would require amendments to the city code, and staff will present options at an upcoming City Commission meeting. • CONSENT AGENDA 6:49 PM Consent Agenda Motion Motion: Move to adopt the Consent Agenda Items #1-11; Moved by Commissioner Kennedy, seconded by Commissioner Oliver; Motion carried 5-0. 1. Approval of Minutes from the Regular City Commission Meeting held April 15, 2025. (City Clerk Sibbitt) 2. Approval of School Resource Officer Agreement with Innovation Montessori Charter School. (Police Chief Ogburn) 3. Approval of School Resource Officer Agreement with Renaissance Charter School. (Police Chief Ogburn) 4. Approval of a Two-Year School Resource Officer Agreement with the School Board of Orange County. (Police Chief Ogburn) 5. Authorization to execute a Memorandum of Understanding (MOU) with the National Integrated Ballistic Information Network (NIBIN) with the Orange County Sheriff's Office. (Police Chief Ogburn) 6. Approval to Award Invitation to Bid (ITB) #25-005 Asphalt Paving Projects for Fiscal Year 2025. (Procurement Manager Tolbert) 7. Approval of Agreement with Fortress Secured, LLC for the Ocoee Regional Law Enforcement Training Center. (Public Works Director Krug) 8. Approval of Contracted Sidewalk Repairs Utilizing Existing City of Kissimmee Contract with APEC, LLC. (Public Works Director Krug) 9. Approval of the Purchase of a New Pump for Well #2 at the South Water Plant. (Utilities Director Bolling) 10. Notification of an Emergency Purchase with Cathcart Construction Company for Repairs to the Intersection of N Lakewood Avenue and Security Circle in accordance with Section 21.6 of the City of Ocoee Code of Ordinances. First Reading of an Ordinance for 283 10th Avenue - Cox Property Annexation & Rezoning from Orange County R-2 to City of Ocoee R-1; Project No. AX-02-25-01 & RZ- 25-02-01. (Planner I Belizaire) City Attorney Geller read the titles of the ordinances, and it was announced that this will be presented as a second reading and public hearing at the City Commission meeting scheduled for May 20, 2025, at 6:15 PM or soon thereafter. • SECOND READING OF ORDINANCE – PUBLIC HEARING - None • PUBLIC HEARING - None • REGULAR AGENDA 6:51 PM 13. Appointment of Members to the Human Relations Diversity Board (HRDB). (Deputy City Clerk Parks) Deputy City Clerk Parks stated that the member seats for one of the at-large seats, and Districts 1 and 3, are expiring in May 2025, and the member seat for District 4 is vacant due to a resignation. She explained to the City Commission the appointments that need to be made. City Clerk Sibbitt was present to provide clarification to questions from the City Commission on the appointments. Motion: Move to reappoint Vinny Singh to the District 1 member seat and Kellie Beck to the at-large seat; Moved by Commissioner Kennedy, seconded by Commissioner Wilsen; Motion carried 5-0. Mayor Johnson announced the upcoming May 2025 City events. 6:58 PM • COMMENTS FROM COMMISSIONERS 7:00 PM Commissioner Firstner – Commented on the following: 7:00 PM 1) Encouraged residents to attend the Centennial Celebration, Time Capsule Celebration and Memorial Day Event. Commissioner Oliver – Commented on the following: 7:00 PM – 7:03 PM 1) Commended the Police Department for their efforts to stop speeders on Clarke Road. 2) Requested permission from the City Commission to host a Town Hall Meeting on September 18, 2025, for District 4, at the Lakeshore Center from 6:00 PM – 8:30 PM (the time clock was paused at 7:02 PM). The Commission had no objections to Commissioner Oliver’s request (the time clock started back at 7:02 PM). 3) Inquired about the reopening date of McCormick Road, and City Manager Shadrix stated that the City previously reached out to the County, but no feedback was provided. He advised that he will reach out to the County Administrator. 4) Read a Bible verse. Regular City Commission May 6, 2025 4 | P a g e Commissioner Wilsen – Commented on the following: 7:03 PM – 7:05 PM 1) Requested clarification for when the School Zone Cameras on Clarke Road will be monitoring for speed. Police Chief Ogburn clarified the times of active monitoring. Commissioner Kennedy – Commented on the following: 7:05 PM 1) Wished all the mothers a Happy Mother’s Day.
